My Lords, we are concerned about a resurgence. In addition to helping health systems respond to Covid-19, Gavi is helping poor countries adapt immunisation programmes. In areas where childhood immunisation services are disrupted, Gavi is planning an immunisation catch-up campaign to reach unimmunised children.

My Lords, in the forthcoming virtual summit, will my noble friend emphasise that a multilateral approach is far preferable than each Government seeking to go their own way and that those Governments who seek to put their own country first are likely to be the losers? It is in all our interests to stamp out this deadly disease, wherever it is.

I entirely agree with my noble friend that we must work together in a global pandemic; we cannot separate countries because diseases do not respect borders. Gavi supports vaccines in the world’s poorest countries to make sure that access and affordability are not barriers to future immunisation.

My Lords, we fully support the Secretary-General’s call for a ceasefire. We are working in countries, where it is relevant, to ensure that we are doing what we can. We do not need any further issues affecting people who are already impacted so heavily by Covid-19.

The Foreign Secretary yesterday warned about the criminal gangs and other supranational organisations seeking to disrupt a cure for Covid-19. We have seen a rise in attacks on Chinese people in the United Kingdom and suggestions that the virus has been spread by Jewish people or by Muslims. What will my noble friend do in terms of offering advice to African countries to counter this kind of fake news, which could turn various communities against one another and be just as damaging as the disease itself?

My noble friend will be aware of the programme that we have in this country to tackle fake news, but we have also announced support to tackle false claims and conspiracy theories in Africa, which may spread rapidly on social media and may even promote dangerous behaviour. Our support will be going to the Humanitarian to Humanitarian Network, which addresses the spread of misinformation during epidemics and will help to tackle specific mistruths in Africa.

My Lords, we have had two very good briefings for this debate, one from the Library and another from Sarah Champion. I am very grateful for the points she made in her briefing, in particular with regard to the fusion centre. The Government should perhaps relook at this multi- disciplinary approach.

I have some responsibility for this, in that I took the decision to put the commissioners into Rotherham and I asked Louise Casey to do the report. I do not regret that for a moment; we all owe her a great debt. I still think it would be worthwhile re-reading what she said because we have taken too narrow a view of this. What we saw in Rotherham, and have seen in other parts of the country, is a complete breakdown of governance and of local government. Local government and national government are there to protect people, not to abandon them. The noble Baroness referred to some of the perpetrators who called the victims “white scum”. They are not the only ones. The people in charge in Rotherham regarded those girls as not worth looking at or protecting, and not worth thinking about. She is quite right to say that they also had racist views and stereotypes about people of Pakistani origin. It was because they held those racist views that they were too frightened to take issue with people of that origin.

There are four things that we need to do. I do not disagree with anything concerning compensation for the victims but we need to recognise that this is a more widespread problem. We need to root it out. We need to look at the root causes of it and, in particular, to recognise that there must be a multidisciplinary approach. We can see that social services, the health service and the police are working together but, to be frank, we need to recognise that the granting of a taxi licence or a fast food licence is just as important. When the noble Baroness, Lady Cox, asked an Oral Question, the noble Lord, Lord Blunkett, made the profound point that we might be able to control taxis in one local authority, but if the number of taxis in another local authority is growing, there needs to be a look right across. In terms of bringing this under control, the number of taxis was brought in. Next, we need to increase the esteem of those young girls and be positive about it. Finally, we need to tackle this within the family.

My Lords, I want to put on record my deep appreciation to my noble friend Lord Rosser for the speech that he made at the beginning of this debate. It was penetrating and analytical, and it is absolutely essential to the cause to which we all subscribe that he gets a full and explicit reply from the Government. I have been a Defence Minister and a Foreign Office Minister, and I totally understand that when we operate in this kind of context there are things that have to be confidential. But that makes it doubly important to be as explicit and transparent as we can possibly be in the support of the case that we pursue. If there have been, in a short period of time, the changes that have been described in this debate, it is absolutely, inescapably obvious that we have to give a very good account for why this has happened.

