Lords ChamberAs I mentioned in my earlier answer to the noble Baroness, Lady Quin, we are currently in discussions with Nexus regarding its proposals for new rolling stock. DfT and Treasury officials continue to work with Nexus to understand the business case for the replacement of the current fleet and to explore all funding options. As I have also mentioned, we are currently supporting the Metro with a capital grant of £317 million. The local growth fund is providing £2.5 million for the refurbishment of the Metro stop at Newcastle Central Station and the operational costs are supported by a revenue grant of £203 million over the nine years. I am aware that there are proposals to expand the Metro and I can confirm that officials from my department are in discussions with Nexus officials to see how this can best be accomplished.

My Lords, we in south-west Wales are not concerned about the confirmation of new lines but about the apparent abandonment of a major electrification project from Cardiff to Swansea. There has been a series of body blows to Swansea of late, including the long delays in the lagoon. Can the Government confirm that they have not written off south-west Wales? Do they believe that life ends at Cardiff?
My Lords, of course we have not written off south-west Wales. As I said, we have the largest programme of transport investment since Victorian times. As regards the particular scheme he mentioned, we are looking at all the possible options. New technology now enables bimodal trains to operate which could allow for a seamless transition from diesel to electric. I am aware that many parts of the country actually do not want overhead electric gantries despoiling landscapes; and in many cases, there is no appreciable increase or improvement in service by electrification. However, we will continue to look at all the options.

We acknowledge the investment that rail companies are making in rail services across the board. As regards my noble friend’s specific question, she may well be aware that Sir Peter Hendy was appointed to Network Rail specifically to look at the rollout of the electrification programme, which prioritised certain key investments. The investments that are not made in CP5 will be part of the consideration for the next control period.
My Lords, coming back to GWR, the Minister will be aware that we in south-west Wales are very concerned about any decision, on infrastructure or otherwise, that might harm perceptions regarding the isolation of areas west of Cardiff. We were promised a fixed completion date to Swansea. Can he now undertake that he will try to expedite that and give a fixed completion date for rail electrification as far as Swansea?

The noble Lord is right to raise the issue of Swansea but I believe I have already addressed that. It will be considered as part of the CP6 expenditure. However, to put this into context, £2.8 billion is specifically allocated to the electrification of the Great Western line. We are talking about 170 bridges, 1,500 sets of foundations, 14,000 overhead lines, 1,500 pieces of signalling equipment and 17 tunnels. Notwithstanding that, the Government are making investments, as I am sure the noble Lord acknowledges. The rollout of new rolling stock, which will start to be applied to the line from the end of this year, will ensure better and more efficient customer service across the whole network.

Lords ChamberI believe that debate in this House and in this country as a democracy is always good, no matter the timing of it. I join your Lordships in hoping for a very successful outcome to these negotiations.
My Lords, I invite the Minister to attend Paddington station in the early hours—say between 8 am and 10 am every morning—to see the long queues forming for the ticket office. She might revise her views if she did so. I hope that Transport for London might do the same and recognise that there is validity in the trade union case, at least in that respect.
I have often been to Paddington station, and obviously there are additional issues for stations linked to the overground rail. Once again, this is a different way of providing a service, not a case of eliminating the service. It is important to consider how those systems can work effectively. It will ultimately be a decision for TfL.

Lords ChamberThe noble Lord is even more ingenious than the noble Lord, Lord West. He knows perfectly well that the specifications for London taxis, which are very peculiar, are determined by the mayor’s office.
My Lords, the change is welcome, but would the Minister speculate on what would be the response in France, for example, which is subject to the same EU rules, if government entities were not to buy vehicles wholly manufactured in France?

Lords ChamberMy Lords, I can assure noble Lords that the Government are not running scared of their Back-Benchers in respect of HS2. I would also remind the noble Lord that we are currently in CP4, which was devised by the previous Administration. The announcement is for CP5.
My Lords, in the spirit of good will just before the Recess, may I say that the Government deserve full-hearted congratulations on the decision to extend electrification to Swansea and to the valleys? Does the Minister recognise that one of the major problems in Wales is the widening gap between the relative prosperity of south-east Wales and that of west Wales and the valleys? This decision will go at least some way to contribute to a non-extension of that widening gap.

Lords ChamberMy Lords, the Sydney Harbour Bridge may well be a successful toll bridge. The Severn Bridge is a successful bridge but it is causing a major impediment to investment in Wales. Given the other problems we face, could that be looked at afresh?

Lords ChamberMy Lords, I welcome the Government’s response to the Bill proposed by the noble Lord, Lord McColl, and their plans to bring the UK into full compliance with the EU directive.
I make three quick points. First, I urge the Government to continue to facilitate the involvement of the voluntary sector in the care of trafficked victims, particularly children, and to look at the practice in Wales following the guidance issued last year, in addition to looking at the introduction of an anti-human trafficking tsar in England, as already happens in Wales. Perhaps that is the national rapporteur. Secondly, I urge the Government to respond positively to the recommendation in last month’s report of the Children’s Commissioner for England, Landing in Dover, on the opportunity for trafficked children to instruct a legal representative, which is in the same spirit of Amendment 57 to the Protection of Freedoms Bill, which the noble Lord, Lord McColl, seeks to move next Monday. I hope that the Government will respond positively to that.
Finally, as a Member of the Parliamentary Assembly of the Council of Europe, I understand that the Government will shortly receive the draft GRETA report on the UK’s conduct with respect to the Council of Europe convention on trafficking. Will interested Members of this House be able to have sight of that draft report and an opportunity to comment? As the current chairman of the Council of Europe, we in the UK surely have the opportunity to be a model and show leadership in this area of great social concern.

Lords ChamberMy Lords, it is an important Statement. I also look forward to making further welcome Statements about the development of our railway system. My noble friend is right about capital investment; we are spending for future growth. He talked about the benefits of High Speed 2 for the Midlands, but it would also give benefits much further north.
I thank the Minister for his courteous replies, but is he aware that in our Welsh folklore there is the story of the dictionary that, under “Wales”, states: “For ‘Wales’, read ‘England’”? Is there not a danger here that Wales will be short-changed—just as we were, for example, when at the time of the introduction of HSTs we were given only the hand-me-downs from the east coast main line? Why is more work needed in Wales on this matter, not in the north-west? When the Minister refers to the discussions within the Welsh Assembly Government, does that not mean in effect that the aim of the Government is to force the Welsh Assembly Government, at a time when their resources are being limited, to pick up a substantial part of the bill for the electrification of the line to south Wales?
My Lords, we do not intend to short-change Wales. Wales will benefit from the electrification; indeed, Wales would benefit even if we electrified only to Bristol because the journey time to London will be reduced and the journeys will be more reliable.
