The Department intends to introduce secondary legislation on pavement parking in two stages.

First, we intend to introduce powers in January 2027 enabling local authorities with civil parking enforcement powers to issue penalty charge notices where a vehicle is parked in a way that unnecessarily obstructs the pavement.

We then plan to introduce powers as soon as possible to enable local transport authorities to prohibit pavement parking in their areas, subject to appropriate exemptions. The timetable for the secondary legislation has not yet been finalised.
