To ask the Secretary of State for Health and Social Care, if she will make an assessment of the potential impact of capacity in district nursing on the timeliness of patient discharge from hospital in 2023.

Between the end of March 2023 and the end of March 2024, the number of supported discharges for patients assessed as no longer meeting the criteria to reside has increased by 17% for patients on pathway 1. Pathway one is for patients returning to their usual place of residence with new or additional health or social care needs. Packages of post-discharge support for these patients may include support from district nurses.

We recognise the importance of increasing district nursing capacity. Through the NHS Long Term Workforce Plan we aim to increase training places for district nurses by 150% by 2031/32. As of January 2024, there were 4,295 full-time equivalent district nurses working in community services in NHS trusts and other core organisations in England, this is 0.5% fewer than in 2019.

Under the NHS Long Term Workforce Plan, backed by more than £2.4 billion over the next five years, the National Health Service will focus on expanding the number of clinicians, including nurses, who train to take up enhanced and advanced roles, and work as part of multidisciplinary teams with the right skills to meet the changing needs of patients. The ambition is to train at least 3,000 advanced practitioners in 2024 and 2025 across all specialties, and to increase the number in training to 5,000 a year by 2029. The Long Term Workforce Plan also sets out actions and reforms needed to improve workforce supply and retention.

To ask the Secretary of State for Health and Social Care, what steps she is taking to help improve the knowledge of GPs on the symptoms of young onset dementia.

We want all general practitioners to have received appropriate training, in order to provide high quality care to people with dementia, regardless of the person’s age or individual needs.

The standard of training for health care professionals is the responsibility of the health care independent statutory regulatory bodies who set the outcome standards expected at undergraduate level and approve courses and Higher Education Institutions to write and teach the curricula content that enables their students to meet the regulators outcome standards.

Whilst not all curricula may necessarily highlight a specific condition, they all nevertheless emphasize the skills and approaches a Health Care Practitioner must develop in order to ensure accurate and timely diagnoses and treatment plans for their patients, including for dementia.

The NHS Long Term Workforce Plan, published on 30 June 2023, sets out NHS England’s commitment to improving training for workers caring for people with dementia.

The Long Term plan also sets out the plan for there to be more healthcare staff working in and with GP practices, which will mean people will be able to get an appointment with the right professional depending on their needs. This means that those with dementia will be able to access the most appropriate support more quickly.

The plan will include more GPs, nurses and 20,000 additional pharmacists, physiotherapists, paramedics, physician associates and social prescribing link. These bigger teams of staff will work with other local services to make sure people, including those with dementia, get better access to a wider range of support for their needs.

We are seeing more people from younger cohorts with multimorbidity. Multimorbidity challenges the specialised approach to medicine, which has improved our ability to successfully treat single diseases. The Long Term Plan also addresses the increased need for medical and other clinical professionals with generalist and core skills to manage and support patients with seemingly unrelated diseases.

There are also a variety of resources available on the NHS England E-learning for Health platform, including a programme on dementia care, designed to enhance the training and education of the health and social care workforce.

To ask His Majesty's Government what is their assessment of the impact of the NHS long-term workforce plan upon the number of specialists such as Parkinson’s nurses in the NHS.

In June 2023, we published the Long Term Workforce Plan which sets out the steps the National Health Service and its partners need to take to deliver an NHS workforce that meets the changing needs of the population over the next 15 years.

The Plan commits to double the number of medical places, taking the total number of places to 15,000 by 2031/32 and including a commensurate increase in specialty training places that meets the demands of the NHS in the future. It also commits to increasing adult nursing places by 92%, taking the number of total places up to nearly 38,000 by 2031/32.

There are a record number of nurses working in the NHS and we have reached our target of 50,000 additional nurses, meaning we have delivered on our commitment six months early. In January 2024 there are over 363,000 nurses working across the NHS, representing over 62,000 more than in September 2019.

To ask the Secretary of State for Health and Social Care, what steps her Department is taking to support the recruitment and retention of midwives in Wellingborough constituency.

We are investing an additional £186 million a year to improve maternity and neonatal care and grow the workforce. On top of this, the Government and NHS England are investing nearly £35 million over three years, from 2024/25 to 2026/27, to further improve maternity safety across England, with specialist training for staff, additional numbers of midwives, and support to ensure maternity services listen to, and act on, women’s experiences to improve care. As announced at the Spring Budget, we are further increasing the number of midwives by funding an additional 160 new posts over three years, to support the continued growth of the maternity and neonatal workforce.

On retention, the NHS Long Term Workforce Plan sets out how to improve culture and leadership to ensure that up to 130,000 fewer staff leave the National Health Service over the next 15 years. This includes: implementing actions from the NHS People Plan that have been shown to be successful; implementing plans to improve flexible opportunities for prospective retirees, and delivering the actions needed to modernise the NHS pension scheme; and committing to ongoing national funding for continuing professional development for nurses, midwives, and allied health professionals, so NHS staff are supported to meet their full potential. These measures apply across the country, including for midwives in the Wellingborough constituency.
