The hon. Lady makes a useful intervention and I certainly agree with that. I was going on to make the point that learning English is critical to integrating more effectively into communities. We need to see integration as a two-way process: the responsibility is not simply on those who arrive to integrate; we have our contribution to make to ensure that they can integrate most effectively.

I was really pleased to hear the hon. Gentleman say that. Does he agree that in the national debate about immigration the words that are never heard are “community cohesion” and “integration”? He represents a big university, as I do, and we have many international students coming to be part of our towns and cities, and there are people coming for much longer, but settled communities feel challenged by that. What we are hearing today to a degree is that speaking a common language is a really important part of building strong, cohesive and long-lasting communities.

I could not agree more with the right hon. Lady on that—as indeed on many other things. The importance that she places on integration and effective community cohesion is endorsed by Dame Louise Casey in the review that she is conducting on behalf of the Government. That enables refugees not only to integrate but, through integration, to become valued members of our society and to make a real contribution to it. We are talking about people who in many cases bring many skills and have much to contribute to our country. Learning English is the key to releasing that potential, for them and for those of us in the host communities.

The Government recognise the importance of that. In September 2016, when they put £10 million into ESOL teaching for newly arrived Syrian refugees—as the right hon. Member for Meriden mentioned—the then Minister, the hon. Member for Scarborough and Whitby (Mr Goodwill), said it was

“to help refugees learn English and integrate into British society”.

Furthermore, as the right hon. Lady and her colleague, the right hon. Member for Loughborough (Nicky Morgan), pointed out in an excellent piece in The Times today, the Prime Minister in her first year as Home Secretary said:

“We know that speaking English is key to integration.”

Why the need for this debate if there is so much cross-party consensus? I think it comes down to a question of funding, although not simply funding. Refugee Action concluded last year in its report, “Let Refugees Learn”, that funding reductions

“have resulted in shortages of provision.”

However, the fragmentation of provision and the lack of a clear strategy also limited opportunities.

The right hon. Member for Meriden was right to highlight and to welcome those pockets of money that have been made available to support ESOL teaching. In July 2015, however, the Department for Business, Innovation and Skills cut £45 million from 47 colleges that taught 47,000 students, and between 2009-10 and 2015-16 the Department for Education cut £113 million from ESOL funding.

Although I accept the right hon. Lady’s point about refugees’ entitlement to funding, asylum seekers are not eligible for free tuition from statutory sources. Free classes are informal and, as the brilliant community project in my constituency, Learn for Life Enterprise, has found, greatly over-subscribed. There is a real patchwork of local provision. The report by Refugee Action revealed that 45% of prospective ESOL learners have to wait an average of six months or more to access classes, and that there have been cases of people waiting up to three years. It found a waiting list of more than 6,000 people across 71 providers. A further problem, which the right hon. Lady highlighted, is the lack of childcare provision, which affects women in particular.

The report also found that the different strands of ESOL funding are disjointed. The right hon. Lady acknowledged that there are different practices in the different nations that make up the UK. England is lagging behind Scotland, Wales and Northern Ireland, and even Manchester—if it can lag behind a city. They have all developed strategies for ESOL teaching. We need a strategy that will ensure that all refugees receive free and accessible ESOL provision. Analysis by Refugee Action indicates that two years’ provision would cost £3,200 per refugee, which is a relatively small price to pay for the benefits that they and we will receive from that investment.

The lack of a coherent national strategy and the underfunding fail the refugees who come here to rebuild their lives, and as I said, it is an incredible waste for us as a country to fail to give them the opportunity to fulfil their potential. I hope that the Minister will indicate whether the Government’s response to the Casey review will address the lack of a national strategy for English language teaching, as well as the underfunding. The response should not simply focus narrowly on tackling extremism but recognise the necessity of ESOL provision for integration, for tackling isolation and for unlocking the potential of those who come here to contribute to our communities.

I thank the right hon. Lady for giving way to a voice from as far north as Sheffield. She makes a powerful case about the midlands economy, but does she recognise the importance of the electrification of the midland main line to the northern economy? Does she also recognise that, should there be a further delay in that investment, it will be taken as a very bad signal of the Government’s commitment to investment in northern infrastructure and to regenerating the northern economy?

T5. This morning I spoke to the headteacher of one of Sheffield’s best-performing secondary schools, which is in my constituency. The Secretary of State talks about the need for certainty in the funding formula, but that headteacher is deeply concerned by the uncertainty created by the lack of detail in this morning’s statement. Like all good heads, he plans in advance, and he is now recruiting for 2017, but he is unsure what his funding will be in that year. When can I tell him that he will know whether he is a winner or a loser as a result of the consultation?

