It is the responsibility of integrated care boards (ICBs) to make available appropriate provision to meet the health and care needs of their local population, including services to support autistic people, in line with relevant National Institute for Health and Care Excellence guidelines.

Lancashire and South Cumbria ICB advises that it is currently reviewing its all-age autism pathway, and is in the initial stages of completing consultations with system partners and stakeholders. The ICB is aiming to complete the review, and proposals for a future pathway for 2025/26, by the end of this calendar year. In addition to this work, the ICB is reviewing the service specifications in place for the keyworker team, specialist autism team, and forensic autism team with the local provider, to ensure that the commissioned offer reflects the current needs of their population.

Nationally, we are taking steps to improve autism services. NHS England published a national framework and operational guidance for autism assessment services on 5 April 2023. These documents are intended to help the National Health Service improve autism assessment services, and improve the experience for adults and children who are going through an autism assessment. They also set out what support should be available before an assessment, and what support should follow a recent diagnosis of autism.

We are currently updating the Autism Act Statutory Guidance to support the NHS and local authorities to deliver improved outcomes for autistic people. This will include setting out what NHS organisations and local authorities must and should be doing to support autistic people.

We expect integrated care boards (ICBs) to have due regard to National Institute for Health and Care Excellence (NICE) guidelines on autism, when commissioning services. It is the responsibility of ICBs to make available appropriate provision to meet the health and care needs of their local population, in line with these NICE guidelines.

In 2023 NHS England published a national framework and operational guidance for all age autism diagnostic assessment services. This guidance will help the National Health Service improve all age autism assessment services and improve the experience for people referred to an autism assessment service.

We have invested in improving autism assessment services over recent years, including £2.5 million in 2022/23 to support local areas with improvements in autism assessment pathways. For 2023/2024, £4.2 million of funding is available across England to improve services for autistic children and young people, including autism assessment services.

NHS England publishes quarterly data on how many people are waiting for an autism assessment and for how long. While these are experimental statistics, the data does provide useful information nationally and locally, to support local areas in improving their performance and reducing assessment waiting times.

Each ICB in England is expected to have an Executive Lead for learning disability and autism, supporting the board in planning to meet the needs of its local population of people with a learning disability and autism, including in relation to appropriate autism assessment pathways. NHS England has published guidance on these roles.

Information on the total spend on autism assessments is not held centrally. NHS England is responsible for funding allocations to integrated care boards (ICBs), which are responsible for commissioning services using these core allocations to meet the needs of their local populations, including autism assessment services. The NHS Operational and Planning Guidance 2024/25 asks local systems to improve autism assessment pathways, through implementation of the NHS England autism assessment national framework. A specific assessment of the adequacy of funding in meeting the National Institute for Health and Care Excellence’s waiting time standard for autism assessments has not been made. However, autism waiting times statistics are published on a quarterly basis. The total number of people with an open referral, where the diagnosis not yet completed, for suspected autism has increased by 47%, from 117,032 in December 2022 to 172,022 in December 2023. In December 2023, it was estimated that only 5.9% of patients whose referrals have been open in the system for at least 13 weeks received their first contact appointment within 13 weeks.

An assessment of the adequacy of the number of professionals able to offer pre-school autism assessments in Leeds is not currently planned. It is the responsibility of integrated care boards (ICBs) to make available appropriate provision to meet the health and care needs of their local population, including autism assessment services, in line with relevant clinical guidelines.

The West Yorkshire ICB advises that pre-school autism assessments in Leeds were temporarily stopped due to a shortage of professionals. The service remains suspended as it needs one full time equivalent clinical psychologist. The post has recently been recruited, and plans are in place for the service to reopen by the end of June 2024.

We recognise timely identification of autism can play an important role in enabling children and young people to get appropriate support, which is crucial in preventing escalation of needs. We expect integrated care boards (ICBs) to have due regard to National Institute for Health and Care Excellence (NICE) guidelines on autism when commissioning services. It is the responsibility of ICBs to make available appropriate provision to meet the health and care needs of their local population in line with these NICE guidelines, including in relation to autism assessment. While we want every area to meet NICE guidance, we recognise that this is not happening everywhere.

On 5 April 2023, NHS England published a national framework and operational guidance for autism assessment services in an online-only format. This guidance will help the National Health Service improve autism assessment services and improve the experience for people referred to an autism assessment service. This includes guidance to local areas on how to manage referrals and the support that should be available whilst people are waiting for an assessment and after.

In 2023/2024, £4.2 million of funding is available across England to improve services for autistic children and young people, including autism assessment services. We are also working in partnership with the Department for Education and NHS England on ‘Partnerships for Inclusion of Neurodiversity in School’ (PINS), with £13 million of funding to test ideas that will improve access to specialist support for neurodiverse children in mainstream primary schools.

