Commons ChamberEven if my right hon. Friend had received not a single letter in support of recall, that would not change my own commitment to trying to secure this very minor but nevertheless meaningful reform.
The key point that I plead with Members to consider is that people can be trusted. They are not a mob of fools who are easily driven to the polling booths by manipulative media barons; they are our friends, our neighbours and our family. They can tell the difference between the rare examples of misbehaviour or betrayal so egregious that justice demands recall and the much more frequent instances of legitimate disagreements on policy or of trivial, minor foolishness. Although he spoke against recall very well last week, I think that the right hon. Member for Holborn and St Pancras (Frank Dobson) made that point himself, albeit inadvertently, when he said that his predecessor could easily have been recalled because of her views on abortion—she represented a largely Catholic seat—but she won seven elections, and in each one her majority grew. Voters are like us: they can respect and support someone without having to agree on every single issue. Very few people in this world are motivated purely by one concern over one issue.
The hon. Gentleman referred to what my right hon. Friend the Member for Holborn and St Pancras (Frank Dobson) said last week. Will he also consider the example of my constituency, as I was one of only two Labour MPs who voted not to ban hunting? That was an issue that could have prompted calls for a recall, but it would not have happened, because people accept that individual MPs have very strong views on individual issues.
The hon. Lady makes a brilliant point. She represents an urban seat where there are not many fox hunts, as far as I am aware, and the fact that she faced so little comeback from her constituents reflects the high esteem in which they hold her and it is testament to how rarely recall would be used in reality.
I want to answer the point made in an earlier intervention about conscience voting. There are times, I believe, when a betrayal might be so extreme as to merit a recall. I know that I was elected in Richmond Park and north Kingston largely because my constituents felt that I would be able to bat for them on the issue of Heathrow expansion and put up a serious fight. I made promises at the time that I would disown my own party and, if necessary, trigger a by-election to combat that enormous threat to my constituents. If I had U-turned straight after the election, having made those solemn vows to my constituents, and helped to facilitate a third runway, should I have been able to do so with impunity? I do not think so. Perhaps that is the line in the sand in the debate we are having today.

Commons ChamberMy right hon. Friend is absolutely right. One of the important questions that needs to be asked and properly answered about this proposed sum of money, which, as I have said, is still an estimate, is how much of it is applicable for the rebate. Obviously, that would make a potentially significant difference to the amount.
The public do not really care about who knew what when; what they really care about is the bottom line of £1.7 billion being paid back from our taxes. Will the Prime Minister do what any Government should do: say what they mean, mean what they say and then do it? In other words, do not pay, because that is exactly what this country would like to see happen.

Commons ChamberClearly, we will have amendments to that effect before the House meets next Monday, and it is right that we consider them in detail in Committee. The danger with that very pure approach is that we could cross the line between misconduct and how we vote as Members of Parliament. That is problematic, for reasons that I will set out later.
Does my hon. Friend think that there is any room in this Bill to deal with the situation where Members of Parliament are elected and then do not take their seats, but continue to get substantial amounts of money? Surely that is, in some way, bringing this House into disrepute.
My hon. Friend is tempting me into an area that I do not think I will be tempted into. I am sure she will have opportunities to raise those issues in the House at later stages.
Of all the promises made in the heat of the expenses scandal, recall was the only one that resonated properly with voters. It was a promise that they could hold their MPs to account at all times, with a mechanism for removing an MP who had lost the confidence of a majority of their constituents. I know that some colleagues thought it was a foolish promise for the party leaders to make and that anger levels would eventually die down and people would eventually re-engage with the political process, but that misses the point. Voter turnout has been decreasing for years and years, and party membership has been plummeting to miserable levels over a very long period. Five years on from that scandal, the general confidence levels in MPs are at an all-time low—26% according to a recent survey. The expenses scandal did not start that trend; it cemented it and confirmed a prejudice that people, rightly or wrongly, already had.
I think that most hon. Members recognise that change is not just necessary but inevitable, just as it was at other times in our history when events required politics to adapt and move on. When the industrial revolution changed society beyond all recognition, the first Reform Act became inevitable. It was inevitable that women would eventually be given the right to vote, despite the resistance to it. Well, the world has changed again.
When the last big step was taken in 1969—the voting age was lowered to 18 for all men and women—the only information that people had about their MP, other than the odd scandal in the newspapers, was via very selectively crafted newsletters. Today, people will know how their Members have spoken in this debate and how they have voted at the end of it within seconds of their doing so. With 24-hour news, the internet and social media, we are in a world that is completely different, and that has happened very quickly. People have simply never had more or better information, but politics has not even begun to adjust.
People know so much more about what we are up to in this place, but that has merely compounded the sense that once they have voted there is nothing they can do to hold their MP to account. We have a system in which once an MP is selected they are inviolable until the next election. An MP could switch parties, refuse to attend Parliament at all, refuse to meet constituents in any context, systematically break each and every promise they had ever made to get voted in or even disappear off on holiday for five years, and their constituents could do absolutely nothing about it. Such a formula is no longer sustainable.
The very basis of the version of recall that I and, I am pleased to say, a great many colleagues will seek to bring forward next week—I will explain it in a few moments—is that it is down to the voters. If the conduct of Sinn Fein representatives is below what people expect, for that reason or perhaps others people should have the power to make such a decision for themselves; they should not require the permission of the House. I do not pretend that recall is the answer to the problems that I have identified, but it is an answer.

