I represent a constituency that has a large number of park homes, which I visit regularly. I am particularly grateful in this regard to a constituent, Mrs Lorraine Bond, who has a Whipsnade park home. She asked me to come to see her a couple of weeks ago, having corresponded with me for quite a while about the exorbitant cost of heating her home using liquid petroleum gas cylinders—this is common for many park home residents. She told me that last winter, when it was cold, she was spending £300 a month on average to keep her park home warm. It is possible to have five extremely cold months in a difficult winter in the United Kingdom, so my constituents are having to spend £1,500 to keep their park homes warm. If we bear in mind the fact that most park home residents are elderly—they tend to be pensioners—and often on low and fixed incomes, the House will realise the significance of that sum. It causes me great concern and that is why I wanted to raise the matter with the Minister today.
The Office of Fair Trading just completed its off-grid energy report in October of this year. It describes the cylinder LPG market as
“a mature and declining market”
of only some 25,000 to 50,000 homes for the 47 kg cylinders of LPG. It points out that bulk LPG is more economical and involves greater ease of delivery and handling, but even bulk LPG is more expensive than other off-grid fuels such as heating oil, about which we hear a lot in this House, solid fuel or electricity. They all, in turn, are much more expensive ways of heating one’s home than a mains gas supply connection, which many rural areas do not have.
The market for liquid petroleum gas—propane and butane in the main—is very limited. There are only three major cylinder suppliers, Calor Gas, Flogas and BP Gas, and the OFT noted that retail arrangements for cylinder LPG
“in effect require dealers to deal exclusively with one supplier.”
It notes, with considerable understatement, that
“these agreements could potentially restrict competition.”
The OFT has said that it
“may return to these issues in the context of the wider cylinder LPG market at a later date”.
It urgently needs to do so, because we are talking about very vulnerable people on low incomes with little choice about the way in which they heat their homes. Our current regulation is purely through the OFT and the Competition Commission, because Ofgem and Consumer Focus do not have a remit for this market.
What can we do? The first thing we need to do is ensure that any future potential park home residents are well aware before they move in of how much it could cost to heat their home. They need to have that knowledge before they take the decision to become a park home resident.
I was encouraged when earlier this year, on 24 March, in column 1084 of Hansard, one of the DECC Ministers said that the green deal and the energy company obligation would apply to park home residents. That is very welcome, but what has happened with the renewable heat premium payment? Some £15 million of Government money, aimed at around 25,000 homes, is due to be spent up to March next year, so have park homes been covered by that payment scheme? If they have not been, can we ensure that they are in the remaining months?
My major question for the Minister concerns whether the renewable heat incentive, which starts in March next year, will apply to park home owners. As I hope I have outlined, they are some of our most vulnerable residents who are in greatest need of the new technology and financial support that the Government are bringing in through that incentive. I understand that at the moment that decision is still, in classic Government language, “subject to policy development”, so I urge my hon. Friend the Member for North Norfolk (Norman Lamb), as the Minister on the Front Bench, to ensure that this group are covered. As I have said, they are the most vulnerable residents and they need this help.
A couple of weeks ago, I visited a major new development in my constituency in Houghton Regis, on Sandringham drive, where every roof—the hon. Member for Brighton, Pavilion (Caroline Lucas) will be pleased to hear this—had photovoltaic cells on it, leading to water heating. It did not benefit from the renewable heat incentive, but the residents told me that they had very light heating bills last year as a result of that new technology. Above all, park home residents, who are mainly pensioners and mainly on low incomes, should be the ones to benefit from the renewable heat incentive and the technology that is coming in, which could make heating their homes much more affordable.

In my constituency, to be forced to look for work within 9 miles is darn near impossible because there is no transport infrastructure.
I think that the hon. Member for Middlesbrough South and East Cleveland (Tom Blenkinsop) meant to say that it was 90 minutes, rather than 90 miles, which is quite a significant difference.

