The Low Pay Commission consulted extensively with a broad range of stakeholders to inform its recommendation for the National Living Wage, including representatives from small and medium-sized businesses. A list of stakeholders consulted is available from page 197 of its report:

The Government has accepted the Low Pay Commission’s recommendation for the National Living Wage rate that should apply from April 2017 which is expected to benefit over a million workers.
