The best way to secure Scotland’s place in the single market is for the United Kingdom to negotiate the closest possible relationship with the European Union, including, in my view, the closest relationship with the single market. Our membership of the European Union is a UK membership and that is where we should take our negotiating stance.

Q11. Market traders in Rossendale and Darwen make a huge contribution to our local economy. With that in mind, will my right hon. Friend call, with me and literally thousands of Darreners, to stop Blackburn Council going ahead with its plan to bulldoze Darwen’s three-day market?

Let me join my hon. Friend in paying tribute to all the hard-working market traders across the country who provide us with their excellent goods, often locally produced and sourced. I know how important these markets are. I certainly hope the local council will listen carefully to my hon. Friend’s campaign and make sure this historic market is not lost from Darwen altogether.

May I congratulate my right hon. Friend the Prime Minister on bringing transparency to the office of Prime Minister by publishing his own tax return? Does he have any thoughts on whether that should be extended to former Prime Ministers, many of whom still receive public money? Personally, I would be very interested to see a tax return of one Mr T. Blair.

I have no proposals to make in that regard. I am not claiming to have some perfect record, but on becoming Prime Minister I cut the Prime Minister’s pay by 5% and froze it for the Parliament, I rejected the Prime Minister’s tax allowance of £20,000 a year, and I reformed the Prime Minister’s pension so that it is now contributory for the first time. As Mr Speaker knows, the Speaker, the Lord Chancellor and the Prime Minister have all given up the great offices of state pension that used to give half their salary in perpetuity—[Interruption.] Opposition Front Benchers say that that was done by the Labour party, but it was not actually brought in until I became Prime Minister. I did it. All those steps have been taken, which I think was the right thing to do.

This Government have a good record of protecting the public, not least because we protected counter-terrorism policing and we gave funding to the police that enabled them to help with the cut in crime of 31% since I became Prime Minister.

Jon Morton, a drink-driver, destroyed the lives of Amy Baxter and Hayley Jones, with Miss Baxter being so severely injured that she is paralysed from the neck down and still in hospital 16 months later. He was sentenced to just a three-year driving ban, a fine and a 20-week tag. Weeks later, he successfully applied to Bolton magistrates court for his tag to be removed so that he could go on holiday to a stag party. Will my right hon. Friend look to issue guidance to magistrates that a tag, when part of a sentence, should never be removed to allow criminals to go on holiday?

My hon. Friend makes a very powerful point, and I will look at this very carefully. Let me first express my sympathy to the victim and her family in what is undoubtedly an incredibly distressing case. It is always very difficult to comment on individual cases, because I was not sitting in the courthouse and I did not hear all the points that were made, but the point he makes does seem to be very powerful. A punishment is a punishment, a tag is a tag, and I think he is making a strong case.

I am grateful to the hon. Gentleman for what he has said. I hope that the response to the Foreign Affairs Committee will be something around which Members of the House can rally, so that we can move forward in a way that supports our allies and keeps our country safe.

My right hon. Friend is aware that Lancashire constabulary is one of the UK’s leading forces in fighting radicalisation and terrorism. Will he update the House on what further steps we can take to ensure that our security services and police forces co-operate fully with each other?

My hon. Friend makes a good point. We have announced additional funding for our security forces, and I have said what I said about counter-terrorism policing. We must continue to work on the Prevent programme, and I am sure that that will be addressed by the Home Office in its spending review.

The hon. Gentleman makes a very important point. The SDSR should be about these issues, as well as the more traditional issues of protecting and defending Britain herself. We are a country where our people work, travel and live in all sorts of different countries. Making sure we work with those countries to enhance their security is an important part of what we do.

Naomi and Carol Wearing, two of my constituents from Darwen, were injured in the attacks last Friday. Naomi was reportedly injured by the use of a hand grenade during the attack. They have now returned to the UK and are being treated in Blackburn hospital. I would be grateful if my right hon. Friend assured me that Blackburn hospital and all our other NHS hospitals will receive all the support they need, including the use of extended counselling for victims.

Let me join my hon. Friend in paying tribute to his constituents who were caught up in this terrible attack. I am sure assistance will be made available for counselling. What happened was a deeply traumatic event that will affect people for many months and years to come.

I congratulate my right hon. Friend on his strength of leadership on this specific issue, but will he confirm that if this €2 billion bill is not reduced or is increased, he will convert his “No, no, no” to a “Never”?

I have been very clear: we are not paying this on 1 December; nor are we paying an amount of this nature. We are very clear about that. If, through these processes, we have to pay a little bit more or a little bit less, as we do every year, that is a different matter. I could not have been clearer about this.

If the right hon. Gentleman cannot do better than that, even on the NHS, he really is in trouble. Under this Government, millions more patients have been treated. There is a cancer drugs fund for the first time ever. Our health service is ranked officially the best in the world. We know what he would do, because we have heard from the director of policy, who said that no interesting ideas will emerge from Labour’s policy review—that is official—and his guru, Lord Glasman, has come out and said that he has “no vision.” Yesterday he misquoted statistics and got them completely wrong, and the managing director of the factory he was speaking in said that Labour’s policy would be a “bureaucratic nightmare”. I say to the people looking glum behind him, cheer up, folks—it’s only Wednesday.