Fine: my answer remains the same.
There are many rural communities in West Lancashire, and in those areas, public transport is almost non-existent. The main services in villages have closed down, so people have to travel to the main towns to shop, to go to the doctors or to go to work. They rely on their car to get about or, in the case of some older people, on the kindness of a friend to give them a lift. Yet again, if people cannot run their car because of costs, that has a negative effect on all aspects of their life. I am concerned about the impact on both the young and older people in rural communities, as they may become ever more isolated, making them more vulnerable. How do pensioners on a fixed income that has been stretched to the limit find the extra money to cope with further fuel increases?
Some people argue that a reduction in fuel duty and thus fuel prices would mean an increase in the number of journeys and carbon emissions. I absolutely understand that argument, which reflects the fact that there is a difficult balance between our desire to tackle climate change and enabling people to go about their daily business, go to work, support their family, and run their company. Simply pricing people out of their car is not a real solution, especially in areas such as West Lancashire, where there is no real alternative in place.
It strikes me that with a flatlining economy, rising unemployment and businesses unwilling to invest because of the current uncertainty, now is exactly the time for flexibility and common sense. People like those living in West Lancashire—hard-working families and local businesses employing people—are looking to the Government to help them out just a little. They want help to ease that burden, and it is probably the least they are owed, after broken promises to introduce a fuel duty stabiliser, a failure to scrap the planned fuel duty increase and a decision to increase VAT. It is time for social justice and fairness. It is time for the Government to listen and to act. People want them to do it, and to do it now.
I, like others, warmly congratulate my hon. Friend the Member for Harlow (Robert Halfon) on bringing this important debate to the House today.
In my constituency the car is essential really to all my constituents. We have three market towns and 14 villages, and although the bus companies do valiantly they cannot serve all my constituents, many of whom have to commute a long way—for 90 minutes or even longer—out of my constituency to find regular work. When there were difficulties with the buses in villages such as Hockliffe and Eggington there was enormous upset, because many people in those areas find motoring so expensive.
In rural areas, on average only 10% of people do not have a car, because they are so necessary, and more than half of households need two cars to get their families around.
Is my hon. Friend aware that in rural constituencies such as ours the cost of filling up at the petrol pump comes to 10% of the wages of an individual on the lowest income? That is an enormous amount, and does he agree that it puts a particular burden on those living in rural communities?
My hon. Friend is absolutely right: that adds insult to injury.
The huge disparity in petrol prices experienced by so many of our constituents is extremely difficult. In addition, the disparity between the price of diesel and unleaded petrol concerns me greatly. Diesel used to be more expensive. We then had parity, and now diesel has shot up again. It is apparent that we have an inadequate supply of UK refining capacity for diesel in this country. We have to import much of our diesel from Russia, which causes particular problems given that around half of all car sales are of diesel vehicles.

