My Lords, on the transport issue, on Tuesday the Department for Transport launched a call for evidence to shape a future rural transport strategy. I shall take back to the department what the noble Lord said. On the economy, everything that we have been doing, not only through the Covid crisis but throughout, is to ensure that there are vibrant opportunities and indeed many small and medium-sized enterprises in the countryside, which we wish to support.

My Lords, today is Carers Rights Day. The latest research shows that carers have had to take on huge extra responsibilities during the pandemic. Their needs may be particularly acute in rural areas as many voluntary and community services have simply disappeared. Does the Minister agree that any rural policy must make support for community and voluntary services that support carers and those they care for an absolute priority?

My Lords, I absolutely endorse that the work of carers throughout our community has been absolutely profound during this crisis. The Department of Health and Social Care is working on addressing the main health and care inequalities—particularly, in this case, as experienced by people in rural areas—and continuing to ensure that a higher share of funding goes to geographies with high health inequalities.

My Lords, I thank noble Lords for another insightful debate. I say immediately that although Defra has the lead responsibility for food, many departments across government have a strong interest in this matter, as the noble Lord, Lord Krebs, recognised and as I did my opening remarks. The team is engaging across Whitehall as well as with partners across the whole food system—including academics, farmers, businesses, civil society and the general public—to develop the recommendations from Henry Dimbleby’s independent review.

I am fully seized of the point that, in the end, Ministers will need to be fully engaged on this because this will be a cross-Whitehall, cross-departmental consideration. What I was really saying is that work is already under way in the department, with a director-general leading it, so that we are absolutely ready with a White Paper. I would not want the noble Lord, Lord Krebs, to think that this is it; there is much more to do, which is why I emphasise that work is already under way.

The noble Lord’s amendment raises important issues. I repeat what I said in my opening remarks, particularly those to my noble friend Lady McIntosh: the Government will reply with a cross-departmental response to the interim report released in July this year. I cannot tell precisely in which month that will be but, as I said, in the coming months, there will be a cross-departmental response to the interim report that will include a full discussion on healthy food and the transformation of the food system.

These are hugely important matters. In this short debate, we have all recognised that this is clearly a matter of supreme urgency and seriousness. As I said before, Defra is committed to producing a food strategy White Paper setting out proposals that will aim to ensure that the food system delivers healthy, sustainable, affordable food for all. We have been clear that the Government will publish the White Paper within six months of the final report from the independent review being published and—this is another point for the noble Lord, Lord Krebs—as with all White Papers, it will be available to Parliament and we can expect much debate in your Lordships’ House and the other place on its contents. The Government have already asked Henry Dimbleby to review progress on the White Paper 12 months thereafter; obviously, that is an important feature because action is what is required, not a report—however worthy.

I hope that the noble Lord, Lord Krebs, and your Lordships find these further remarks helpful.

My Lords, I thank the Minister for his helpful response in summing up. I thank all noble Lords who contributed to this short debate. I will be brief; I want to make a small number of points.

First, I apologise for putting 18 months in the amendment; clearly everybody thought that I was being too generous. This arose because the noble Lord, Lord Gardiner, said on Report that 12 months was too short. I thought that I would give him a bit of extra time but clearly I was wrong, so I apologise for that.

The noble Baroness, Lady Jones of Whitchurch, spoke about Henry Dimbleby’s report. As everybody has said in this debate, the amendment builds on the fantastic work that Henry Dimbleby is doing. As the noble Baroness does, I hope that today’s debate and the Minister’s response have ensured that Henry Dimbleby’s final report will not gather dust in a filing cabinet, as so many reports of this kind have done. Now we have a firm commitment from the Government to develop a food strategy based on Dimbleby’s work.

On leadership, referred to by the noble Earl, Lord Caithness, and my noble friend Lady Boycott, I was very pleased to hear the Minister say that although the DG in Defra is leading the preparatory work, the Government and the Minister recognise that this will need ministerial oomph to get the thing done and deliver results.

