Question to the Department for Work and Pensions:

To ask the Secretary of State for Work and Pensions, further to the press release, Prime Minister Andy Burnham sets out plans for a new National Care Service, 29 September 2026, if he will publish the methodology used to calculate the £15 billion and £50 billion figures, and what are the equivalent figures discounted by (a) GDP deflator and (b) social time discounting; and what is the specific formula that will be used to account for earnings in the adjusted Triple Lock policy.

The methodology used to produce the estimates is set out in the method section of the Department’s published State Pension uprating analysis, available on GOV.UK: State Pension uprating. Also in this publication are both nominal and real term figures on saving, where the nominal savings of £15 billion and £50 billion are presented as £11 billion and £30 billion respectively in 2025/2026 earnings terms.