There is also the increase in prices for liquefied petroleum gas, which has gone up astronomically in the past few years.
My hon. Friend makes a good point, and I am glad that she has been able to get it on the record.
Of course, the Government are in a very difficult fiscal position because of the economic mismanagement we inherited. Every day we are still spending around £330 million more than our income, and these things are not easy for Treasury Ministers. In spite of that we have managed to reduce the cost of fuel by around 6p per gallon, which my hon. Friend the Member for Harlow said would equate to around £274 less spent on fuel per motorist in this Parliament. That is very welcome. Government Members are instinctive tax cutters, which is why we have set out plans to reduce corporation tax to the lowest rate in the G7 by the end of this Parliament. That is where our instincts lie, and my hon. Friend the Minister knows that.
In contrast to some of the other speakers today, I want to consider the future in relation to fuel prices and talk about how some of the new technologies will be able to help save our constituents money. On 10 May I held a debate in Westminster Hall, in response to which the Under-Secretary of State for Transport, the hon. Member for Lewes (Norman Baker), told hon. Members that people who buy a Nissan Leaf would have an average reduction in their motoring costs of around £1,000 per year, and that there would be a payback on the total costs within seven years. He also sent me further information to show that the seven-year fuel costs of a Ford Focus are £6,827. For a Toyota Prius that figure is £4,034, and for a Nissan Leaf coming on sale next year, it is just £517. Some 48 other makes of electric vehicle will be available soon—for example, the Vauxhall Ampera and others. I am delighted that in my constituency, charging points for electric cars will be installed at Ashton square by the Grove theatre car park in Dunstable, and at the West street and Hockliffe street car parks in Leighton Buzzard.
We have rightly heard much about the problems faced by small businesses. We need to consider the use of biomethane for trucks and hydrogen fuel cell technology for buses and heavy vehicles. At Nagoya airport in Japan all the buses are powered by hydrogen fuel cells. We need to ensure that we develop a hydrogen refuelling network, as we are doing for electric vehicles. Our constituents will then be able to enjoy cheaper fuel.
We also need to look at what is happening internationally. In Israel and Denmark the Better Place company is engaged across the whole economy. On 1 November Mr van Erck of that company told a meeting of the Westminster Energy, Environment and Transport Forum, at which some hon. Members were also present, that within three years the best-selling vehicle would be electric. Not only can we have cheaper motoring for our constituents, but the UK is also on track for a sizeable share of what HSBC estimates to be a $677 billion market by 2020. That was mentioned by Michael Hurwitz, a director of the Government’s Office for Low Emission Vehicles on 1 November. Such a plan would stimulate the economy and create British jobs for British workers, as well as lower prices for our constituents.
The UK is in a race to design, manufacture and power cheaper low-carbon vehicles. We have a once in a lifetime opportunity to lead in this industry as we lead in Formula 1, with eight of the Formula 1 teams based in “motorsport valley" in the United Kingdom. Such a challenge will be good for our constituents’ pockets and good for the economy. I recommend to the Government that we power forward in this area, for the whole of the United Kingdom.

That is because this Government, in the teeth of opposition from the Labour party—which created this mess—have established fiscal credibility, brought our interest rates down, and ensured that while we may talk about the bail-out of some European countries, we are not talking about the bail-out of Britain.

I will make a bit of progress before I give way.
Not only are we taking measures to make it easier to employ people and putting in place measures to get people back into work—[Interruption.] They are not going to hit women; they are going to help women get into work. We have also announced new investment in local transport links. We are spending more on roads and railways than the last Labour Government did. We have plans for 200,000 new homes, many of them on the back of a new right to buy. We have created two dozen new enterprise zones, and this month committed almost £250 million to world-beating scientific research. That is because, unlike the last Government, we think it is important that things are made in Britain again.
The Chancellor has just told us that there have been £31 billion of extra Labour spending pledges—£11 billion from an amendment last week and £20 billion today. Given that we already pay £120 million every day in debt interest, can he tell us how much extra debt interest we would be paying every day if those Labour proposals went through?

I have not got that calculation on me, but I will certainly give it to my hon. Friend and use it at a future opportunity, because it is a reminder that this money is coming directly out of the Government coffers in debt interest payments every single day.

The vote in the Bundestag was very encouraging. Of course, it is easier for us in the House of Commons to say that the Germans must act and that we must create this fund, but we must understand that German taxpayers are being asked an awful lot—although I would say that that was one of the consequences of a single currency. Nevertheless, it is reassuring that the vote in the Bundestag was passed not merely with a straightforward majority but with the so-called Chancellor’s majority.
I very much welcome the action my right hon. Friend has announced about quantitative easing and credit easing. Will he say whether he thinks it would be helpful for the UK economy if our European partners were to adopt the same policy, given that 40% of our exports go to Europe?

I think I had better leave their monetary policy to the European Central Bank and not offer them such advice.

The previous Prime Minister thought that what we now know to have been the longest and deepest recession since the war would be over in six months. That demonstrates the degree of delusion that existed under the previous regime. We are taking the tough and necessary decisions to tackle the legacy that we have been left by our predecessors.
13. What recent assessment he has made of the effects on the economy of the public sector borrowing requirement.

