One of the main reasons that a Short Term Benefit Advance (STBA) was not paid in 2014 was because the Department was able to pay benefit instead. This was the best outcome for all concerned and meant a benefit advance was not necessary.

Other circumstances in which an STBA may not have been paid include where there was doubt as to whether the claimant was likely to be entitled to the benefit being claimed.