Finally, on the review, the news that after 12 months Henry Dimbleby will mark the Government’s homework on his exam, so to speak, is very welcome. However, I hope that the review process will carry on beyond 12 months because rethinking our national food system will not be completed by then. I hope that we will see early signs and green shoots of something new coming up, but I hope also that the Government will think seriously about how they can ensure that, on a long-term and regular basis, those of us who are concerned about the food system—not just people in the Chamber and Members taking part remotely but a large proportion of the population—can repeat the review process and have transparency on the progress being made.

My Lords, it is an honour to follow the noble Lord, Lord Grantchester, and I thank him for his support. I speak to Amendment 18B in lieu. My interests are as recorded on the register.

As has been noted already, it is deeply regrettable that Amendment 18 was unable to be tabled in the House of Commons last week, due to it being considered a breach of financial privilege. I very much appreciate the Minister giving me the heads-up that this would be a possibility. During the debate, many MPs expressed their disappointment at being denied the opportunity to debate the proposals contained in Amendment 18. As a consequence of that decision, I am now tabling Amendment 18B which, I am assured by our wise officials in this House, should be compliant.

The purpose of this new amendment is to place an obligation on the Secretary of State to lay before Parliament a report on each international trade agreement, which, importantly, confirms that the agreement safeguards our standards of production for food safety, the environment and animal welfare, and if it does not, why not? The amendment would also require the Secretary of State to consult widely on the merits of establishing a body, a trade and agriculture commission, to provide the said report and advise the Secretary of State. The options could be to extend the existing commission, which, as we all know, is destined to be binned at the end of this year, when it has completed its work and produced a report on the principles and standards that should be embedded in international trade deals. In addition, the Secretary of State could take the opportunity to review the composition of the body and consult on a revised membership and remit. There would be real merit in doing that.

I have listened carefully to the explanations from the Minister on why the previous amendment, Amendment 18, and this one are unnecessary. He has taken an enormous amount of time and has shown great patience, which I very much appreciate. I have also had conversations with the Secretary of State for International Trade who has tried to convince me that there is already enough rigour in the system; that is, that the existing bodies have been given an extended remit to scrutinise trade deals and report their findings, as the Minister has just reported. I remain unconvinced and I am not reassured. To bolt on additional responsibilities to a number of agencies in a piecemeal fashion is no replacement for a dedicated, independent body providing oversight with in-depth knowledge of the entire sector, a body that is able to measure up new trade deals against the principles and standards that will have been laid out in the report from the existing Trade and Agriculture Commission at the end of this year. What could be simpler?

Let me repeat briefly what has been stated during earlier debates on the Bill. The fear of cheap imported food undermining our standards of production as a result of trade deals that have not been adequately scrutinised has united all the key stakeholders from the entire farming community, as the noble Lord, Lord Grantchester, has stated. They range from the NFU and the CLA, to vets, chefs, environmental bodies including Greener UK and Sustain, and to the general public. Over 1 million voters have signed a petition. All of them are deeply concerned, and I cannot understand why the Government continue to resist this pressure and have not responded accordingly. That is fundamentally a bad ambition in relation to our aspirations as a country—a country trading in the global market outside the European Union. We have an opportunity to set the bar and to position ourselves as a global influence with a reputation for high standards in animal welfare and food safety, along with a commitment to continue to reduce dependence on antibiotics, to restore biodiversity loss, to be the first past the post in achieving net-zero ambitions if possible, and so on.

In addition to providing consumers in the UK with what they deserve and expect, we are much more likely to succeed in export markets if these are the characteristics that mark our ambition and underpin our products. The alternative is a race to the bottom which will completely destroy that ambition and many businesses in the process. This is a crucial moment in our history and the Government’s response to this amendment will either give hope and confidence to the entire sector that they share its ambitions, or create further suspicion and deep concern that those ambitions risk being sacrificed in the urgent need to compromise in order to agree trade deals. I will reserve the option of moving this amendment and testing the opinion of the House.

