My Lords, there are no rifts and there is no hidden agenda. We said that we would review our membership after two years. We will then provide an Explanatory Memorandum and notify both Houses in the normal way as soon as possible. I am aware of the benefits that the EDA has delivered, but we need to review the full benefits and improvement goals that it has set for itself. In an age of financial austerity, we must ensure that every pound of taxpayers’ money counts for defence.

My Lords, did the Minister see the recent report of the same sub-committee which the noble Lord just referred to? The committee’s report said that given that the EDA,

“is deemed to be well directed under its current management, it should be given the proper tools and commitment to do a proper job. The UK and France should take the lead”.

Will the Government take that opinion into account in coming to a decision?

My Lords, I am sure the Minister is aware that NATO has annual exercises in doing exactly what the Royal Air Force Regiment has done in this case. In the past those NATO exercises have had minimal involvement from the United Kingdom. Will the Minister be good enough to have a look at all of this again and see if we could play a more positive part in these annual exercises in future?

My Lords, I thank the noble and gallant Lord for his question. He has used the word “credibility” which is very important. That is why I am so grateful for the support of the Opposition on this issue, because it strengthens enormously the credibility of our policy.

My Lords, the Minister has given an undertaking that the programme is not on hold until the committee he has announced comes up with its conclusions. But that is not quite the same thing as giving us an assurance that it is not proceeding at a slower pace than it otherwise would have done if that committee was not going to be set up.

My Lords, the fact that the review committee has been set up is not going to affect in any way the amount of money that we will spend up until 2016.
