All operators are subject to requirements of health and safety law relating to risk assessment, and in particular safety certificates and authorisations require evidence of risk assessment arrangements. Enforcement of these requirements is a matter for the Office of Rail and Road (ORR). Details of enforcement taken to date is available on the ORR website.