Commons ChamberIt should be possible, if every country produces the evidence that it has, to piece together exactly what happened. From the information so far made available, we know the height of the plane and the trajectory and starting point, approximately, of the missile, and the evidential picture, as I described, is building all the time. But if the Russians were to make available all the information that they surely have, it would be much easier to have a very clear picture. On where this could be justiciable, we are looking very closely at that. My right hon. Friend may well be right that the International Criminal Court could come into play.
The Prime Minister is right that what is needed in Gaza is an urgent ceasefire. It has to come, obviously, from both sides. In his judgment, who would have the most influence on both Israel and Hamas to get such a ceasefire, and does he still see a role for the former Prime Minister?
The only proposal on the table currently is the Egyptian proposal for a ceasefire and a process. We have said that we back that, the Israelis are willing to back that, and we need Hamas to back that as well. Everyone who can should bring their pressure to bear. All those countries that have a relationship with Hamas—of course, we do not because it does not recognise Israel’s right to exist and it believes in violence—should bring that pressure to bear.

Commons ChamberI am grateful to my right hon. Friend for what he has said. This is always important, because in the European Council there is always a temptation simply to go with the flow, to sign up to whatever is being proposed and to try to seek some sort of bauble or extra bit of leverage on the way. Indeed, I suspect that that is what happened in a number of cases. I was very clear that this was an important principle, that I thought Europe was taking a wrong turn, and that I was not going to turn away and do anything but oppose it.
Does the Prime Minister not agree that any real attempts to get radical reform of the European Union will come up against a brick wall made up of people who lead Europe and who, whatever they say publicly, want ever closer union and a federal structure? Is that not the real issue? What the British people want has to be decided by a referendum as soon as possible.
The hon. Lady is absolutely right that a referendum is required, because people have to see that Britain is absolutely serious about requiring reform in the EU. I totally agree with the premise of her question, which is that there have been and to some extent still are people who sit around the table and say endlessly that the euro is the currency of the European Union, forgetting that there are countries such as Britain with a permanent opt-out from the euro. We must get away from that thinking and from the idea of ever closer union and move towards the idea that this is not just about going at different speeds in the same direction, but that for some countries, Britain included, it is about going at different speeds in a slightly different direction. We are not going to join the euro, we are not going to join the Schengen no-borders agreement, and real flexibility needs to be hard-wired into the European Union if Britain is going to stay.

Commons ChamberI absolutely agree with my hon. Friend. The announcement by Siemens is a huge step forward, because I think it will bring an enormous amount of industry in its wake in terms of supply and component manufacture. We now need to make sure that the colleges are training up apprentices, and that UK Trade & Investment is working to attract other businesses to the area. As he knows, agreements are still needed in other parts of Humberside to make sure that all the necessary developments go ahead.
Q7. The Prime Minister will know that millions of people across the country value and love their Post Office card account, particularly those who do not have access to banks and do not want a bank, but want to get their cash each week. The contract with the Department for Work and Pensions is now being renegotiated. Will he give a commitment today that whatever happens, pensioners, and indeed everyone on benefits, will be able to access the money that they need through the Post Office?
I shall look carefully at what the hon. Lady says. It is important for people to be able to use the Post Office in the way that she says. Obviously, there have been changes in the way that the card account works, but I strongly support it and I will look closely at what she says and perhaps write to her.

