We have cut net migration from outside the European Union. We have created more jobs than the rest of the European Union put together, so we now need to reform welfare to ensure that people who come from other European countries cannot claim unemployment benefit, leave after six months without a job and have to work for four years before they get tax credits. That is what people will get if a there is a Conservative Government after the next election.

In celebrating international women’s day, the Prime Minister can be congratulated on making it happen for women: we have more women in work than ever before, more female-led businesses than ever before, more females on boards than ever before, and more child care provision than ever before. Given that women are core to the long-term economic plan, will my right hon. Friend support the creation of a women and equalities Select Committee to ensure that future Governments do as much for women as the current Government have?

I certainly join my hon. Friend in agreeing to that. Of course we still have to break down disadvantage and barriers in our country, but there are more women in work than ever before; the pay gap for the under-40s has been eradicated; we are doing more to help with child care and to help people with caring responsibilities; and we have tried to help women around the world, not least by campaigning and working to cut out female genital mutilation and to put an end to the horrors of forced marriage. This Government have a good record on promoting women’s issues and rights, not just in the UK but right around the world.

To sum up, the Labour party’s approach seems to be this: “We created an enormous problem, and we have come here today to complain that you have not cleared it up fast enough.” That is the extent of Labour Members’ intellectual analysis of Britain’s problems—it is quite ridiculous, given that Labour left us with the biggest budget deficit since the war. We have started to get on top of it, and we will make more progress.

Given the record number of small businesses today in Chiswick, Brentford, Isleworth and Hounslow; given that small and medium-sized businesses represent 99% of the business community; and given that Saturday is small business Saturday, will my right hon. Friend join me in encouraging everyone to shop small and shop local on Saturday, and will he make small businesses a priority in our long-term economic plan?

I absolutely agree with my hon. Friend. We now see a record number of small businesses in our country—a total increase of 760,000 over this Parliament. Small business Saturday is an excellent event, by which we can boost small businesses and draw attention to the work they do. We will kick-start this event on Friday with a small business fair in Downing street. Now is a good moment to make sure that small businesses are benefiting from all the changes that we have made, such as the cut in the jobs tax of £2,000 for businesses and charities, the abolition of national insurance contributions for under-21-year-olds when they employ them, the doubling of the small business rate relief and, of course, the cutting of corporation tax for small business as well. This Government have a very strong record for saying to small business, “We respect what you do in creating the jobs, the wealth and the prosperity that our country needs”.

I agree that the hospital needs those things, but it also needs the attention that will be brought about by the special measures that Medway is in. We have seen extra A and E consultants and nurses going in. There are 112 additional nurses and 61 more doctors, but it will take time to turn around a hospital that had very high rates of mortality and that still has challenges. The only thing that I fail to understand is why the hon. Gentleman decided to join a party that does not believe in the NHS and that wants to break it up.

In 1971, the first refuge in the world was set up in Chiswick in my constituency. Yesterday, the Home Secretary announced the much-needed investment of £10 million for refuges across the country. Will my right hon. Friend join me in calling for an end to domestic abuse right across the country?

My hon. Friend is absolutely right: we need action against domestic abuse on every front. We have passed new legislation and improved training for the police. Refuges are crucial, which is why the announcements that we have made about discrete funding are so important.

Q6. Small businesses and traders are the lifeblood of our economy, with 14 million people employed in them. In Brentford and Isleworth, 825 new businesses have been set up in the past two years. In preparation for small business Saturday on 7 December, will my right hon. Friend join me in urging businesses to become business and enterprise champions in all our secondary schools to foster and inspire another generation of entrepreneurs?

My hon. Friend makes a very important point, first of all, about the new businesses setting up in Britain. We have 400,000 more businesses than three years ago. The point she makes about encouraging businesses into schools to inspire young people about enterprise, about small business, and about what that can involve is really, really important. I would urge all MPs to make the most of small business Saturday, but also, in the visits that they make to primary and secondary schools, to push the case for good business access and good business discussions.

I am absolutely delighted to join the hon. Gentleman, and everyone in Hull and around the country, in celebrating this great award of the city of culture to Hull. It is a very exciting opportunity for Hull. We will be able to celebrate the birthplace of Wilberforce and the fact that Andrew Motion lectured there and Philip Larkin was the librarian. Slightly more incongruously, Peter Mandelson is the high sheriff—but every city has its burden to bear. And of course Hull has a fantastic record on popular music. I remember some years ago that great Housemartins album, “London 0 Hull 4”—so named because they said they were the fourth-best band in Hull. I am sure it will be a huge success for Hull and for Humberside more generally.

Q7. My constituency registered 600 new business start-ups last year, putting it among the top-10 places in the UK for new business growth. In preparation for small business Saturday on 7 December, will my right hon. Friend meet me to discuss a review of business rates to encourage future growth, especially in London, where rateable values are very high and therefore rates are excessive?