Sound public finances are essential for sustainable economic growth. The action that the Government have taken to reduce public sector borrowing will help to mitigate the risks to the recovery, underpin private sector confidence and help to keep interest rates low, which will help families and businesses.
Was it because of a high public sector net cash requirement that forces up interest rates, makes it more difficult for businesses to borrow, increases taxes and means that money spent on debt interest cannot be spent on public services that the outgoing director general of the British Chambers of Commerce said when he left on Friday that, in order to keep the economy going, it is essential that we stick to the Chancellor’s economic plan?

I am sure that that was part of his reasoning and I very much welcome his endorsement, alongside that of all the other business organisations in the UK that continue to back the deficit reduction plan we have set out. It is worth observing that the proposals put forward by the outgoing director of the British Chambers of Commerce and other proposals are also being taken forward by this Government. There is very strong alignment between small businesses and this Government.

Commons ChamberReturning officers play a very important role in our democracy, notwithstanding some of the difficulties that we saw in 2010. They need the statutory protection of their appointment to make sure that they are not influenced by council groups or Members of Parliament at election time. The costs that they incur in running elections are fully justified, but it is my strong contention that the fees that they are paid personally for their services are not justified, and cannot be justified at this time, and that the continued payment of these massive fees to returning officers is wrong and must be stopped. At a time when there are cuts in mobile libraries, bus subsidies and some leisure services, we continue to pay these enormous fees.
Let me give some examples from seven different authorities. In Liverpool, the returning officer was entitled to £14,000 on top of a salary of £217,000. In Islington, there was an entitlement of £13,800 and the returning officer had a salary of £210,000. In Newcastle city, there was an entitlement of £9,880 on top of a salary of £150,000. In Manchester, there was an entitlement of £19,251 on top of a salary of £199,000. In Leeds, there was an entitlement of £27,654 on top of a £176,000 salary. In Bedford borough, there was an entitlement of £18,241 on top of a £170,000 salary. Lastly and most enormously, in Glasgow city there was an entitlement to a £44,000 fee on top of a salary of £170,000. How can we justify such payments? Those sums are many times the amount earned by many of my constituents.
If the Deputy Leader of the House is asked by the Leader of the House, the Deputy Prime Minister or the Prime Minister to do an extra job, he does not say, “I’ll do it for an extra £5,000 or £6,000.” He gets on and does it, because he is a public servant in a leadership position. Why should we have extra payments for returning officers? In my view, we need urgently to amend the relevant sections of the Representation of the People Act 1983.
These fees are a large, undeserved cherry on top of an already very well-iced cake, and it is time that they went. I look to the Deputy Leader of the House to do something about it.