Cherylee Shennan, a 40-year-old mother, was murdered in Rossendale on 17 March by Paul O’Hara, who was out on licence after having murdered his former partner in 1998. The introduction of Clare’s law or the right to know whether one’s partner has a history of violence—Cherylee did know of her partner’s history of violence—must be backed up by support from the police and the probation service, so that people in such situations know of the dangers that they face and so that we do not see another tragedy like the death of Cherylee.

It is good to see my hon. Friend back in his place. He makes an important point. The introduction of Clare’s law has made a difference because it gives people the right to any information about the potential dangers from a partner. I am pleased that that has been rolled out across the country. He is absolutely right that we need to do more with the police, the probation service and the Prison Service to ensure that more warnings are given in more cases.

First of all, may I take this opportunity to express my sympathy to the families of Sappers Azimkar and Quinsey? This was a despicable terrorist attack and I fully share the desire that the perpetrators are brought to justice. Just because we are trying to deal with the legacies of the past does not mean that crimes that have been committed should not be properly prosecuted and those responsible convicted. I know that the Secretary of State for Northern Ireland met the parents of Sapper Azimkar to discuss their concerns. The Diplock trial system in Northern Ireland was abolished in 2007 and replaced by provisions allowing non-jury trials only in specific sets of circumstances. These provisions lapse every two years and consideration will be given to whether they ought to be renewed for a further two years in 2015.

People in my constituency will have been reassured this week by the International Monetary Fund’s upgrading of the country’s growth forecast, but does my right hon. Friend agree that they will be even more reassured to know that our long-term economic plan is working in east Lancashire following this week’s announcement by Red Rose Drylining that it has created 30 new apprenticeships?

My hon. Friend has made an important point. Let us look at what has been happening in Britain this week. The IMF has said that the UK will grow faster than any other G7 country, new jobs are being created at Asda in Birmingham and at Vodafone, and there are the extra apprenticeships in east Lancashire that my hon. Friend mentioned. The trade deficit is falling, and employment is rising. Britain is on its way back.

I have great respect for the right hon. Gentleman. There were no discussions on Ukraine’s long-term aims to join the EU. The discussion was about what progress we could make on the association agreement. It was an important debate, because European colleagues felt strongly that we could not indicate that we would have been happy to sign an association agreement with the previous President but hold back from signing one with the current Administration. We therefore came forward with the idea of signing the political part of the association agreement, lowering European tariffs as a unilateral gesture to help the Ukrainian economy, and pressing ahead with the rest of the agreement in a proper time frame.

My right hon. Friend has spoken of the inability of Ukrainian politicians to campaign on the Crimea. Will he confirm that a referendum scratched together in 10 days at gunpoint at the behest of a foreign power can never be regarded as legitimate, fair or free?

I think that it is worth supporting marriage through the income tax system. Let me make this challenge to the Labour party: in government it gave a married tax break through the inheritance tax system; it gave a married tax break to the rich. I want to give a married tax break to everybody.

Does the Prime Minister believe that when the European Union forces my constituents to buy 20 cigarettes at a time, rather than their current 10, it will reduce the number they smoke?

As I said last week, I have never been lobbied by Lynton Crosby about anything. The difference between me and, frankly, every Opposition Member is that I can put my hand on my heart and say that I have never been lobbied by trade union after trade union making donation after donation, fixing parliamentary selection after parliamentary selection. That is the real problem in British politics, and it is time that we cleaned it up.

With Armed Forces day— [Interruption.]

Thank you, Mr Speaker. With Armed Forces day in mind this weekend, will my right hon. Friend join me in supporting a campaign in Rossendale and Darwen, supported by Support Our Soldiers, the Rossendale Free Press and the Lancashire Telegraph, encouraging local residents to come and pack boxes to be sent to our troops serving in Afghanistan? We hope that by the end of this weekend we will have packed 500 to be sent to our troops.

I congratulate my hon. Friend, and everyone in Rossendale and Darwen who is taking part in this excellent initiative. I have seen these boxes not only being packed in Britain but unloaded in Afghanistan, and I can see the huge pleasure and support that they give our troops in Afghanistan. We should continue to use the money that has been raised in fines from irresponsible bankers following the LIBOR inquiry to invest in the armed forces covenant. Under this Government, we have made real progress in delivering that sort of help and support to armed forces, their families and their communities.

I thank the Prime Minister for his statement to the House this morning. He referred to an agreement that he has been able to obtain from the Algerian Prime Minister for our diplomatic mission to go south as soon as possible. He also referred to the remoteness of the region involved. Will he tell us when that is due to happen, and whether he thinks that it will improve the flow of information back to the families?

