Ukraine is a fragile lower middle-income country, with strategic importance for the long-term security, stability and prosperity of the wider region. Like all other ODA eligible countries with people living in poverty, the UK is confident that the spending of UK ODA in Ukraine is fully justified by its strategic value and the impact on the lives and welfare of its people.