One good thing about this debate is that it has aired the issues a little more widely. It would be totally naive to imagine that the issue of anti-Semitism is simply about Jewish people. I personally believe that the total unacceptability of anti-Semitism is because it is about people. But not to understand that it has sinister—I use that word quite deliberately—implications would be very naive. It is obviously about other political objectives as well. To refuse to face that fact will not help at all.

The one crucial point that I want to make is this. I know that I have made it before, but I will go on making it until my dying day. We are ultimately in a battle for hearts and minds. It is in the sphere of hearts and minds that we will build lasting security, not by administrative arrangements or containment operations. It is by winning people’s conviction, understanding and appreciation of why the values about which we like to talk in this House are so indispensable to the future of humanity. That is the issue: hearts and minds.

That is why, when we are introducing anti-terrorism legislation, it is terribly important that all the time right in the forefront of the minds of those charged with the responsibility of coming to a conclusion are the words and thoughts: what are our values? What will be the down cost of this? What will play into the hands of extremists, as they exploit genuine anxieties and doubts amongst young people but not only young people? That is the issue that must not be ignored. What is the counterproductivity of what is being proposed?

It is a very difficult balance and a very difficult decision, but I urge that we always keep that concern about counterproductivity very much in mind in our deliberations.

My Lords, it is a great honour to follow the noble Lord, Lord Judd, whom I have known and admired for a good few years. I am delighted to say that he has lost none of his firebrand qualities. He articulated what the Labour Front Bench and the Liberal Democrat Front Bench were saying in shades of blancmange—as a kind of procedural thing, that somehow we have to make sure the procedures are right. I kind of understand that, when the issue is very difficult and you would like to say “Let’s ban them” but you do not want to do that, you hide behind a load of procedures.

Essentially, this is a subjective decision for the Minister to make. The Minister receives advice, weighs that advice and has to come to a conclusion. There will be no magic moment at which the Minister says, “This is the advice that has changed”. If noble Lords on the Opposition Benches do not like this order, they should vote against it. They should not say that they will not oppose it but that they think in their hearts that they should oppose it, or that they would like to oppose it but it would look bad with some members of their party. It is important to decide on the issue.

Much has been said about my honourable friend the Security Minister, whom I have known for a good few years. In a brief gap in the proceedings of this House, I took the opportunity to go into the Gallery of another place and watch the proceedings. Having had the opportunity to watch the Minister in his previous speech, when I watched him on the Front Bench his body language looked much more relaxed on this occasion than it did on the previous one. I have no doubt that this is the right decision. I argued with my party, and I pay tribute to my right honourable friend the Home Secretary for coming to this decision.

If the House will allow me, I also pay tribute to my noble friend Lord Polak, who has been a champion of this over a number of years and has kept this issue in the minds of both Houses of Parliament. He deserves considerable credit for arriving at this decision.

The strange thing is that the difference between the military wing and the political wing is an entirely separate western construction. It does not exist in the minds of Hezbollah. We know that those who chair the grand jihad council and the Shia council are one and the same people. They do not see any distinction. It has been a convenient device for us to talk to them. The Minister made an immensely important point: Hezbollah is not just against Israel; it is against the Jewish people.

We heard the noble Baroness, Lady Deech, quoting Hassan Nasrallah; perhaps for reasons of delicacy she did not read out the quotation in full. I will do so:

“The Jews are a cancer which is liable to spread at any moment … If they all gather in Israel, it will save us the trouble of going after them worldwide”.


That is pretty unambiguous.

It is not a question of saying that, if we help the political wing, we will somehow help the military wing; they are the same person. The military wing does not decide to go around bombing various people and trying to organise the deaths of British soldiers or citizens elsewhere, while the political wing discusses the price of tickets at the theatre in Lebanon; they are one and the same people, and we need to recognise that.

