To ask the Secretary of State for the Home Department, what assessment he has made of the risk of potential wildfires in Surrey.

The Home Office are the lead Government Department for Wildfire Response and own the National Security Risk Assessment (NSRA) wildfire risk. Government departments including Home Office, Department for Environment, Food and Rural Affairs, the Department for Levelling Up Housing and Communities and key stakeholders work closely to mitigate the risk of wildfire.

The published Wildfire Framework outlines the work being undertaken to improve the UK’s preparedness for wildfires in England. The Home Office maintains regular engagement with National Bodies including the National Fire Chiefs Council and England and Wales Wildfire Forum to monitor and review sector led improvements to wildfire response and mitigation.

The Home Office have committed to scoping a wildfire strategy and action plan by mid-2024, with support from Defra and its agencies. This commitment is outlined in the third National Adaptation Plan and includes considering prevention, response and recovery actions.

In 24/25, the Home Office is funding a new National Resilience Wildfire Advisor who will assess what additional wildfire national capabilities might be needed to increase resilience to the wildfire risk and to ensure coordination of approaches across the sector.

Surrey County Council has overall responsibility for fire and rescue services in Surrey. The county council will receive an un-ringfenced grant for all of their services including fire, through the Local Government Finance Settlement and they will allocate funding according to their priorities.

All Fire and Rescue Authority’s including Surrey, are required to plan for the foreseeable risks in their area (including wildfires) through their Integrated Risk Management Plan. This will include plans to prevent and respond to incidents.

Individuals should contact their own insurance providers with regard to any potential claims for damage as a result of wildfire.

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps his Department has taken to reduce the costs of fraud in his Department in the last three financial years.

The Government is determined to uncover fraud in the public sector and is proud of its record. As part of this, the Government established the Public Sector Fraud Authority (PSFA). In 22/23 the PSFA set a target of delivering £180m of savings to the taxpayer. In fact, the PSFA far surpassed this within the first 12 months by preventing and recovering £311 million.

As it enters its second year, the PSFA has a target of achieving £185 million of savings for the taxpayer. The Government has also announced an additional £34 million to deploy cutting edge tools and Artificial Intelligence tools to help combat fraud across the public sector, saving £100 million for the public purse. This is in addition to existing partnerships between PSFA and the tech sector.

To ask the Secretary of State for Environment, Food and Rural Affairs, if he will make an estimate of the cost to the public purse of cash losses incurred by his Department arising from (a) theft, (b) fraud, (c) arson, (d) sabotage and (e) gross carelessness in the last 12 months.

Estimates and actual losses for 2023-24 are currently in the process of being finalised and will be published in our Annual Report and Accounts. Losses from theft and fraud are expected to be in the region of losses incurred in previous years. The figures for 2021-22 and 2022-23 may be found in the following reports: Annual Report and Accounts 2021-22 and Annual Report and Accounts 2022-23. The level of detected fraud across Defra in 2021-22 may also be found in the cross-Government Fraud Landscape Report. We are unable to provide any estimates regarding arson, sabotage and gross carelessness as our losses data is aggregated and it is not possible to easily report this level of detail.

This Government recognises the importance of tackling wildlife crime, which is why, along with the Department for Environment, Food and Rural Affairs, the Home Office directly funds the National Wildlife Crime Unit (NWCU) to help tackle these crimes.

The NWCU provides intelligence, analysis and investigative assistance to the police and other law enforcement agencies across the UK to support them in investigating wildlife crime. This includes supporting cases referred by Border Force to the National Crime Agency or to individual forces.

The NWCU is also the UK policing focal point for EUROPOL and INTERPOL wildlife crime activity. In addition, the National Police Chiefs’ Council Wildlife and Rural Crime Strategy 2022-2025 provides a framework through which policing, and its partners, can work together to tackle the most prevalent threats and emerging issues which predominantly affect rural communities.

Training standards and the national policing curriculum (covering initial training for all officers) are set by the College of Policing to ensure all officers benefit from the same high standard of initial training, regardless of which force they join. Officers undertake further training and development during their career, which may be tailored to their specific role.

We have not recently held discussions with policing on the potential merit to incorporate wildlife crime into the Policing Education Qualification Framework and there are currently no plans to undertake an assessment of the impact of crime on the economy in rural areas.

Community pharmacies are private businesses, contracted to provide National Health Service pharmaceutical services. My Rt hon. Friend, the Secretary of State for Health and Social Care is responsible for ensuring that patients can access medicines, and the Department is monitoring changes to the market closely. In areas where there are fewer pharmacies, the Pharmacy Access Scheme provides financial support to the pharmacies that are present.

Every three years, local authorities in England undertake pharmaceutical needs assessments for their areas, to ensure provision continues to meet their population’s needs. Integrated care boards have regard to those assessments when commissioning services, and where a pharmacy closure impacts access to services, a new contractor can apply to open a pharmacy in the area.

When a local pharmacy closes, patients can choose to access pharmaceutical services through any alternative pharmacy, including any of the over 400 distance selling pharmacies that are required to deliver medicines to patients free of charge. In some rural areas, doctors are permitted to dispense medicines.

We recognise the need for water sport participants to have access to consistent and up-to-date data about bathing water quality. DCMS is working with relevant water based National Governing Bodies and the Outdoors For All Coalition to understand the barriers to accessing and participating in green and blue spaces.

Designated bathing waters and water quality monitoring in England remain the responsibility of the Department for Environment, Food and Rural Affairs (Defra) and the Environment Agency (EA). DEFRA is a permanent member of the National Physical Activity Taskforce, which ensures that we deliver coordinated policy in this area.
