Written Answers
Rivers: Bacteria
Asked by: Neil Coyle (Labour - Bermondsey and Old Southwark)
Wednesday 17th April 2024

Question to the Department for Environment, Food and Rural Affairs:

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps his Department is taking to monitor the potential (a) presence and (b) spread of (i) antibiotic-resistant and (ii) antimicrobial-resistant organisms that are hazardous to human health in rivers.

Answered by Robbie Moore - Parliamentary Under-Secretary (Department for Environment, Food and Rural Affairs)

We have been working with the Environment Agency and the UK Health Security Agency, to trial methods for detecting and quantifying antibiotic resistant bacteria in 3 river catchments in England and to provide example data on their presence and prevalence. The work involved sampling river waters at sites along the length of each river and subject to different land uses and potential sources of resistant bacteria. We expect to publish the results in the summer. The Secretary of State has regular discussions with Cabinet colleagues on a wide range of issues, and Cabinet discussions are considered confidential.

Oil: Pollution
Asked by: Barry Gardiner (Labour - Brent North)
Wednesday 17th April 2024

Question to the Department for Energy Security & Net Zero:

To ask the Secretary of State for Energy Security and Net Zero, with reference to paragraph 22 of the fifth Special Report of the Energy and Climate Change Committee of Session 2010-11 entitled UK Deepwater Drilling: Implications of the Gulf of Mexico Oil Spill: Government Response to the Committee's Second Report of Session 2010–11, HC 882, published on 22 March 2011, what recent progress the Government has made on ensuring that oil spill response equipment is designed to take full account of the harsh environment in the West of Shetland.

Answered by Justin Tomlinson - Minister of State (Department for Energy Security and Net Zero)

The response to pollution incidents from offshore hydrocarbon operations is led by Industry and their primary response contractor Oil Spill Response Limited (OSRL). Since the report was published, the Oil Spill Prevention and Response Advisory Group (OSPRAG) cap was developed and been in service since 2011. OSRL have also developed additional higher rated capping devices which have been in service since 2013. OSRL have also extended their response capability to include a base in the Shetland Islands to respond promptly to incidents West of Shetland. This base contains response equipment which has been specially selected for West of Shetland conditions.

Answered by Minto, Jenni - Minister for Public Health and Women's Health

Scottish Government officials continue to engage with their UK counterparts and the current work is focussed on creating the most appropriate regulatory environment to ensure the safety of the people of Scotland. Ministers have not yet held direct discussions with UK Government ministers.

S6W-26226
Asked by: Mochan, Carol (Scottish Labour - South Scotland)
Monday 15th April 2024

Question

To ask the Scottish Government whether it will provide an update on what action it has taken to develop the role of social prescribing, and whether it has given any consideration to appointing a national lead for this.

Answered by Todd, Maree - Minister for Social Care, Mental Wellbeing and Sport

The Scottish Government recognises that social prescribing can be an effective method of improving an individual’s physical, mental and social health. It plays an important role in helping us achieve our commitment to prevention, holistic care and Realistic Medicine. Our Primary Care Community Link Worker programme has been in place since 2014 and a 2017 commitment to create 250 Community Link Worker posts in general practice has been achieved.

Due to the wide range of activity which is described as social prescribing, there are many Scottish Government policies and resources which play a role in supporting its delivery. For example, we recognise the important role played by local organisations in supporting the health and wellbeing of their communities and we are working with the community and voluntary sector to look at how we can enhance the capacity of the sector to help those organisations address the challenges they face. The ongoing development by the ALLIANCE of the ALISS online database helps to provide information on community resources and our Green Health Partnership programme led by NatureScot helps to promote the connection between health and the natural environment.

We recognise that there may be a need for more national guidance to support Community Link Workers. We are currently considering how to take that forward in relation to the Community Link Worker programme in Primary Care. While this work will focus on Link Workers in Primary Care, we hope that there will be wider learning that may be able to be shared with the wider social prescribing community.