We also need to recognise one other thing. The noble Baroness, Lady Ludford, commented very reasonably on this and made an interesting pitch, perhaps offering her services as a spin doctor to No. 10. The point is that our population—and our British Jewish citizens—need to feel safe; it is about their ability to go out without facing these flags of hate or the chanting, about feeling safe in the United Kingdom. It is important to set down the message that this country will have no place for anti-Semitism. You cannot have that view if you allow an organisation like this to move freely.

We must also remember that the issue is not just about security concerns; a substantial part of this organisation is funded by the smuggling of drugs. It is a main player in the trafficking of drugs throughout the world. We have seen arrests in France and in the United States. It is not a single part of our community only that is affected, but the whole community. Our streets will be perhaps just that little bit safer by removing from this organisation a convenience that, frankly, we should never have granted it.

My Lords, I would like to congratulate the Government—my right honourable friends in the Home Office and Foreign Office, my noble friend the Minister and her department—for this decision and for bringing forward this legislation. I am delighted that the Opposition is not opposing it, but I must express disappointment that it is not actually in support.

Hezbollah is a radical Shia Islamist terror group backed by Iran, which seeks to impose its totalitarian ideology, with violence, on other Muslims. It wants to drive out western influences from the Muslim world. The organisation itself says, as we have heard from many noble Lords in this debate, that there is no distinction between its military and its political wings. It poses a threat not only to Israel and Jews—and I declare an interest—but to other citizens in the Middle East, of all religions, as well as here in Europe and elsewhere in the West. It has also been established, as my noble friend Lord Pickles rightly said, that Hezbollah is involved in drug trafficking and money laundering, and trafficks large amounts of cocaine through Europe and the US, as was uncovered in 2016 by the US Drug Enforcement Administration, Europol and Eurojust.

So I hope the Minister will agree that proscription will help to restrict Hezbollah’s ability to undertake such criminal activities in our own country, which pose huge threats to British citizens, and that banning the entirety of Hezbollah, as well as Ansaroul Islam and JNIM in the Sahel region of Africa, further demonstrates this Government’s determination to stand up against terrorism and groups dedicated to opposing our western civilisation, values and way of life.

It is worth putting it on the record that the US has distributed $60 million so far this year, which makes it the fifth largest donor this year and shows that the US currently pays 30% of the budget. Clearly, to be sustainable, there needs to be a much broader base. The USA contributes $364 million; the EU, through ECHO, $142 million; Germany $76 million; the UK $67 million; and Sweden $61 million, but there is a long tail of very small donors who I hope will be reflecting on their contributions to see what more can be done to ensure that this vital work continues.

My Lords, does this not emphasise the need to look at a final agreement between Palestinians and Israel? Would not the best thing be to use this as a way to get unconditional talks to occur between Israel and the Palestinian authorities?

I welcome my right hon. Friend to the Dispatch Box and assure her that I, too, enjoyed reading the Daily Mail this morning. As part of getting proper value, would it not make sense to reward those organisations that are working for peace within the middle east rather than to have money going to those who seek to encourage terrorism?

As I have said a number of times today, DFID is focused on value for money, but, as he has rightly pointed out, we will work with organisations in the right way to make sure that we are delivering the right outcomes that meet our Government priorities—both peace and stability, as well as humanitarian causes.

It is a long few years since I was at anything that you chaired, Mr Gapes. I think that last happened during our days at the British Youth Council about 45 years ago. I congratulate the Minister of State, Department for International Development, my right hon. Friend the Member for New Forest West (Sir Desmond Swayne) on his knighthood, which was announced over the weekend.

I, too, am very proud of the 0.7% spend on international development, but it is not unreasonable, during times of stringency, to address the quality as well as the quantity of that aid. The impact of our funding, especially on conflict-stricken regions, is of the utmost importance, and I particularly want to talk about the conflict between Israel and Palestine. DFID’s stated goal in aiding the Palestinians is to help to secure a lasting and peaceful two-state solution. That is very sensible, but I regret that the funding does not follow that laudable ideal. As the right hon. Member for Enfield North (Joan Ryan) and my hon. Friend the Member for Hendon (Dr Offord) pointed out, we are talking about 0.2%, and that does not seem to be a point at which we can readily move on.