It is important that we understand the basic principles behind why we are having a consultation on the funding formula—that the same pupils, with the same characteristics, across the country need to attract the same amounts of money. There will obviously be another consultation on the details, but it is important that we know about the weightings behind the factors and that there is certainty and transparency for all schools going forward. We have said there will be a phased transition, and that we will be very mindful of those schools where there is potential for there to be less funding, to make sure they are not destabilised. However, it is absolutely right that it is this Government who have grasped this nettle after many years of previous Governments absolutely flunking that test.

As my right hon. Friend the Prime Minister said at our party conference last month, we cannot have true opportunity without real equality. I am very proud that we now have more women in work, more women on boards and the lowest pay gap on record across the UK, but we must continue to make progress. Women will be the main beneficiaries of the new national living wage and the rise in the personal allowance.

I thank the Minister for that response, but as she acknowledged in response to an earlier question, the overwhelming majority of care workers are women, and they face low pay, zero-hours contracts and non-payment of travel time as a consequence of financial pressures on the sector. Professor Martin Green, the chief executive of Care England, among others, is clear that yesterday’s announcement by the Chancellor will not plug the funding gap in the care sector. What will the Minister do to secure a fair deal for care workers?

One of the greatest things we can do is introduce the national living wage, which will proportionately benefit more women than men, and employers in the care sector and other employers will have to pay it.

I am open to working with all organisations in order to stamp out this hate crime. I am lucky enough to hold two Government jobs and am able to bring them together on this particular issue and provide £2 million of funding to pilot projects across the country to work with schools in order to stamp out unacceptable homophobic, biphobic and transphobic bullying. The secret seems to be to take a whole-school approach, with everybody from the head to the teachers and pupils knowing exactly that that sort of behaviour is unacceptable.

I take the hon. Lady’s point. She is absolutely right and I stand corrected.

The initial industry plan for England and Wales sets out how the rail industry can deliver a more efficient and better value railway and how our railways can play a key role in driving sustainable economic growth. The plan examines the key choices and options facing funders in specifying the future outputs of the railway and the level of funding required. Those choices will inform the development of the Government’s high-level output specification and statement of funds available for control period 5, which runs from 2014 to 2019. The spending statement is due to published in July 2012.

The initial industry plan identifies providing additional capacity on long distance services operating on the midland main line as a key investment choice. The electrification network route utilisation strategy identified the midland main line as a route for which there was likely to be a strong business case for extending the electrification of the line to the north as far as Sheffield.

I congratulate the hon. Lady on securing the debate and on taking great care to talk about the upgrade and electrification of the line. Does she agree that there has been a problem with the debate in that it often uses the shorthand of electrification when upgrading the line is critical to reducing journey times and is also the smaller part of the cost package?

I thank the hon. Gentleman for those points and he is absolutely right. That was one thing that I discovered in researching my speech. When I applied for the debate, the title covered only electrification but in the course of preparing for it I understood that the two go hand in hand. We must have the upgrade works first in order to have electrification. The work must be done that way around and I thank the hon. Gentleman for making that so clear.

As I have said, the route utilisation strategy identified the midland main line as a route for which there was likely to be a strong business case for extending the electrification of the line to the north as far as Sheffield. The decision to proceed with High Speed 2 has not affected that business case. What are we looking for, therefore? First, the upgrade works, which comprise major re-signalling schemes around Derby and Leicester, a number of line speed improvements—my right hon. Friend the Minister might be aware, as I was not, that 125-mph trains have never yet travelled at 125 mph on the bit of the midland main line that we are debating because the track was not improved at the time they were launched to allow them to do so—and longer trains. After the upgrade works, we would like to see electrification for the Bedford to Sheffield part of the line via Wellingborough, Kettering, Corby, Leicester, Derby, Nottingham and Chesterfield—as I wrote that, I thought that I was beginning to sound like one of the train announcers.

Why do I and so many others believe the midland main line’s time has come? First, there is expected to be a huge growth in passenger demand on the midland main line that has been identified in the east midlands route utilisation strategy. I can tell the House, just from my own observations, that the line continues to get busier and busier. Already 13.2 million passengers travel on the midland main line each year. That is more than double the number who travelled on the line at the time of privatisation and the number keeps growing. Network Rail estimates that by 2020 the numbers travelling from the east midlands to London will have increased by 27% and that the numbers travelling from Nottingham to Birmingham will have increased by 42%.

Secondly, these upgrade and electrification works are an essential component of establishing an integrated long distance rail network alongside High Speed 2. Those banging the drum for the midland main line have waited while the Government have assessed High Speed 2. Now that it is going ahead we believe the improvements to the midland main line must happen too.

Thirdly, the midland main line connects four of England’s largest cities and one of the fastest-growing areas in England to London and vice versa.
