Question to the Department for International Trade:

To ask the Secretary of State for International Trade, whether rulings of the World Trade Organisation (WTO) Dispute Settlement Body constitute binding legal obligations with which all members of the WTO must comply; and if he will make a statement.

Decisions made by Dispute Settlement Body panels on specific disputes are only binding on the parties to that dispute. Panels are not bound by previous panel decisions, although they tend to follow them.