Commons ChamberI would like to add my congratulations on the birth of Prince George on behalf of all my constituents, many of whom, because it was so near, stood outside the hospital for many hours. That occasion showed the huge interest of the international press and of people from all around the world. This shows just what a privilege it is to have a monarchy in this country. I am an unashamed monarchist, and I genuinely feel that the stability and continuity of our country have been greatly dependent on the monarchy, even if there have been some ups and downs, as the hon. Member for Harwich and North Essex (Mr Jenkin) said.
I was in Northern Ireland when the birth happened. I have just seen in their place someone representing Northern Ireland, but I wanted to say what a wonderful reception the birth received in Northern Ireland, too. In all parts of the United Kingdom, we share in the joy of the parents. Very few of us will be around when Prince George becomes King. A few might hope to be, but I doubt that. We are nevertheless taking part today in a bit of history. That is why I wanted to add my congratulations to the whole royal family.

Commons ChamberTo be fair to the European Union as a whole, it is the largest donor, with over $1.1 billion; the USA is next, with $1 billion. We are the second largest bilateral national donor. UN appeals are currently only 44% funded, so even with the extra money that was pledged at St Petersburg we are still about that amount short.
Among the G20, was there any discussion about or condemnation of some of the terrible atrocities carried out by the rebels in different parts of Syria, particularly at the weekend, where Christians were thrown out of areas that had just been taken over by the rebels, or is everyone just obsessed with Assad?
There was a very robust discussion at the G20 dinner of the Syrian situation, and many people raised atrocities carried out by the opposition. Let me put on the record that an atrocity is an atrocity. It is as serious if carried out by one side or the other side. As I said in the debate, if the opposition was responsible for such large scale chemical weapon use, I would be condemning it from the Dispatch Box and urging others to take action. This was discussed, but we should be focused on the millions of Syrians who want a free and democratic future, so we should support those parts of the opposition, and the Syrian National Council does support those people—those people who speak up for them.

Commons ChamberI remember, 10 years ago, like many Members, sitting on the Government Benches listening to the whole of the Iraq debate and agonising about how I should vote. I remember my heart telling me that I should support my leader—I particularly wanted to support my right hon. Friend the Member for Blackburn (Mr Straw), my good friend—and my head telling me throughout that debate, “No, there’s something wrong here,” and I voted no. I voted no, understanding that many members of my own party in Vauxhall probably supported the war, although most did not. Many people in my constituency supported the war, although most did not. There was an even split at that time.
On this occasion, 10 years on, I am very clear and I am not agonising. I oppose military action in this case. Whatever the Attorney-General says and despite all the legal paraphernalia that we have been bombarded with, for the general public this is almost like agonising on the head of a pin. Legal arguments will not wash with the public or with me when it comes to what is right and what is wrong. It would be wrong and, importantly, counter-productive to take military action against Syria. I am not a pacifist. I was one of the first people, together with a number of my colleagues but long before my Front-Bench team did so, to argue strongly for intervention in Bosnia. I also supported the Falklands war, so I am not a pacifist.
The question is how bombing, no matter how strategic, how precise and how short, will make things if not better for the Syrian people, at least not worse. I believe that it will not do so and I have yet to be persuaded by anyone who has spoken in this debate that it would make things better for the Syrian people. I found the speech by the hon. Member for New Forest East (Dr Lewis) very commanding indeed. I do not support Assad or the regime. As many Members have said, it has been an appalling regime for many years. It is worth remembering that we provided many of the regime’s arms. I wonder who provided the components that make up the chemical weapons. I would not be a bit surprised if some came from this country and other countries in the west—[Interruption]—and of course from Russia, as my hon. Friend the Member for Ilford South (Mike Gapes) says.
It has not been proven absolutely that the chemical weapons were used by Assad. It probably was Assad—

