The government is strengthening its use of data and modernising its systems to improve accuracy in its administration of tax and customs.
HMRC’s Transformation Roadmap was published on 21st July 2025. The roadmap sets out HMRC’s plans to transform the tax and customs systems over the spending review period and its longer-term ambitions.
The roadmap sets out actions to achieve HMRC’s priorities by 2030, namely: improving day to day performance and customer experience, closing the tax gap, and reform and modernisation of the tax and customs system.
HMRC’s plans to build and procure more intuitive and joined up systems, storing customers’ data securely, and improving the experience for customers and tax advisers acting on their behalf. The procurements of Contact Centre as a Service (CCaaS) and Enterprise Customer Relationship Management (eCRM) will be key foundations for the delivery of the roadmap.
HMRC will continue to simplify tax and customs administration to make it easier for customers and their representatives to get their tax and customs right, all while reaffirming HMRC’s Charter standards.