Each ICB in England is expected to have an Executive Lead for learning disability and autism, supporting the Board in planning to meet the needs of its local population of people with a learning disability and autistic people, including in relation to appropriate autism assessment pathways. NHS England has published guidance on these roles.

The government recognises that there can be long waits for autism assessments. The Department of Health and Social Care (DHSC) is taking steps to improve access to assessments for autism. In 2023/24 DHSC allocated £4.2 million to improve services for autistic children and young people including assessments, pre-and post-diagnostic support, and the continuation of the Autism in Schools programme. Additionally, in April 2023, NHS England published a national framework to support the local NHS to commission and deliver autism assessment services for children, young people, and adults.

The Department for Education wants all children and young people to be able to reach their full potential and receive the right support to succeed in their education and as they move into adult life. The SEND Code of Practice is clear that meeting the needs of a child with SEND does not require a diagnostic label or assessment. Instead, the department expects teachers to monitor the progress of all children and young people and put support in place where needed, including arranging diagnostic tests where appropriate.

The 2023 SEND and Alternative Provision Improvement Plan set out the department’s vision to improve mainstream education through setting standards for early and accurate identification of need, and timely access to support to meet those needs. The standards will clarify the types of support that should be ordinarily available in mainstream settings and practitioner standards will be developed to support frontline professionals, including one on autism.

The department’s Universal Services contract brings together SEND-specific continuing professional development and support for the school and further education workforce to improve outcomes for children and young people, including those with autism, through one programme, which aims to reach 70% of schools and colleges in England per year.

The contract offers autism awareness training and resources: over 135,000 professionals have undertaken autism awareness training provided by the Autism Education Trust through the programme's train the trainer model.

The department worked closely with the Department of Health and Social Care (DHSC) to develop a refreshed cross-government autism strategy, which was published in July 2021 and includes children and young people. The national strategy sets out the department’s vision to make life fundamentally better for autistic people, their families and carers by 2026.

The department has made significant progress on implementation of the strategy.

Examples of key actions taken have included:

  • The department published the Special Educational Needs and Disabilities (SEND) and Alternative Provision Improvement Plan in March 2023. The plan sets out how the department aims to improve mainstream education, including for autistic children and young people, by setting standards for the early and accurate identification of need and timely access to support to meet those needs. For those children and young people with SEND, including those who are autistic, who do require an Education, Health and Care (EHC) plan and specialist provision, the department will ensure that they get access to the support they need and that parents do not face an adversarial system to secure this.
  • The department provided comprehensive professional development and support for the education workforce to improve outcomes for children and young people, including those who are autistic, through the Universal Services contract. This offers autism awareness training and resources which align with the all-age autism strategy. Over 135,000 professionals have undertaken this autism awareness training since the Universal Services programme began in May 2022.
  • The department is developing practitioner standards, as part of the new national standards, to support frontline professionals. This will include a practitioner standard on autism, to be published by the end of 2025.
  • The department is investing approximately £18 million until 2025 to build capacity in the supported internships programme and support more young people with EHC plans into employment. This includes up to £10.8 million in grant funding available to local authorities.
  • The department is offering all state schools and colleges a grant to train a senior mental health lead by 2025, enabling them to introduce effective whole school approaches to mental health and wellbeing. Over 14,400 settings have claimed a grant so far, including more than seven in ten state-funded secondary schools.
  • The department is continuing to roll out mental health support teams (MHSTs) to schools and colleges to expand access to early mental health support. The department is extending coverage of MHSTs to at least 50% of pupils in schools and further education in England by the end of March 2025.
  • The department is funding training for up to 7,000 early years (EY) staff to gain an accredited Level 3 EY Special Educational Needs Coordinator (SENCO) qualification. Training is available to SENCOs working in group-based and childminder settings, with places targeted to specific areas based on levels of disadvantage.
  • The department is providing over £3 million of funding, between 10 August 2021 and 31 March 2024, to five anti-bullying organisations to support schools to tackle bullying. This includes projects targeting bullying of particular groups, such as those who have SEND.
  • The department is investing in the Free Schools programme, which is committed to improving SEND provision across the country. There are currently 108 open special free schools and a further 76 approved to open.
  • The department funds the Participation Contract, a three-year contract running from April 2022, ending March 2025. The total cost of the contract is £18.39 million which includes consortium, Parent Carer Forum grants and the strategic reform partnership contract. The Contract aims to strengthen the participation of parents and young people, including those who are autistic in the design of SEND policies and services and ensure that they are able to access high-quality information, advice and support.

In 2024, DHSC is prioritising updating the Autism Act statutory guidance by working across government, including with the department, to support the NHS and local authorities to deliver improved outcomes for autistic people in line with the national autism strategy. This updated guidance will be subject to public consultation in 2024. Delivery of the cross-government actions set out in the national autism strategy remains a priority for 2024 and progress will continue to be monitored.