I am very happy to discuss this issue with my hon. Friend, who always stands up for business and enterprise. She refers to the number of start-ups. It is a real success story for our country, with an extra 400,000 businesses now operating. The Minister for Skills and Enterprise, my hon. Friend the Member for West Suffolk (Matthew Hancock), will shortly be telling the House about the 10,000th StartUp loan—a Government scheme that has got off the ground extremely quickly. Of course, there are concerns about business rates, and I am happy to discuss those with her, but may I take this opportunity to encourage all colleagues to take part in small business Saturday? It is a brilliant initiative that worked well in the United States and which will allow everyone to demonstrate how much they care about small businesses on our high streets.

I do not have the figures for that, but we have protected the amount of money that goes into schools per pupil so that schools have the money to employ the teachers they need.

Since 2010, unemployment in Brentford and Isleworth has fallen by 6.9% and youth unemployment has fallen by 19%. I will do my part as an organiser—I held my jobs and apprenticeships fair in Isleworth recently—but does that not show that our economic plan is working?

My hon. Friend is absolutely right. We see today a growth in employment, a fall in the claimant count and a fall in youth unemployment. As I have said, we are losing jobs in the public sector because we had to make cuts to it, but, most importantly of all, while we lost more than 100,000 jobs in the public sector in the past year, we gained five times as many in the private sector—[Interruption.] The shadow Chancellor, as ever, wants to give a running commentary, but let me remind the House what he has said, because this is one of the most important quotations in the past 10 years of British politics. He said:

“Do I think the last Labour government spent too much, was profligate, had too”

much

“national debt? No, I don’t think there’s any evidence for that.”

That phrase will be hung around his neck for ever.

The hon. Lady is absolutely right to praise the emergency services once again. I think everyone could see from the terrifying pictures on our television screens this morning just how swiftly they responded, and how brave and professional they were. On her point about the rules for helicopter flights—and, indeed, other flights over our capital city—I am sure that will be looked at in the investigations that will take place. She is right that that is not an issue for today, but it is inevitably something that has to be carefully looked at.

Q4. Last week I organised an entrepreneurship seminar in Chiswick for women wanting to set up their own businesses, and one of the questions they asked was about the cost of child care. This Government have extended 15 hours of care to the most disadvantaged quarter of a million two-year-olds and extended that to three and four-year-olds. Does that not show that this Government are supporting families and women who want to work?

My hon. Friend makes an important point. Over the past couple of years we have seen one of the fastest rates of new business creation in our history, but we do need to encourage female entrepreneurship in particular, because if we had the same rate as other countries we could help to wipe out unemployment all together. As my hon. Friend said, we do help families with two, three and four-year-olds with child care. We also help through the tax credit system and, as the House knows, we are looking at what more we can do for hard-working people who want to go out to work and need help with child care in order to ensure they can do the right thing for their children and families.

Q5. Unemployment in my constituency has reduced by 5.7% in the last year as a result of this Government’s work to reduce unemployment and make sure that we are focusing on the right things to deliver economic growth, unlike the Opposition who have no innovative solution to the economic issue. [Interruption.] Additional growth will come from new businesses. [Interruption.] What are the Government doing to encourage teaching enterprise in schools to nurture the next generation of entrepreneurs?

It is quite clear that the Opposition just want to shout down anyone who wants to talk up what is happening in our economy. In the last quarter we saw 200,000 new private sector jobs, which was more than four times the rate of growth that we saw in terms of the decline in the public sector. We are seeing a rebalancing of our economy, and 2011 was a record year for the creation of new small businesses in our country, and on this side of the House at least we are in favour of encouraging that.

I very much want us to keep the regimental structure; that is very important. At the same time, however, we need to deliver this big change in our armed forces—which, actually, will deliver a larger Army, but also a better balance between a professional Army and a territorial Army. We are looking at exactly how that can be done, while saving the important regiments about which people rightly feel so strongly.

At the G8 summit, my right hon. Friend the Prime Minister discussed development, with the aim of lifting 50 million people out of poverty in the next 10 years. May I therefore urge him to do even more in respect of microfinance as a way of creating sustainable economies over the long term, and to use charities such as the MicroLoan Foundation in Chiswick, which gets a 99% return on the money it gives to women in Africa to create businesses for themselves and their families?

My hon. Friend makes an important point. We are, of course, committed to aid and development, and to expanding the new alliance for food security and nutrition programme that Barack Obama launched. Microfinance is important because it not only helps to grow small businesses, but it empowers women, which can make an enormous difference to the success of development.

My right hon. and learned Friend the Justice Secretary will make an announcement about this shortly. What the right hon. Gentleman will find is that we will be replacing a failed system that does not work and which the public do not understand with tough determinate sentences. People have always wanted to know that when someone is sent to prison for a serious offence, they do not, as currently, get let out halfway through. We will be putting an end to that scandal and I expect it to have widespread support.

Q10. If women were to start businesses at the same rate as men, we would have 150,000 more businesses per year in this country. I have some exceptional female entrepreneurs in my constituency, such as Cath Kidston. What can my right hon. Friend do to encourage more female entrepreneurs to create growth and jobs for the country?

