To ask the Secretary of State for Levelling Up, Housing and Communities, what guidance his Department or the predecessor Department has issued on registration on the electoral roll when an elector (a) owns and (b) resides in more than one property.

The Electoral Commission, as the independent electoral regulator, holds responsibility for issuance of guidance on electoral registration, voting and second homes.

A person is entitled to be registered as a parliamentary elector for a constituency - or in the case of local elections, as a local government elector for an electoral area - if on the date they submit their application they meet the criteria for registration.

Those criteria include a requirement (except, regarding Parliamentary elections, in respect of a British citizen living overseas) that the applicant is resident in the constituency or electoral area. It is for the Electoral Registration Officer to determine whether the applicant meets this residency requirement by reference to the factors set out in section 5 of the Representation of the People Act 1983 (and in some cases sections 6 to 7C of that Act also). Ownership of a property is not sufficient on its own, the ERO must determine that an individual is resident. Case law suggests this will involve a degree of permanence.

This means that some citizens are entitled to register to vote in respect of more than one address in certain circumstances.

However, it may be noted that it is a criminal offence for a registered elector to vote more than once in the same constituency at a parliamentary election or in the same electoral division or ward at a local government election. It is also a criminal offence for a registered elector to vote in more than one constituency at a parliamentary general election, or in more than once electoral division or ward at an ordinary election of councillors for county, London Borough or district.

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps his Department is taking to support people in Oxfordshire who have been affected by Storm Henk.

Storm Henk impacted large parts of Oxfordshire, including homes, businesses and infrastructure. My thoughts are with those affected.

The Environment Agency worked tirelessly to minimise the impacts of flooding by operating flood assets, issuing flood warnings, making sure rivers were free of blockages and, where appropriate, putting out temporary barriers. Following the storm the Environment Agency continues to engage with impacted communities to gather information that will help them, and partners, better understand how they can support the communities to increase their resilience flooding.

The Environment Agency is working with partners to provide a joined-up approach so that communities get the most appropriate and swift support, including the ongoing work to develop and deliver projects such as the Oxford Flood Alleviation Scheme.

In January 2024, the Government announced the launch of the Flood Recovery Framework for areas most affected by Storm Henk. These schemes closed on 12 April and included:

  • Community Recovery Grant - £500 per eligible flooded household.
  • Business Recovery Grant - £2,500 per eligible small or medium business.
  • Council tax and business rates relief – Minimum three months of relief per eligible household/business.

Defra also activated the Property Flood Resilience (PFR) Repair Grant scheme where eligible properties can receive up to £5,000 to install PFR measures. Households and business who suffered from internal flooding should contact Oxfordshire County Council to apply. The PFR scheme opened on 8 January and will close in July 2025.

We are also actively reviewing the areas eligible for support through the Farming Recovery Fund to ensure it supports areas where farmland is most impacted due to Storm Henk. Oxfordshire is among these areas being considered for inclusion in the Fund. We are working through the impacts and will set out the position on the additional areas to be included in the Fund shortly. We will write to all those eligible farmers informing them of the funding they are able to claim.

The Secretary of State is keen to support motorists in Warwickshire, and elsewhere, by mitigating the impact of potholes. Under the 1980 Highways Act, local highway authorities, such as Warwickshire County Council, are responsible for maintaining and managing the local highway network within their area.

For the 2024/25 financial year, the Government is providing Warwickshire County Council with over £18.2 million for highway maintenance. This includes £2.056 million of reallocated HS2 funding and is a 12.7% increase over the funding the Council was expecting in 2024/25 before the Prime Minister’s Network North announcement.

It is up to the respective highway authority how best to spend this funding to fulfil their statutory duty under Section 41 of the Highways Act 1980. Funding is not ring fenced and Warwickshire can spend the money on all aspects of highway maintenance such as bridges, cycleways, and lighting columns – and not just the fixing of potholes.

Biodiversity: Lincolnshire

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps his Department is taking to help reverse biodiversity loss in Lincolnshire.