My Lords, I declare my agricultural interests as detailed in the register. I support the new amendment proposed by the noble Lord, Lord Curry, which has just been presented to us so eloquently. I am sure that he was as surprised as everyone else that his original amendment was ruled inadmissible. This one has been carefully drafted so as not to involve a charge on public funds. The earlier amendment, which was carried in this House with a very substantial majority, sought to establish a permanent statutory commission. Interestingly, the Commons reasons for rejecting that amendment refer only to it involving a charge on public funds and offer no further reason. All the other amendments that we are considering were rejected by the Commons for a specific reason. That is rather significant.

My Lords, I declare my agricultural interests as in the register. I wish to speak to Amendment 80 in this group, tabled by the noble Earl, Lord Dundee. It seems to me that any government policy that reduces the use pesticides in British agriculture is, unarguably, desirable. Farmers, however, will be damaged economically if they are not able to use certain pesticides. Damage to the sugar beet crop in France, as reported recently in the Financial Times, is an example of this. If public money is to be used for public goods, reduced use of pesticides should be compensated by public money. The amendment in the name of the noble Earl, Lord Dundee, is a step in the right direction and I do hope the Government will accept it. Encouraging conversion to organic farming will, among other things, reduce pesticide use. But I completely take the point made by the noble Earl, Lord Caithness, in last week’s debate, that certified organic farming is not the only nature-friendly system of farming.

I really hope that the Government will give the opportunity for farmers from 2021—not 2024—to earn extra payments for nature-friendly farming practices, including by reducing the use of pesticides. Developing targets for integrated pest management and monitoring the effects of pesticide use, and reducing pesticide residues in food, are aspirations that I expect should be embraced by a Government committed to improving the environment, as this Government are.

My Lords, I spoke on similar amendments to these in Committee. I am happy to add my support to Amendment 78, in the name of the noble Lord, Lord Whitty. My mind goes back to the days when the Countess of Mar was fighting a lonely battle against MAFF on sheep dips and the problems they caused. I am just concerned that the Government are perhaps not taking this issue as seriously as I would like them to.

I am attracted to the amendment from the noble Lord, Lord Whitty, because it gives the Government flexibility. As I said in Committee, there is a difference between the effects of fungicides, herbicides and insecticides, depending on what you are spraying. Weather conditions make a difference, too. So further research is needed, but the principle of what the noble Lord, Lord Whitty, is trying to achieve is absolutely correct. There have been too many instances when the public have complained, particularly about nasty chemicals that have been sprayed, and some farmers do not take this issue as seriously as we would like.

I support my noble friend Lord Randall on the necessity of supporting biodiversity and wildlife. A lot of bees, birds and animals get caught up in spraying when they are nesting in hedgerows and the spray application is made in a bad way. So I give my support to the noble Lord, Lord Whitty. I hope that my noble friend Lord Gardiner will be able to convince him that the amendment should not be pushed to Division, but I do approve of the principle of it.

My Lords, I am delighted to be able to introduce this debate today, which is timely and important. I especially thank my noble friends on the Cross Benches for choosing this debate out of so many excellent suggestions.

Warren Buffett once said, “When the tide goes out, you can see who’s swimming naked.” Covid-19 has revealed, once and for all, that our food system is no longer fit for purpose. True, it delivers cheap food, but it does so at a huge cost: to the environment, our health and our food security. Environmentally, the impacts are becoming alarmingly clear. Agriculture currently accounts for one-fifth of UK greenhouse gas emissions. Extensive pesticide use is devastating insect populations, fertiliser run-off is polluting our waterways, our soils are depleted, and monocultural production is damaging biodiversity. Our imported food also has impacts globally: agriculture is responsible for about 80% of deforestation worldwide, which reduces our ability to tackle climate change.

At the same time, human health suffers. In the UK, over half of adults are overweight and obese, 5% have diabetes and one-third of five year-olds have terrible tooth decay. An abundance of cheap food masks the fact that healthy foods are three times more expensive per calorie than unhealthy ones. Households in the bottom 10% of income would need to spend 74% of their household income to meet the Government’s own recommendations in the Eatwell Guide plate. This is not the Ritz; it is a very basic diet.

