The Office for National Statistics (ONS) estimates excess winter deaths (EWDs) retrospectively by comparing the number of deaths which occurred in December to March, with the average of the preceding and subsequent four-month periods. However, the ONS does not estimate the number of EWDs specifically attributed to unhealthy homes and the Department does not model this on a prospective basis.
