The Department engages routinely with local authorities as integral partners (designated as Category 1 responders alongside emergency services in the Civil Contingencies Act 2004) in the 38 Local Resilience Forums (LRFs) in England. DLUHC support LRFs to plan for the risks their area faces, to prepare through training and exercising and during response and recovery. Engagement with devolved mayoral authorities varies according to the powers agreed with each authority.
