Individual departments are responsible for managing access to their sites. The issuing of security passes to persons not directly employed by the Department (such as contractors or site workers), providing that they hold the appropriate security clearances and have a genuine business need to have regular access to a specific site, is normal practice. It is not necessary to request or record the details referred to in the question as part of the process of issuing passes.
