Question to the Foreign, Commonwealth & Development Office:
To ask Her Majesty's Government what progress has been made to implement UNSC Resolution 2379 of 21 September 2017; in particular, whether an investigative team is now in place with terms of reference agreed by the government of Iraq; whether all other states are cooperating with investigations in accordance with paragraph 10 of that Resolution; and whether a trust fund has been established in accordance with paragraphs 13 and 14.
Following the adoption of UN Security Council Resolution 2379, the Terms of Reference for the UN Investigative Team have been agreed. A team from the UN Office of Legal Affairs visited Iraq in early April to meet key Iraqi stakeholders, and we expect the Special Advisor who will lead the investigative team to be appointed very soon. Once this appointment has been made, the investigative team will be recruited by the Special Advisor and deployed to Iraq. A trust fund has been established to help joint fund the team alongside funding from the UN's Regular Budget. The UK has contributed an initial £1 million. We are also working with the Iraqi judiciary to build their capacity, as called upon by the Resolution.
