Parking, including the operation of residential permit schemes, is the responsibility of local authorities and it is for them to determine what is best for their own area. Local authorities should ensure that their parking strategy takes account of transport and planning policies, so that the needs of the various road users are considered. Local councillors are responsible for ensuring that local decisions about traffic measures take account of the needs and opinions of local people.