In England we have set four legally binding targets for biodiversity: to halt the decline in species abundance by 2030; then to reverse declines by 2042; to reduce the risk of species extinction by 2042; and restore or create more than 500,000 hectares of wildlife-rich habitat, also by 2042. These targets will drive actions to support biodiversity in Lincolnshire and every other area across England.

We have set out our plan to deliver on these ambitious targets, along with our other environmental targets, in the Environmental Improvement Plan (EIP23) published 31 January 2023. Here we link the different objectives, plans and mechanisms for recovering nature.

Local Nature Recovery Strategies (LNRS) are being prepared across the whole of England to support the delivery of these targets. The 48 strategies are bringing together local partners to agree priorities and propose practical actions in areas where they would have the most benefit for nature recovery and the wider environment. Preparation of the Greater Lincolnshire LNRS is being led by Lincolnshire County Council, with support from local planning authorities in the area and Natural England.

The Lincolnshire Coronation Coast National Nature Reserve (NNR) was declared in September 2023. The newly expanded NNR will enhance the nature and biodiversity of the Greater Lincolnshire coast making it a bigger, better and more joined up area for wildlife, through bringing together the Donna Nook and Saltfleetby-Theddlethorpe Dunes Nature Reserves and adding a further 2350 hectares of land managed for nature conservation. The reserve supports many breeding and over-wintering birds, natterjack toads, special plants and insects.

Additionally, the Environment Agency is working with partners to deliver the Upper Witham River and floodplain restoration projects (currently shortlisted for the River Restoration Centre award). Over the last 10 years, habitat along 19.4 km of river has been enhanced with 19 projects: from urban habitat improvement in Grantham, to large scale river and wetland restoration in rural areas.

To ask the Secretary of State for Education, what steps she is taking to help increase childcare provision in (a) South Holland and the Deepings constituency and (b) Lincolnshire.

In the government’s Spring Budget, the Chancellor of Exchequer announced transformative reforms to childcare for parents, children and the economy. By 2027/28, this government will expect to be spending in excess of £8 billion every year on free hours and early education, helping working families with their childcare costs.

A commitment has been made to ensure that 30 hours of funded childcare is available for every child over the age of nine months with working parents by September 2025.

More parents are going to be able to return to work while balancing childcare commitments, thanks to the government’s £4 billion per year expansion of childcare in England. This is the largest expansion of funded childcare ever and will remove barriers to work for nearly half a million parents with a child under three in England.

South Holland and the Deepings constituency is within the area covered by Lincolnshire County Council.

Local authorities have received £12 million of local authority delivery support funding for this financial year to support with meeting programme and delivery costs associated with rolling out the expanded early year entitlements, from which Lincolnshire County Council received £125,423.

Local authorities have also received a £100 million allocation for local areas to use to make sure childcare settings in their areas have enough physical space, which is anticipated to add thousands of new childcare places across the country. Lincolnshire County Council received £1,461,094 from this fund.

Under Section 6 of the Childcare Act 2006, local authorities are responsible for ensuring that the provision of childcare is sufficient to meet the requirements of parents in their area. Part B of the ‘Early education and childcare’ statutory guidance for local authorities highlights that local authorities are required to report annually to elected council members on how they are meeting their duty to secure sufficient childcare, and to make this report available and accessible to parents.

If Lincolnshire County Council report any sufficiency challenges, the department discusses what action the local authority is taking to address those issues, and where needed, supports them with any specific requirements through its childcare sufficiency support contract.

To ask the Secretary of State for Science, Innovation and Technology, what steps she is taking to help provide broadband connections to rural communities in Suffolk.

According to the independent website Thinkbroadband.com, 98% of premises in the county of Suffolk can access a superfast broadband connection. Furthermore, over 68% of premises are able to access a gigabit-capable connection, up from just 4% in December 2019.