Finally, we have seen that our food security is at great risk. The system which delivers food to UK shelves is really complicated and much more vulnerable than we generally acknowledge. Our retailers rely on complicated global supply chains to deliver food to our supermarket shelves in a “just-in-time” process, leaving them with minimal stocks as a buffer against any shocks. We have simultaneously allowed our domestic food production to languish, particularly for perishable items such as fruit and vegetables—only 16% of fruit and 53% of vegetables are grown in the UK—which provides retailers and, of course, us with less assurance of stable supplies when trade barriers begin to be a concern. The worldwide food price crisis of 2007-08, which we all remember, showed us how easily a serious price crisis can emerge when the nations that dominate production of major global crops impose trade restrictions. It is extraordinary, but for both wheat and rice just five producing nations account for more than 75% of global exports.

Our recent experiences during Covid-19 show starkly what can happen when the system starts to creak. First, the poor health of our nation, and in particular the high levels of diabetes and hypertension—conditions that are absolutely linked with poor diets—have put many of our citizens at risk of Covid-19-related complications. In the USA, 48% of those who have been hospitalised for Covid-19 are obese; the evidence of the links between Covid-19 and obesity is rapidly emerging and can no longer be washed away.

In addition, all of us have experienced, for the first time in most of our lives, the slight alarm and panic that comes from seeing an empty shelf. I suspect that for most of us who are listening and for all of us in the House of Lords, this has been not much more than an inconvenience. We can rustle in the back of our store cupboards and use up long-forgotten tins and jars. But, quite frankly, panic buying is a luxury only for people who can afford it.

For many others, the pandemic has resulted in awful hardship. The Food Foundation—on which I am lucky enough to sit as a trustee—has produced recent figures that suggest that 8 million adults and 2 million children have experienced food insecurity since the lockdown started. Many households in this country were struggling to afford food even before the pandemic, but the recent widespread job losses have vastly increased these numbers. Attendance at food banks is soaring: up 81% in Trussell Trust food banks and 59% in food banks that are part of the Independent Food Aid Network. If food prices rise in the medium term—and there are lots of reasons to believe that they will—the position of these households will become even more fragile.

Farmers in the UK are struggling without access to migrant workers. Farmers here and in southern Europe, where so much of our fresh produce is sourced, are already delaying and reducing spring plantings due to the unpredictability. As we approach the British picking season for soft fruit, salad and many other vegetables, the labour shortage will almost inevitably have an impact on food prices, especially on the price of those healthy foods that people so much need. Twenty countries have already introduced export bans and restrictions since the start of the pandemic. If these become more extensive, the prices for imported staples and perishables could also start to rise.

In the light of all these problems, we have a real need for government leadership and coherent food policy. It is more important than ever. Though I applaud the Government for the efforts they made to provide those who are shielding with food, much of that food has been, frankly, really unhealthy. I think we have all seen images of donuts being delivered to care homes and the like. They have also made attempts to replace free school meals with monetary vouchers but, as I think many noble Lords will know, the French system that was brought in, Edenred, has had a catastrophic technical failure and a lot of people have been unable to access their vouchers.

There has been good financial protection during the coronavirus pandemic through the job retention scheme and a bit of an uplift to universal credit, but in other respects the response has not been adequate. At such times, we need and expect leadership, effective co-ordination and clear, decisive action. Instead, the Government have made food supply issues the responsibility of the supermarkets—“business as usual”—and food insecurity the business of charities. Support for food producers has been almost completely absent.

The closure of vast swathes of the food service sector has exacerbated the strains on the food system, making it inevitable that consumers would buy more food from retailers—30% of calories are usually eaten outside the home. This has led to things such as the milk surplus, because certain food cannot be diverted at the right time. We needed a massive effort to re-engineer existing food supply chains, but, unfortunately, the retail sector has been gifted an extra £2 billion in sales versus this time last year. That is a staggering amount of profit. An opportunity was missed to make creative use of existing catering and restaurant businesses. Small local cafes and farm shops could have been kept in business, supplying food to the vulnerable. Instead, the Government fell back on engaging almost exclusively with the big supermarkets on food supply issues, which has, in effect, concentrated more power in their hands—although I must say that they have done a pretty good job.

