Question to the Department of Health and Social Care:

To ask the Secretary of State for Health, what financial management structures have been put in place to ensure that NHS Property Services offers value for money.

As a public sector organisation (wholly owned by the Secretary of State for Health), NHS Property Services (NHSPS) has Standing Financial Instructions which require compliance with HM Treasury’s Managing Public Money (2015) and the duty that all public sector organisations be able to demonstrate value for money for their expenditure.

The Board of NHSPS, supported by the work of five Board Committees, oversees operating and financial performance, risk management, internal controls and compliance. The Company’s Board includes a Department of Health civil servant Non-Executive Director and the Company’s financial performance is reviewed by the Department of Health, at its quarterly formal review meetings.
