Since July 2024, Department for Transport has delivered some THINK! road safety campaign activity via its contracted partnerships and public relations agency 23Red, enabling us to reach young men with road safety messages.

The budget previously released was paid directly to 23Red from the THINK! Campaign, which is funded by the public purse. The figures include a range of costs and fees associated with the delivery of this activity. Payment to Joe Media and The News Movement channels was managed by 23Red and not paid directly by the department.

All campaign expenditure is subject to a rigorous approvals and assurance process via Cabinet Office, with proposals scrutinised to ensure spend is justified, proportionate and represents value for money before funding is committed.
