Question to the Department of Health and Social Care:

To ask the Secretary of State for Health, with reference to the blood contamination scandal, what the distinction is between (a) compassionate ex-gratia payments and (b) compensation.

The Government set up ex-gratia payment schemes on a compassionate basis, as liability has not been established. Compensation is paid on the basis of legal liability.
