To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, in which countries the UK is playing an active role in promoting water, sanitation, and hygiene infrastructure as part of a functional healthcare system.

The FCDO recognises the importance of ensuring that all healthcare facilities have reliable water, sanitation and hygiene (WASH) services. We support this goal through our membership of the WASH In Healthcare Facilities International Taskforce, and we push forward this agenda through our programmes including a hand-hygiene partnership with Unilever. We also support WASH in health facilities in Malawi through the 'Our Health' programme and in Nepal through the Resilient WASH and Emergency Preparedness Programme.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, if he will make representations to help ensure that the World Bank’s Pandemic Fund is used to ensure that healthcare facilities worldwide have adequate access to water, sanitation, and hygiene.

The UK has committed £25 million to the new Pandemic Fund, launched by the World Bank. A priority for the UK is ensuring that the Pandemic Fund helps strengthen health systems in low-income countries - vital as these are for pandemic prevention and response, but also for addressing the health priorities of countries outside of a pandemic. As part of this, the UK recognises and advocates for the critical importance of adequate water, sanitation, and hygiene services in health systems. The first round of funding from the Pandemic Fund has yet to issue - the UK will take part in the upcoming Board discussions that will determine the disbursement of this funding.

To ask His Majesty's Government what support they provide, if any, towards the implementation of the UNHCR-UNICEF Blueprint for Joint Action for Refugee Children.

The UK continues to prioritise education for refugee children through our work in emergencies and protracted crises, with our support through Education Cannot Wait and the Global Partnership for Education contributing to the blueprint's objectives.

In 2022 the UK provided £33m to UNHCR, the UN Refugee Agency, and £24m to UNICEF, the UN Children's Fund, in core contributions. This includes support for the implementation of the UNHCR-UNICEF Blueprint for Joint Action for Refugee Children.

The UK gives UNHCR and UNICEF the flexibility to direct funding where it is needed most through the high proportion of unearmarked funding provided from our core contributions, including to the three priority sectors under the blueprint of Education; WASH (water, sanitation and hygiene); and child protection

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, with reference to the press release entitled UK announces new support for improving access to safe water, sanitation and hygiene in Asia and Africa, published on 22 March 2023, what assessment he has made of the potential contribution of that funding to improving water, sanitation and hygiene in those regions; which organisations and partners he plans to allocate that funding to; and which financing models he plans to use for that funding.

The UK's £18.5 million of funding of Water, Sanitation and Hygiene (WASH) Systems for Health has the potential, by strengthening systems, needed to establish reliable, resilient and inclusive WASH services, to help end preventable deaths in up to five developing countries in sub-Saharan Africa and South Asia. Organisations and partners for the main delivery phase will be selected during the design phase. The financing model is expected to be a grant funding mechanism to partners that can demonstrate capability in supporting countries to strengthen their WASH systems.
