Commons ChamberIt is a pleasure to follow the hon. Member for West Dunbartonshire (Martin Docherty-Hughes). I am not sure that I can quite follow his passion, but I will do my best.
Thank you, Mr Speaker, for allowing me five minutes outside the Chamber. I was very embarrassed to have to go very late to an Anglo-French meeting. A number of French people, including mayors from the north of France, were attending the event along with others from the south of England, and we were working together to try and re-energise our respective coasts. I tried to explain to those people why I was late; that we were having a debate about why we had not had a debate yesterday, and we were going to have a vote on why we had not had a vote last night. Luckily, a French translator was on hand, but I said, “Don’t worry about that”, because none of the English audience would really understand it either.
I was particularly keen to speak this afternoon. I have been blessed in a way, because I have heard from other Conservative Members who have very different views on how we should be leaving the European Union, or whether we should be leaving at all. I respect those views, but I am also reminded that we need to find a way through this. My great concern is that, as Parliament takes control, it is quite clear that Parliament cannot find its own consensual voice when it comes to what that control should be. It is all well and good for my hon. Friend the Member for Harwich and North Essex (Sir Bernard Jenkin) to say that leave means leave—that was effectively in our manifesto, and that is where we should be going—and it is all well and good for my right hon. and learned Friend the Member for Beaconsfield (Mr Grieve) to say that we should look towards a second referendum. It is also all well and good for my right hon. Friend the Member for Broxtowe (Anna Soubry)—my great friend—to say that we should remain in the single market and the customs union. But I am also reminded that 83% of voters in the election voted for the Labour party or Conservative party manifestos that said that we would not be doing those things. So there is a mandate to leave on the terms I would advocate.
“Compromise” is not a sexy word, but we all need to embrace it as we proceed through this very difficult situation, because 52% of the country voted to leave, and of course they wanted to go, but 48% did not. What this agreement gives to those 48% is a relationship with the EU that will last: it will go deeper in some terms, but in other terms will recognise the referendum result. That is what I told the French delegation today. I said, “We want to continue to work with you, and work deeper.” But for those 52% who wanted us to exit, the democratic right was exercised and that means leaving, but it does not mean leaving with no deal at all.
So I ask right hon. and hon. Members, if they are concerned about business uncertainty, about jobs, about security and about their constituents’ livelihoods, please embrace compromise and find a way through.

Commons ChamberI say to the right hon. Gentleman that this is a theme that has been raised by a number of Members on the Opposition Benches, but it is not the case. What we have said on Northern Ireland is that we remain committed to the Belfast Good Friday agreement, and that we remain committed to no hard border between Northern Ireland and Ireland, and that we refuse to accept the European Union’s approach of carving Northern Ireland out as a separate customs territory from the rest of the United Kingdom.
The Prime Minister has been on her feet taking questions for 11 hours with regard to this deal. It may not have escaped her attention, and it will not have escaped my constituents’ attention, that Members across the House are saying, on the one hand, that they speak for the people with a second referendum and, on the other hand, that they speak for the people when they want a no-deal. Obviously, that cannot be correct. Does she agree that when it comes to leadership we need the art of compromise? She has shown that and the European Union has shown that. If Parliament wishes to take control, we need to show compromise as well, otherwise we will be responsible for the damage that ensues to our constituents.
My hon. Friend is absolutely right. In any negotiation, it is necessary to compromise; it is necessary to know what your vital interests are and to stick to them, but also to be willing to compromise in order to achieve those vital interests. It is for all of us to recognise the damage that can be done to our constituents if this House does not deliver on the referendum and do so in a way that protects people’s jobs and livelihoods.

Commons ChamberI suggest to the hon. Lady and her Scottish nationalist colleagues that they listen to the Scottish Fishermen’s Federation, which said the following:
“The declaration gives the UK the power to assert its position as an independent costal state with full, unfettered sovereignty over our waters”.
I have drafted, negotiated and indeed enacted scores of dispute resolution clauses over my years, and I can tell the Prime Minister that this one will work—in fact, it will even allow us to get out of the withdrawal agreement if the EU does not play ball. Despite all the wrinkles that hon. Members may find, this is a choice between an agreement that the EU will accept and certainty for our constituents, or playing Russian roulette with their security, jobs and earnings. We should all think twice before playing politics.
I absolutely agree with my hon. Friend, and I recommend this deal, which I think is the right deal for the United Kingdom. A failure to accept it will mean more uncertainty and division, and frankly it just takes us back to square one.

Commons ChamberThe Northern Ireland (Executive Formation and Exercise of Functions) Bill, which we debated last week, has now been taken through both Houses. It provides for a period in which an Executive can be formed at any time, allowing for time and space for talks to take place without an election having to be called. I continue to engage with the main parties to discuss the implementation of the Bill and next steps towards the restoration of devolution, and I have called a meeting for that purpose tomorrow, in Belfast. I am also continuing to engage with the Irish Government, and my right hon. Friend the Chancellor of the Duchy of Lancaster and I will be in Dublin on Friday for a meeting of the British-Irish Intergovernmental Conference. Additionally, I am actively considering how and when external facilitation could play a constructive role in efforts to restore political dialogue. This will form part of my discussions with the parties. I am also extremely keen to support grassroots and civil society efforts to facilitate political dialogue following a productive meeting with Church leaders earlier this month.
My hon. Friend again makes an important point; we discussed it last week. The very best thing for the people of Northern Ireland is devolved Government—the people they elected representing them and making decisions on their behalf.
I welcome the legislation. How should it help to bring the Executive back together again in Northern Ireland?
The point of the legislation is that it provides the space and the time for the parties to come together and put the best conditions in place for those parties to come back around the table, do the right thing by the people who elected them, and form an Executive and get back into the Assembly.

