Question to the Home Office:

To ask Her Majesty’s Government in immigration cases, who decides whether a case is "exceptional".

The decision as to whether a case is “exceptional”, according to the type of application and the circumstances of the case, will be made by an Immigration Officer, an Entry Clearance Officer, an official acting on behalf of the Secretary of State or a Minister.
