Question to the Ministry of Defence:
To ask the Secretary of State for Defence, pursuant to the answer of 6 October 2026 to question 22806 on Defence, for what reason was the Project SERAPH contract with Deloitte terminated for convenience resulting in a fruitless payment of £1.354 million.
Project SERAPH was a concept, assessment and demonstrator project that evaluated options for establishing an enterprise-level solution at the tactical layer.
Its scope encompassed a range of digital and cyber capabilities in support of key Defence programmes, alongside associated governance, assurance and engineering activities.
Following a review of the programme, the supporting contract with Deloitte was terminated for convenience in accordance with its contractual provisions, and the Department transitioned to an alternative delivery model.
