The Conflict, Stability and Security Fund (CSSF) spend includes Official Development Assistance (ODA) eligible programmes which are included in the UK’s commitment to spend 0.7% of gross national income per year on aid. Over half the total of CSSF’s expenditure is not included in the 0.7% target as some security, stabilization and defence activities are not ODA eligible.
