Railways and Roads: Conflict of Interests
Asked by: Grahame Morris (Labour - Easington) Friday 19th April 2024 Question to the Department for Transport: To ask the Secretary of State for Transport, what recent assessment he has made of the adequacy of guidance issued by his Department to (a) Network Rail, (b) National Highways and (c) the Great British Railways transition team on potential conflicts of interest. Answered by Huw Merriman - Minister of State (Department for Transport) The Department for Transport’s (DfT) Arm’s Length Bodies have a duty to manage public money responsibly and effectively and in a transparent way. This includes managing any potential conflicts of interest effectively through the implementation of an effective and appropriate Conflicts of Interest (CoI) policy, in line with the Cabinet Office’s Procurement Policy Note: Applying Exclusions in Public Procurement, Managing Conflicts of Interest and Whistleblowing (PPN 04/21).
As the Great British Railways Transition Team (GBRTT) employs people from across the rail industry, DfT’s Rail Reform team has been working closely with them to maintain and improve current information sharing processes, including ensuring NDAs have adequate provisions to protect all parties where potential conflicts of interest exist. This includes ensuring GBRTT have adequate provisions in place when working with Train Operating Companies (TOCs) and contractors.

Answered by Huw Merriman - Minister of State (Department for Transport) The Government has no role in negotiations. Negotiations must take place between the employer, which the Rail Delivery Group has done on behalf of the train operating companies (TOC), and the trade union. We remain committed to supporting those who are involved in resolving this dispute so that important workforce reforms can take place, supported by a fair pay deal. ASLEF remains the only TOC in a national level dispute causing disruption to passengers and impacting the economy. We continue to urge them to negotiate with industry. |

Answered by Huw Merriman - Minister of State (Department for Transport) The train operating companies, as employers, are responsible for ensuring there are adequate numbers of staff to suit their operational needs, which includes maintaining the safety of the public using their trains. The British Transport Police (BTP) is the national dedicated police force for the railways in England, Scotland and Wales. It also has responsibility for the London Underground, Docklands Light Railway, the Midland Metro tram system, Croydon Tramlink, Tyne and Wear Metro, Glasgow Subway and the IFS Cloud Cable car. We urge all passengers, to please report any incidents to the BTP either via its text-reporting service on 61016, its Railway Guardian App, online via its website, or in an emergency by dialling 999.

Answered by Huw Merriman - Minister of State (Department for Transport) My Department has engaged extensively with the four train manufacturers with facilities in the UK, train operators and rolling stock owners to ensure a sustainable future for UK rail manufacturing. Rail manufacturing plays an important role in growing the UK economy and there is now a strong pipeline of future orders. In January 2024, I wrote to train manufacturers with details of planned and expected procurements, which include upcoming competitions being run by Northern, Southeastern, TransPennine and Chiltern. These contracts are worth an estimated £3.6 billion alongside significant maintenance and refurbishment opportunities.

Answered by Huw Merriman - Minister of State (Department for Transport) Great British Railways Transition Team (GBRTT) are currently working with a specialist property agent to identify a suitable location to house GBR’s HQ. GBRTT have collaborated closely with Derby-based partners including the City Council to create a shared vision for the HQ which includes creating value for customers and supporting local communities in and around the city. On 15 April, GBRTT opened its second office in Derby to host innovation, collaboration, and engagement sessions with partners in the rail industry. The office will serve to establish a footprint in Derby before the launch of GBR.

Answered by Huw Merriman - Minister of State (Department for Transport) There are a range of existing railcards that offer one third off most rail fares that are available to people living and working in the north of England; these include the Senior Railcard, the 26-30 Railcard and the Disabled Persons Railcard. Any new discounts or concessions made to rail fares must consider the effect on a certain individual or group and be balanced against the financial impact on fare payers in general and the public purse. |
