We are committed to building starter homes with a minimum 20% discount on open market value for young first time buyers to help them into home ownership. We have made strong progress on delivery, through the Housing and Planning Act, planning reforms, and the Homes and Communities Agency has been engaging proactively with local authorities across the country to identify opportunities for early starter home delivery. We will set out our future plans for starter homes in the forthcoming Housing White Paper. We expect the first starter homes to start being built in 2017.