Gentleman not recognise that the transferability for which the new clause provides would enable parents, particularly women, to choose how they spend their time—to choose whether to work or to stay at home to look after children—and does he not think that providing that choice is a good idea?
I am very sorry to have missed the contribution of the hon. Member for Gainsborough (Mr Leigh), but I should point out my own credentials—something that I do not often do. I bring to the House, if not exactly an interest, probably a bias. For four years I was proud to be the director of the National Council for One Parent Families. I worked with hon. Members, including Conservative Members, on what happens when relationships break down and children are involved. I know that I speak for hon. Members across the House when I say that our fundamental concern in this debate must be the well-being of children. I know that we come at that from different positions, but it is the debate that I think it is important we have this evening. The debate is not—however much hon. Members may, with the best of motives, care about it—about the social role of marriage and the societal messages that we send. I am interested in the well-being of children. It is incredibly important that we examine what we know about what marriage means for the well-being of children, what drives the factors that improve the well-being of children and the role of the financial position of families, and particularly of mothers, in the well-being of children.
I have had the pleasure of talking to hon. Members about this over many years, including Conservative Members. It is important for us as a House that we put it on record that this is what we really care about.
I will with great pleasure give way to the hon. Gentleman, with whom I have had many important conversations on this point.
I acknowledge the hon. Lady’s considerable expertise, as I have been the beneficiary of some of it in the past. Does she agree that we should not set up a position of false opposition on this matter, and that many single parents are probably passionate supporters of marriage and might well like to get married again? We need to be a bit careful how we relate to this issue.
My hon. Friend has a long tradition of concentrating on this issue in his professional work in family law before he came to the House, and he knows what he is talking about. He is right and astute in his observation. The proposal is about ameliorating unfairness, as well as having a progressive tax policy to reward what we think is right. The hon. Member for Stretford and Urmston (Kate Green), in her usual decorous way, skipped the key issue, which is that European countries are making such tax changes or have established them, and we have not. It is incumbent on her to make the case why they are all wrong and we are right.
Does my hon. Friend agree that in this case the United Kingdom is the odd country out? As he so powerfully said, we need to join the mainstream of Europe on this matter.
My hon. Friend makes an intelligent point, with which I wholeheartedly agree.
Reference was made earlier to the Centre for Social Justice report of May 2011. The hon. Member for North Durham, who is ambling along the Back Benches towards his place, did not refute the causal link and the difference between marriage and cohabitation and some of their negative socio-economic impacts.

I have taken several interventions, and I will take some more after I have made a little progress.
The Government have put in place three measures: first, a credible plan to deal with the deficit; secondly, a plan for growth that supports the private sector and rebalances our economy; and thirdly—astonishingly, the shadow Chancellor did not mention this—a plan for the banking sector, to ensure that we deal with the problems we currently face while also preventing a repeat of the banking crisis in future.
Let me address each of those in turn. In terms of the budget deficit, our understanding is based on the following points. Britain has a large structural deficit; it emerged before the recession began; it will not go away automatically as the economy recovers; and it puts our whole economy at risk. We only have to look at what is happening in other parts of Europe to see that that is the case. Almost all the independent observers of the British economy agree with those points, including the crucial fact that we had a structural deficit before the crisis struck. The OECD and the International Monetary Fund estimate that before the crisis Britain had the largest structural deficit of all the G7 countries.
Tony Blair states in his memoirs that
“from 2005 onwards Labour was insufficiently vigorous in limiting or eliminating the potential structural deficit.”
[Interruption.] The shadow Chancellor says, “Rubbish.” I thought that he conducted his politics on the record, and I am not sure that Tony Blair would have agreed with that; the last time he checked, he was the Prime Minister and First Lord of the Treasury in 2005.
My predecessor as Chancellor, the right hon. Member for Edinburgh South West, says that by 2007
“we had reached the limits of what I thought we should be spending.”
What is the shadow Chancellor’s view? It is this:
“I don’t think we had a structural deficit at all”.
No one agrees with him on that; he is in complete denial.
At that point in 2007, what did the then Government do? They increased spending by £90 billion, far above the level of inflation, and going against the advice we now know they got from the Treasury. Was that not seriously negligent?

The entire economic record of the previous Government was negligent, which is why no one is going to trust Labour with the economy again.

No, I do not. The decisions we have taken on reducing the enormous budget deficit we inherited from Labour were absolutely necessary to restore confidence in this country’s ability to pay its way in the world, and that is helping to deliver the low interest rates that are delivering a significant benefit to our economy. The hon. Gentleman should recognise that, too.
Will the Chief Secretary reassure the House that he will never behave as irresponsibly as The Daily Telegraph has revealed the last Government did? When faced with a massive structural deficit before the recession, they increased spending by £90 billion between 2007 and 2010, even though the Treasury told them to increase spending only in line with inflation.

I can certainly confirm that we will not repeat that mistake. We have all seen the document entitled, “We’ve spent all this money, but what have we got for it?” It is very important that this country maintains the spending plans we set out in the spending review, in order to deliver the deficit reduction that this country needs to establish confidence in our economy.