Similarly, the Government have relied on charitable food aid to plug the gaps in their inadequate response to the problem of food insecurity. The frankly heroic efforts of these organisations ought to be applauded every night, but the scale of the challenge is unprecedented, and there is just not enough food or volunteer capacity to feed all vulnerable people through local authority and charitable means.

Suffering from cuts to welfare assistance, in a lot of cases local authorities are able only to send someone to the local food bank. Some local authorities—Bristol, for instance—which had existing strong food partnerships in place before the crisis have been able to scale this up, but, at the moment, people’s experience of support from the state is dictated by their postcode. We must have a national assessment of need and a nationally co-ordinated, ambitious, money-first approach to deal with the ballooning food insecurity problem.

Alongside this, our food producers have been neglected, instead of recognised and supported as the essential sector they are. Our farmers need support and investment to tide them through this period of uncertainty. In the longer term, I hope the Government will recognise the important role that small producers can play in boosting our resilience and seek to deliver for them a more equal playing field.

During this crisis, the smallest of our producers have turned out to be the most flexible and quick on the ground. Some veg box schemes have more than doubled the number of boxes that they distribute, and most now have really long waiting lists for new customers. Horticultural producers have received decades of under- investment compared with other farming sectors. For the record, subsidies make up just 10% of their average farm income, compared with 79% for farmers in the cereals business. Quite modest ongoing government support could transform all these local networks, providing much healthier food and a really good, resilient network.

We need to recognise the underlying flaws in our food system that this episode has revealed. We must build back better, creating more resilient, healthier and fairer food systems for our future. Instead of washing their hands and passing the buck back to supermarkets, charities and farmers, we desperately need the Government to show leadership. We are facing an unprecedented moment, one full of risk but also full of opportunity. We must make our food system resilient to economic shocks and environmental and climate risks. It must be less dependent on last-minute deliveries of vital perishable goods from overseas. We must diversify food retail options to create more vibrant local food economies.

We must prioritise our nation’s health. Food and health campaigners have long known of the terrible effects of bad nutrition—there is nothing new about this—but Covid has brought it into stark relief. I find it astonishing that we still measure our global success in a health sense by just the number of years lived, and that life expectancy seems to be a goal above quality of life and health. People are literally dying—quickly this time, rather than slowly—because they eat bad food. This is a chance to start to change that. We must not go back to the good old bad old days of “stack ‘em high, sell ‘em cheap” processed food. We must stop spending 98.5% of all the food advertising budget on processed food. We have to step in and intervene. We have literally proved that our lives, and the quality of our lives, depend on it.

Government should give businesses that promote healthy eating a real head start, rebuild our nation’s horticulture sector and put in place much more robust economic safety nets, so that everyone can afford a diet that protects their health. A recent poll by the RSA suggests that only 9% of people want to go back to normal after the pandemic. The British public are showing a big appetite for change. We should use this opportunity to start fixing what has been shown to be broken.

I too thank the noble Baroness, Lady Boycott, for securing this debate. All parts of the economy have been hit hard during this Covid crisis, with customers not spending in cafes and restaurants, resulting in a dramatic loss of income almost equal to the spend on food and drink through our retail stores. We have seen the demise of our dairy processing capacity during the pandemic, with 2 million litres of milk produced per day which would have gone to the food-service market. Spikes and drops are difficult to manage, with risks being passed down to farmers and growers. Taps cannot just be turned off and on. With a total UK grain crop of about 24 million, the collapse of maize demand from the ethanol market risks a deluge of feed grain on the world market in a prolonged price depression. Living in Lincolnshire, a very diverse county, labelled “the breadbasket of the UK”, growing Maris Piper and Cara potatoes to supply our chips and crisps sector, we have been hit very hard. The south of the county has one of the largest horticultural sectors, so I am pleased that restrictions have now been eased.