I must say to my right hon. Friend the Minister, with great affection and respect, that it is no good just saying, “We don’t fund terrorism.” There is a kind of knock-on effect. If my right hon. Friend is saying, determinedly, that not a single one of the civil servants whom we fund has committed a criminal act, and that their job has not been left open for them, that is a wonderful thing, but the report from the Overseas Development Institute says:

“For public sector employees the opportunity cost of conflict is lowered as their employment will be kept open when they return from detention, and their family will continue to be paid their salary”.

That needs to be addressed.

Has the right hon. Gentleman read the ODI report entitled “Does the wage bill affect conflict? Evidence from Palestine”, from February 2015? It states that

“some of the factors linked to the development of grievances at least in the West Bank, including the construction of the West Bank Wall and the Palestinian prisoners, are associated with increases in conflict intensity. Removing these factors may well be a more effective strategy in reducing the conflict in the long-run than any employment opportunities provided by the public or private sector.”

I want a two-state solution. I want young Palestinians and Israelis to work together. I do not want to change Government policy; I merely want to see the actuality on the ground reflect it.

My hon. Friends have spoken with great powers of persuasion about the various groups that we have seen on visits to Israel and Palestine, particularly the Middle East Entrepreneurs for Tomorrow. There was one thing that really struck me about that. When I was talking to a young Palestinian, I said, “What’s the big difference?”, and he said, “I’ve never met an Israeli before. The only Israeli I’ve ever met is a soldier with a rifle and body armour. This gave me an opportunity to actually meet an Israeli.”

The organisation Save a Child’s Heart provides an opportunity for parents to talk about the future of their children, and about working side by side with Israelis. That must be for the better, but worrying reports have emerged that some NGOs that support the Palestinian territories have been promoting violence on social media pages. Surely it is not unreasonable for us to ask the Minister and his officials to check what is going on on those pages. Surely it is not unreasonable to say that if people are to receive money from the British Government, they should unequivocally renounce violence in all its forms and work for a two-state solution.

We have advanced a huge amount by agreement and leadership, not by having recourse to compulsion. The overseas territories are now well in advance of many of our major trading partners. It is better to proceed by agreement. Much of the information will be available through the initiative for automatic exchange of beneficial ownership registers, to which 33 countries have now signed up.

Does my right hon. Friend agree that we need to look very carefully at the purpose of this? Its purpose is not simply to deal with excessive avoidance and evasion schemes—they often mask deeply corrupt and criminal activities. What has been achieved is the ability for our law enforcement agencies to get in there and get that information, without tipping off the criminals we are seeking.

I pay tribute to the National Crime Agency, and the unit within it paid for by DFID, for tracing that international corruption. My right hon. Friend is right. Huge amounts of revenue are being denied to the poorest countries in the world, and we have to do something about that.

The hon. Gentleman is absolutely right about this. The positive news is that the deadline yesterday was met by a number of serious inquiries of interest into buying all of Tata, and that is good news. Obviously, we now need to work intensively with Tata and those buyers to get that list down to those who seriously intend to bid for the business. The hon. Gentleman is right that it is a very short timetable. He asks what we are doing, and what we are doing is talking intensively with Tata to ensure that it does everything it can to make sure that this is a serious sales process.

The Prime Minister just made a very important announcement about refugee children, but obviously time is of the essence because of the peculiar vulnerability of children without the guidance and protection of their families. Will the Prime Minister indicate to the House how quickly he expects to have those arrangements in place?

I am grateful to my right hon. Friend, who has spoken powerfully and passionately about this issue. I do not see any reason why there needs to be a long delay. We need to carry out conversations with local councils, because many of them, particularly in the south of England, are already under pressure owing to the number of child refugees who have already come. We need to carry out those conversations, but hopefully we can then make progress during this year.
