The objectively assessed need of individual local authorities is not recorded by government. It is for local authorities to calculate their development needs which influences the level of development authorities plan for.

Through the Housing Delivery Test the delivery of the number of homes planned is measured. We published the first measurement on 19 February 2019 and they can be found on https://www.gov.uk/government/publications/housing-delivery-test-2018-measurement.

The National Planning Policy Framework introduced a standard method for assessing the minimum number of homes that an area needs. However, this is a starting point in the process and does not specify how many homes should actually be built, therefore delivery against these numbers is not measured.

These matters are devolved to the Welsh Government in Wales.
