FCDO is now seen as a multi-purpose agency as per the Development Assistance Committee (OECD) rules. This allows FCDO to report administrative costs of staff working in aid related duties either in full or in part thereof. Therefore, some of the activities undertaken by the Joint Afghanistan Casework Unit could be attributed to the ODA budget.