We have had information before that poison gas had been used and Carla Del Ponte, who was the UN commissioner in Syria, pointed out that it was the rebels who had used it. Will the Deputy Prime Minister tell me when he winds up the debate, if, despite what everyone thinks, the weapons inspectors find that it was the rebels or some rogue general who used the chemical weapons last week, the Prime Minister will be saying the things that he did about the use of chemical weapons? The doctrine of prevention, which I had hoped—

I have huge respect for the hon. Lady. To help her in her thinking, let me point out that Damascus is defended by the president’s brother, Maher. He is responsible for the fourth division and he is ultimately responsible for the heinous chemical attack that took place. Given the industrial scale with which those chemicals hit three, four or five different areas, it would be impossible for the rebels to do it to themselves, besides the fact that it would be incredibly counter-intuitive.
I do not think that has been proved or that we have any proof that bombing will make things any better or get rid of the chemical weapons, if they are there. We need to remember that once we cross that line of military action, as other Members have said, even if it is a short strike and very few civilians are killed, which is highly unlikely, the result will be that when anyone is killed in future years in Syria, whoever has killed them or whatever the background, the west will be blamed. The United Kingdom will be blamed, as has happened throughout the middle east, and we will see the repercussions on our streets in the form of increased extremism.

My hon. Friend mentioned that some of her constituents in the past were for and some against, but that in this case they were almost unanimous in opposing military intervention. She may be aware that I am one of her constituents. If I came to her surgery and said, “I am disgusted and horrified by pictures of children being poisoned by chemicals and I want something done about it,” and if she says that military intervention is not the answer, what would she suggest? What is the alternative?
I have many suggestions and many Members have made suggestions. I do not think we have worked through the United Nations mechanism. It may not be a brilliant organisation and we may all have criticisms of it, but there is a lot more that could be done. We should be putting much more diplomatic pressure on Russia. We should call in the Russian ambassador and say, “We are going to expel you from this country if you do not change Russia’s attitude.” There are a number of things that we could do. Military action is the very last option. I do not believe that we should go down that line.
Any military action will, as I said, lead to a completely different attitude among many of our Muslim communities in this country. It will be the catalyst for the build-up of all sorts of extremism. I know that it is an extraordinarily difficult decision for Governments in these situations and for the Opposition, but in such cases we must always reflect on what is in our national interest. I do not believe that our national interest will be served by military intervention in Syria or that that is the way forward for this Parliament. We may return to the issue in a few days, just because America is calling the shots. What will the Prime Minister say if, over the weekend, America decides to go it alone? How much influence will we have had? It is quite wrong that we are being pushed by America. We should take our time, reflect and make it very clear that we are not going to rush into something that will ultimately not be in our national interest.

Friend, pay tribute to the people of Royal Wootton Bassett, and also to people in Carterton and Brize Norton in my own constituency, who I think have shown the best side of Britain in welcoming back, sombrely and properly, those who have fallen in combat operations in Afghanistan.
No final decision has been made about Camp Bastion, but it is likely that it could be used as one of the bases led by the Americans for the purpose of their continued presence in Afghanistan. That would obviously be quite helpful in terms of the timetable governing the return of our resources. However, as those who visit Camp Bastion will see, a great deal of work is being done to return kit to the UK now.
Did the Prime Minister have any opportunity in the margins to discuss, even informally, the deteriorating situation in Zimbabwe, especially in the light of the EU’s removal of some of its restrictive sanctions? Will he continue to urge South Africa, and the Southern African Development Community generally, to send more international monitors to the country as soon as possible? If that is not done, we shall see another stolen election.
The hon. Lady speaks about this issue with great expertise. I did not discuss Zimbabwe at the European Council, but we did hold a National Security Council meeting relatively recently, at which our high commissioner in Zimbabwe was present. We have been working out how best to maximise the leverage and influence that we have in order to secure a proper election and a proper democratic transition, and that is why we have taken the steps in the European Union to which she referred. However, we keep all these matters under review to ensure that we do all that we can to assist the transition that Zimbabwe so badly needs.