We must learn from Covid-19 regarding our approach to the domestic agricultural policy and international trade policy post Brexit. A focus on food security and food resilience during this epidemic is, and must be, financially supported. We must see the gradual phasing out of CAP direct payments and move to a welcome system that: rewards farmers and growers; increases farm productivity while delivering fairness along the food supply chain; includes a duty to support our environment; instils confidence for the long term; and builds capacity to increase our export markets. Post Covid, to see UK agriculture operate again in an increasingly global market, agriculture must not be left behind.

My Lords, it was both a pleasure and a privilege to serve on this committee, so ably chaired by the noble Lord, Lord Foster, whom I warmly congratulate. I pass my sincere thanks to my fellow committee members for their wisdom, insight and experience, and for the fun we shared. My thanks also go to our very able clerk, Simon Keal, and his colleagues, and to our excellent specialist advisers, for their wonderful servicing.

The visits that we made out of London were challenging for the staff to organise but they did an exemplary job, and those visits were particularly informative and helpful to our deliberations and eventual conclusions. I was very pleased to visit my home county of Herefordshire and see some of the innovative work going on there, although my local contacts—especially in my role as patron of Herefordshire Carers Support—give me grave concern about the resources available to the local authority to support the health and care needs of their population.

The ageing population and rural health services were a particular concern to me and to some other members of the committee. Our strong recommendation was that the higher than average age of rural dwellers, which is of course increasing, should be reflected in policy and funding allocations, especially in view of the additional costs associated with things such as transport in rural areas. The availability of staff is an issue too, particularly those on low wages. Very few health and care workers will be able to afford a house in an area of outstanding natural beauty.

Rural people understand that they will never have a major general hospital in every market town, but they should not be further disadvantaged by their rurality and asked to accept inequity of access to facilities by thoughtlessness—simply assuming access, as many agencies do—or deliberate use of resources to service only those in urban areas because these services are easier to plan. Loneliness and isolation must also be taken into account, especially where mental health in rural areas is concerned. I hope the Minister will confirm that the Government will take steps to support rural mental health more widely.

The title of our report indicates, as have other Members, that we discussed the issue of a rural strategy widely, and we very much hope the Government will follow our recommendations on this. We had most valuable contributions from our many excellent and knowledgeable witnesses and notably from Action with Communities in Rural England. I must declare an interest as my husband chairs this organisation. Its analysis helps us conclude that rural people are not some kind of exception, to be thought about only after we have made the major decisions for our society with cities and towns in mind. Some 17% of the UK’s population live in rural areas and they enjoy the same rights and responsibilities as anyone else; they must be thought about as part of the whole. That is why ACRE believes that nobody from a rural area should be unreasonably disadvantaged by where they live.

Living in a rural area may be a choice for some, and I am one of those for whom it is a very welcome choice. However, it should never be considered just a lifestyle choice for anyone. Beautiful surroundings are less of a privilege when low incomes and disadvantage mean you cannot access the necessities of life or when your family have had to move away for jobs and income and are therefore unable to care for you when you are unwell.

When it comes to the complex and sophisticated requirements of a modern society, rural residents require public administrators and politicians to be innovative about how access is created for them. We know that solutions to the problems facing society will become increasingly dependent on digital hyper-connectivity. It is essential that rural areas are enabled to play a full part in these solutions, as well as benefiting from truly nationwide digital initiatives. Public investment in these must be assessed on an appropriate long-term basis, with equity for rural people firmly in mind. As one who had to make 87 separate phone calls to get broadband established, I feel that very strongly.

The issue of connectivity, whether for business or social purposes, came up time and again, and other committee members will cover this with more expertise than I can. Any assumption that people can access everything online is dangerous. If you live in a rural community, you are constantly reminded that the delivery of the parish magazine on paper by someone on foot is still very important.

I hope that our call for a strategy emphasises that we have been too prone to see rural and urban issues as separate. While acknowledging, as my noble friends have, the distinctive nature of our rural areas, we must acknowledge that the urban and rural parts of the English regions are much more interdependent than we have perhaps realised. As far as the economy is concerned, food production, waste management, the provision of clean water, flood prevention and so on are all interlinked, as the Minister has often acknowledged. I hope he will confirm that in his response tonight. Public investment must reflect this interdependence and ensure a fair future for all a region’s residents, both urban and rural.