In June 2023 we announced that a Project Gigabit contract had been awarded to the supplier CityFibre. This contract has a value of over £100 million, covering 79,500 hard-to-reach premises in Suffolk that would otherwise miss out on a gigabit-capable connection. The supplier has completed the initial planning and survey work for this contract and the first connections are expected to be made this summer. We expect the contract to be completed by December 2028.

The Government is committed to delivering top class sports facilities across the country, so that everyone can take part in sport and physical activity. As part of this commitment, the Government is delivering an historic level of direct investment to build or upgrade thousands of grassroots sport facilities across the UK.

Between 2021 and 2025, the UK Government is delivering investment of over £400 million to build or upgrade thousands of grassroots facilities across the UK. The largest component of this funding is the Multi-Sport Grassroots Facilities Programme, which is investing over £320 million between 2021 and 2025 into football and multi-sport pitches, changing rooms and other ancillary facilities. Through this programme over £56,000 has been awarded to Northumberland County Council to improve grass pitches on Morpeth Common.

Central to this investment is a clear objective to level up access for under-represented groups through investment in deprived areas and an emphasis on equal access. 50% of funding will go to the 40% most deprived local authority areas, based on a combined inactivity and deprivation ranking.

All projects are assessed against their ability to deliver increased participation by under-represented groups - including women and girls, ethnic minority communities and people from lower socio-economic backgrounds. All projects can be viewed here on gov.uk.

In addition to facilities funding, in November 2023 Sport England announced £250 million of funding that will provide a major expansion of their investment into local communities across England to ensure those in greatest need are able to be physically active.

Foster Care: Suffolk

To ask the Secretary of State for Education, what steps her Department is taking to help increase the number of foster care placements in (a) Suffolk Coastal constituency and (b) Suffolk.

The department is investing over £36 million this Parliament to deliver a fostering recruitment and retention programme, so that foster care is available for more children who need it. This will boost approvals of foster carers, as well as taking steps to retain the foster carers we have.

Suffolk County Council is participating in this programme and is working in a regional cluster group, ‘Foster East’, which is led by Norfolk.

Greater financial support for foster carers will help improve the experiences of all children in care. For the second year running, the department is uplifting the National Minimum Allowance (NMA) above the rate of inflation. For 2024/25, the NMA will increase by 6.88%. This is on top of a 12.43% NMA increase in 2023/24.

In addition, the department estimates that changes to tax and benefit allowances will give the average foster carer an additional £450 per year, as well as simplifying the process for self-assessment returns for most foster carers.

The department will also build on its investment since 2014 of over £8 million to help embed the Mockingbird programme, which is an innovative model of peer support for foster parents and the children in their care where children benefit from an extended family environment.

Drugs: Lancashire

To ask the Secretary of State for the Home Department, what steps he is taking to reduce levels of drug offences in (a) Preston and (b) Lancashire.

Reducing drug-related crime is a key priority of the Government’s 10-year drugs strategy.

We are making good progress. Since April 2022 we have closed over 2,500 county lines and delivered over 6,000 major and moderate organised crime group disruptions.

We are also investing £532m into drug treatment which reduces crime and reoffending. There are now 24,500 more people in treatment across England, including increases in Lancashire.

We are targeting treatment referrals at offenders. The percentage of prison leavers continuing treatment after release has also risen to a record high of 52% - an increase of 10% in the last 12 months.

We are working with the National Police Chiefs Council to increase police referrals into drug treatment, as well as expanding Drug Testing on Arrest to identify those who use drugs. This builds on £2.1 million funding to deliver Project ADDER – a co-ordinated approach across policing and treatment to crack down on supply and support people tackle their addiction – in 13 hard hit areas including Lancashire.

The government has asked every area in England to form a Combating Drugs Partnership (CDP) to work together to reduce drug-related harm and crime. Preston is covered by the Lancashire CDP, and the Government has supported the establishment of the Pan Lancashire Drugs and Alcohol Alliance, to help coordinate work across Lancashire’s three CDPs.