Precisely because these are informal arrangements, I do not think we should be looking for regular statistical bulletins on this matter. The figures I read out earlier in the exchanges make the point that, for the most part, the pairing system works very well.
Having spent more time than I wished with the Chief Whip going through matters that I found very difficult indeed, I can attest to the fact that not only is he a stickler for the rules, but he is very kind and compassionate when it comes to domestic matters. I hope that will be taken into account by Members on both sides of the House when I say that I favour some form of reform. If mistakes can occur, it is important that we as a House look at how to come up with a better system in which mistakes do not occur.

Commons ChamberThe Foreign Office is aware of the particular case and the issue the hon. Lady has raised in relation to the Pakistani authorities, but I am happy to reconfirm our absolute commitment to work to eradicate violence against women. The term “honour violence” is such a misnomer; this is an appalling crime of violence against women. We should all be working to ensure that we eradicate it.
Neuroblastoma is an aggressive form of cancer that impacts 100 children each year, most of whom are under five. Thanks to a campaign involving my constituents the Jeffreys family, and many hon. Members from across this House, the National Institute for Health and Care Excellence has now approved a drug that may extend lives. Tragically for my five-year-old constituent Jack Jeffreys this has come too late, and he is now undergoing palliative care, with his family at his bedside. For his legacy, and for all of those other children who could lead longer lives, may I ask the Prime Minister to ensure that the NHS now commissions and uses this drug?
I am sure the whole House will join me in extending our thoughts and prayers to Jack’s family at what must be a terribly, terribly difficult and tragic time for them. As my hon. Friend has indicated, NICE has recommended the drug that he refers to for use in children; that was in draft guidance it recently issued. I understand the drug is now available across the NHS, through the cancer drugs fund, and NICE will be publishing its final guidance in August. I am sure the drug will be rolled out swiftly to ensure that as many people as possible are able to benefit from it as swiftly as possible.

Commons ChamberI do meet Members of Parliament and hear their concerns on a regular basis, and I am happy to do that. However, I also hear from the automotive industry directly, because I sit round the table with businesses and hear their views on this particular issue. We are delivering on Brexit for the British people, and I want to do so in a way that ensures that we have a good trading relationship with Europe, which is important to sectors such as the automotive industry.
There are 650 different opinions on Brexit in the House, but the only opinion, and the only office with any authority and a mandate to deliver for all our constituents, is that those of the Prime Minister. Does she agree that it is time for all of us to get behind her position, and give all our constituents the best possible chance of prosperity and a future with our European neighbours?
I think that the overwhelming view of the British public is that they took a vote, they want the Government to deliver on it, and they want us to get on with delivering on it. That is exactly what we are doing.

Commons ChamberMy Cabinet colleagues are all very determined to get to the truth over this. It is important that the truth comes out both, and most importantly, to provide justice and transparency for the survivors and their families, and to ensure that any lessons about public administration can be learned and applied so that our constituents never have to go through such an experience again.
On behalf of my constituents who have been affected by this most horrendous situation, may I welcome the update that the Secretary of State has given? With regard to their ability to be able to propose experts and to put forward questions to expert groups, how will that opportunity be cascaded so that no one misses out?
It will be for the chair and his team to set out exactly how they plan to run the inquiry and how the expert groups, once appointed, will operate, but Sir Brian has demonstrated already his commitment to engage closely with survivors and campaign groups. I know that he will be very determined to ensure that nobody does inadvertently miss out on the opportunity to pose whatever questions they wish.

Far be it from me to intrude, but I thought that the hon. Member for Bexhill and Battle (Huw Merriman) had an interest in a charity appertaining to soccer. As we might not reach his question, he could take the opportunity to intervene with a flying tackle now.
I thank both you, Mr Speaker, and my hon. Friend for plugging Soccer Aid. Every pound raised by the British public will be matched by UK aid. You and he might also like to know that today Arsenal announced a three-year partnership with Rwanda.

Commons ChamberWe have not forgotten about Erasmus, or indeed a number of other programmes that give opportunities for universities and students here in the United Kingdom. We have said there are certain programmes that we wish to remain part of when we leave the European Union, and Erasmus is one of those we have cited that we may wish to remain part of, but of course we are in a negotiation with the European Union and we will be dealing with these matters in that negotiation.
Mr Speaker, you are looking resplendent in your Arsenal tie.
I was fortunate enough to go to Djibouti, an African country with great challenges, with UNICEF. I am sure everybody in this House will want to see the UK do more with trade in Africa. Given that 485 of us voted to allow the Prime Minister to trigger article 50, does she agree that we should support her leadership and support the UK in getting the best deal so that we can trade with Africans and help lift them out of poverty?
My hon. Friend raises a very important point. When we leave the European Union we will be able to negotiate those trade deals in our interest, and not rely on Brussels negotiating trade deals for us. We will have that independent trade policy, and certainly we will be looking to do trade deals with a number of countries in Africa. I took the opportunity at the Commonwealth Heads of Government meeting to speak to a number of leaders from Africa about just this issue.