We hope that our ambassador and others in the diplomatic team will be able to travel further south today; the ambassador has a plane on stand-by to do exactly that. I think that that will help us to get more information about what has happened, but we are clearly still dealing with a very fluid and dangerous situation. Part of the terrorist threat has been eliminated in one part of the site, but the threat remains in another part. Until that is completely sorted out, we will not get the perfect information that we require about the exact number of hostages and the difficult facts about who is safe and who is not. I hope that we will be able to say more later today, but we simply cannot do so at the moment. We will have to wait for the outcome before we can do that.

The hon. Gentleman is absolutely right, as is my hon. Friend the Member for Crawley (Henry Smith), in saying that uppermost in our minds, as we consider the report, should be the victims of press intrusion and invasion of privacy, and the appalling things, in some cases, written about them and their families. We owe them a regulatory system that will work for them and which the public will have confidence in, and that is what we hope Leveson will produce.

Leaving home before it is light and returning from work when it is dark, hard-working families in my constituency have a gross household income of just £25,000. Does my right hon. Friend think it right that their neighbours living on benefits currently earn more?

My hon. Friend makes an important point. Only this week we have yet again had a vote on our welfare benefits cap—which most people would see as generous at £26,000—and once again Labour has voted for unlimited welfare. We have long memories: we can remember that under Labour, some families were getting £70,000, £80,000, £90,000 or £100,000 of housing benefit. Labour did nothing about it because it believes in something for nothing.

As the hon. Gentleman knows, we back the arms trade treaty, as we have done for a considerable amount of time, and lobby very vigorously on that issue. On the specific point he raises, I will look at it and write to him.

On Friday night, the towns of Bacup, Crawshawbooth and Darwen were subject to unprecedented flooding when the River Irwell and the River Darwen burst their banks at the same time. Will my right hon. Friend join me in congratulating the emergency services on working through the night and, in particular, the residents of Crawshawbooth, who came out in the morning to clean up their village so that it was able to welcome the Olympic torch less than 12 hours later?

I certainly join my hon. Friend in praising the emergency services. These were really very dangerous and damaging floods, caused by a huge amount of rainfall over a very short period. The emergency services performed superbly, and I hope to go and see that for myself, but now we are in the recovery phase and the phase when people start to look at going back into their homes. There will be all sorts of questions about insurance and about how we can help, and I am sure that he will make those arguments in the House and that the Government will do all they can to help.

Gentleman could find any sort of complicated, circuitous explanation he wants, but he could always go for the simple one, which is that, having consulted the Cabinet Secretary and listened to the views of others, the best way to find out the facts is to allow Leveson to run its course. That does not in any way excuse me from exercising my duties under the ministerial code. That is the answer. Sometimes the simple explanation is actually the right one.

Q13. In 2009, when the Conservatives took control of Lancashire county council, fostering services were rated unsatisfactory. Since then, its budget has reduced by £120,000 and it is now rated outstanding. Will my right hon. Friend join me in congratulating county councillor Tony Winder and his Conservative colleagues not only on doing more for less but on doing it better?

I certainly join my hon. Friend in that, and he makes an important point: across the country we have different councils coping with the issues of fostering and adoption, and producing very different results. We need to publish all these figures so that we can see which councils are doing well and getting value for money, as they clearly are in Lancashire, and, above all, which councils are doing the best to get children out of care and into a warm and loving home.

The Government have made sure that the national funding for the CAB debt service has been maintained, and that is a vital part of it. I urge all local councils, whoever controls them—I have had this conversation with my own council—to make sure we do as much as we can to support CABs, which do such a vital job in our communities.

I am sure all Members agree that one of the most important jobs we perform every year is to represent people who have lost their lives in war on Remembrance Sunday. It is certainly something I do with great pride in my constituency. With that in mind, does the Prime Minister think a £50 fine is an appropriate punishment for those who burn poppies and chant during the silence?

My hon. Friend will have spoken for many people in their reaction to that court case. It is difficult unless we are sitting in the court and making that decision ourselves, but many of us look at such cases and feel that as a country we should be making a stronger statement that that sort of behaviour is completely out of order and has no place in a tolerant society.

I understand the cross-border problem that the hon. Gentleman raises and that fuel smuggling between Northern Ireland and the Republic has been a real problem. The Chief Secretary to the Treasury would have heard him ask for the expansion of the scheme that was in the Budget. Obviously, we are looking hard at how we can help families and motorists with their fuel and motoring bills. However, I would say this: everyone should remember that the last four increases in fuel duty were all put through in the last Labour Budget.

I know that, like me, the Prime Minister is a fan of the teaching of British history in schools. Does he think that when the political history of the past 13 years is written, it will advise pupils to borrow, borrow and borrow through the boom, or will it advise them to learn from Labour’s mistakes?

I hope we can get into the curriculum the idea that we should fix the roof while the sun is shining. What we heard at the weekend from the right hon. Member for Doncaster North (Edward Miliband) was interesting: he has now had nine months to digest Labour’s mistakes, and he has come up with the answer that they did not spend too much and they did not borrow too much, and his message to the British people is, “Vote for me and we’d do it all over again.”
