As health and safety regulator for the rail industry, including at stations, the Office of Rail and Road (ORR) have responsibility for setting requirements for train operators in relation to reporting safety performance. In order to operate services, operators are required to operate and maintain a safety management system and to have this certified or authorised by the ORR every five years.
