Question to the Foreign, Commonwealth & Development Office:

To ask the Minister of State, Foreign, Commonwealth and Development Office, what support his Department is providing to Zimbabwe to help with the drought in that country.

The UK commends the Government of Zimbabwe for identifying the potential impacts of the El Nino induced drought and are working with humanitarian agencies, the UN and donor nations and the Government of Zimbabwe to understand plans and options for international support if needed. Africa Risk Capacity, a UK-supported African Union-led disaster risk insurance mechanism, has confirmed that several pay outs will be triggered in Zimbabwe as a result of the declaration of a state of emergency. Additionally, the UK-funded START Network programme will shortly release funds for anticipatory actions to support the drought response.

I have not reviewed this matter in my meetings with President Mnangagwa or his Minister but supporting women and girls in Zimbabwe is a UK priority. Through our health programme the UK has delivered menstrual health education as part of the Sister2Sister (S2S) clubs which included supporting sustainable menstrual health options for girls such as disposable pads, reusable pads, menstrual cups, and menstrual underwear. Since 2012 the UK has worked alongside the Government of Zimbabwe to help provide sanitary products for schools through the Zimbabwe Girls Secondary Education (ZGSE) Programme implemented by CAMFED.

UK Official Development Assistance (ODA) in Zimbabwe works primarily through multilateral organisations, non-governmental organisations and private contractors, to ensure maximum impact and targeted support for the poorest Zimbabweans. A portfolio evaluation of the UK's work in Zimbabwe under the 2016-2020 business plan is publicly available as are annual reviews for each programme.

To ask His Majesty's Government what consideration they have given to any proposals for Zimbabwe to be readmitted as a member of the Commonwealth.

The decision on whether Zimbabwe re-joins the Commonwealth is for all Commonwealth members. The UK will review all final election observation reports, as well as the Secretary-General's report on membership readiness, before making any further assessment of Zimbabwe's readiness for readmission to the Commonwealth.