There are many things that Government can do. In the last Budget there were a series of steps such as the enterprise finance schemes that we have established and the changes to capital gains tax. The biggest change is a change in culture, encouraging people to take that first step and supporting them along the way as they go.

I will certainly look at the particular case that the hon. Gentleman raises. As he knows, we have been reforming coroner services and putting money and resources into them to try to make them more effective, but I shall certainly take up the individual case that he makes.

Will the Prime Minister give us an update on his recent visit to Russia, especially in relation to the tragic murder of Mr Litvinenko, whose widow lives in my constituency? That case also caused a risk to public safety. Will the Prime Minister meet her to give her an update?

My right hon. Friend the Foreign Secretary spoke to Alexander Litvinenko’s widow before I travelled to Moscow. Let me be absolutely clear that the British Government have not changed their view one jot about how wrong it was for that murder to take place and about how we need a proper explanation about what happened and who was responsible. We want justice for that family. We have not changed our view, but I do think it is right, at the same time, to try to build a better relationship with Russia across a whole range of issues. We have common interests in trying to grow our economies and our trade and we have common interests in working together on issues such as the middle east peace process. I made sure when I went to Russia that I raised not just the Litvinenko case but many other human rights cases, including the Magnitsky case, with the Russian President and others. I think that is the right way to conduct our international relations.

The £20 million fund is available from the Department for Business, Innovation and Skills, but there is also the Riot (Damages) Act, which dates back to 1886 and may be another measure that the Liberals were responsible for, which enables businesses that have been affected by riot to claim the money from the police service, which the Home Office can stand behind.

As a London MP, I was shocked and horrified by the scenes of criminality, violence and looting in this great city of ours during the last week. What was evident was the complete lack of respect and discipline among those who did it. Will the Prime Minister reassure the House that he will work closely with schools to make sure that we can improve this for the future?

I will certainly do that. In the task of trying to make a more responsible society where people live up to their responsibilities, schools will play a major part.

Britain can help to achieve peace and stability in Afghanistan by leaving a lasting long-term legacy. I welcome my right hon. Friend’s announcement today about the officer training school, but does he not agree that for education for all, especially young girls, is also important?

I do agree: if we want to see long-term stability in Afghanistan, that cannot be possible by excluding half the population from being educated. Indeed, if we look right across north Africa and the middle east, the empowerment and education of women is important not just for human rights, but for economic development and for peace and progress.

The nuclear industry here in the UK has a strong safety record, but it must never be complacent, because the consequences of failure can be so dreadful. We have to be eternally vigilant. What has happened on the other side of the world following an earthquake and a tsunami might sound like something that we might not experience in the UK, but if there are lessons to learn about how reactors fail, whether they fail safe and all the rest of it, of course we should learn them.

I know that my right hon. Friend has visited Rwanda. During the genocide there, the UN retreated and the world stood by as thousands of lives were lost. Will he reassure me that we will continue to show leadership on the Libyan situation, so that many lives will not be lost in the same way again?

The Rwandan example is a powerful one, partly because of the immense scale of the barbarous murder that took place. Anyone visiting that country, especially the memorial built on top of the graves of literally hundreds of thousands of people, will see it as a standing warning of the fact that genocide can take place in our world, even today.

The hon. Gentleman makes a good point with great passion. I certainly support no-smoking day, and unlike in some previous years, I hope to meet its requirements in full this year. His point about smoking in front of children and babies and smoking in cars is a good one. Whatever people have done in the past, the facts show that they really should change their behaviour. I am not sure whether it is possible to legislate in that area—we need a change in attitudes, which he is helping to lead with the British Lung Foundation and others.

Yesterday was international women’s day, and today great trade figures and export growth were announced. Does the Prime Minister agree that we would have even better figures if we managed to get more women on the boards of companies across the UK?

My hon. Friend is right to draw attention to today’s trade figures, which show a big increase in exports, which is exactly the sort of rebalancing that our economy needs. It is absolutely right that we need to get more women involved in the work force and at board level. In addition, in terms of entrepreneurialism, if we had the same rate of women setting up small businesses as America, we would have tens of thousands of extra businesses creating wealth and jobs.

The whole point of trying to get private capital and management involved in Royal Mail is to make the service better, and to ensure that it can go on doing all the things that we want it to do. Opposition Members—including the Leader of the Opposition—shake their heads, but the fact is that they were going to present plans in the last Parliament, because even they realised that this needs to be done.

Will the Prime Minister join me in paying tribute to the service of the Gurkhas and, especially, to my Chiswick constituent, Havildar Lachhiman Gurung, who died on 12 December aged 92? He won the Victoria cross while serving with the Gurkha Rifles in Burma in 1945, where he demonstrated

“outstanding gallantry and extreme devotion to duty, in the face of almost overwhelming odds”.

I certainly join my hon. Friend in paying tribute to the Gurkhas both past and present. Anyone who goes to Afghanistan and sees how many Gurkhas there are not just in the Gurkha Rifles but in some of the logistic regiments, serving our country extremely well, will know that we owe them the greatest debt of gratitude, and we must always make sure that it is paid in full.
