Question to the Foreign, Commonwealth & Development Office:
To ask Her Majesty's Government what assessment they have made of reports that the Palestinian Authority contributed to the salaries of prisoners convicted of terrorists offences in 2020.
Answered by Lord Ahmad of Wimbledon
We are clear that the prisoner payments system should be reformed. The UK has raised the need for reform at the highest levels of the Palestinian Authority (PA), including when the Foreign Secretary visited the Occupied Palestinian Territories in August 2020.Asked by: Lord Shinkwin (Conservative - Life peer)
Question to the Foreign, Commonwealth & Development Office:
To ask Her Majesty's Government what assessment they have made of reports that material inciting violence against (1) Israel, and (2) Jews, has been included in the Palestinian Authority's school curriculum.
Answered by Lord Ahmad of Wimbledon
The UK is concerned about allegations of incitement in Palestinian Authority (PA) textbooks and lobbied European partners to conduct a thorough, independent review of the textbooks. To ensure the final report is representative, the study has been extended to include a sample of textbooks introduced for school year 2020-21. Consequently, the study will be completed in early 2021. We have regular discussions with the EU to encourage them to finalise the report as soon as possible.Asked by: Lord Shinkwin (Conservative - Life peer)
Question to the Foreign, Commonwealth & Development Office:
To ask Her Majesty's Government what representations they have made to the President of the United States to support the resumption of direct talks between the government of Israel and the Palestinian Authority.
Answered by Lord Ahmad of Wimbledon
The UK works closely with the US on matters relating to the Middle East Peace Process and we will continue to work closely with the US Administration, as we would normally do, on a variety of issues.
Only the leaders of Israel and the Palestinian Authority can determine the needs and aspirations of their people. However, we have encouraged them to resume cooperation and work towards further dialogue. Peace will only come through negotiations between the parties, but international action has a role in facilitating progress. Meanwhile, the parties should do all they can to reverse the negative trends - including systematic settlement expansion and demolitions in the West Bank, violence and incitement, and the dire situation in Gaza.

Question to the Foreign, Commonwealth & Development Office:
To ask Her Majesty's Government what representations they have made to the government of Pakistan about the ruling of Lahore High Court on the legality of the marriage and religious conversion of Maira Shahbaz, in the light of (1) reports that she was abducted at gunpoint by the man to whom she was subsequently married, and (2) the earlier ruling of the Faisalabad and District Sessions Court that she was underage at the time of the marriage.
Answered by Lord Ahmad of Wimbledon
We are closely monitoring Maira Shahbaz's case following her reported abduction in April. The UK Government strongly condemns the forced marriage and forced conversion of women and girls.
We are concerned about women's and girls' rights and ongoing reports of forced marriage and forced conversion in Pakistan of women and girls from religious minorities such as Hindus, Christians and Sikhs.
We regularly raise our concerns about Freedom of Religion or Belief, women and girl's rights and gender equality with the government of Pakistan at a senior level. Most recently, I raised our human rights concerns with Pakistan's Minister for Human Rights, Dr Shireen Mazari, on 15 July.

Question to the Foreign, Commonwealth & Development Office:
To ask Her Majesty's Government what representations they have made to the government of Pakistan about the abuse of Pakistan's blasphemy laws and ways in which to prevent such abuse.
Answered by Lord Ahmad of Wimbledon
We regularly raise our concerns about the misuse of the blasphemy laws with the Pakistani Government at a senior level. I raised our concerns about Freedom of Religion or Belief and the protection of minority religious communities with Pakistan's Federal Minister for Human Rights, Dr Shireen Mazari, during my visit to Islamabad in February 2019. At the UN Universal Periodic Review of Pakistan in November 2017, the UK pressed Pakistan to strengthen the protection of minorities and to explain the steps being taken to tackle the abuse of the blasphemy laws.

Question to the Foreign, Commonwealth & Development Office:
To ask Her Majesty's Government what reports, if any, they have received of the construction of cross-border tunnels by Hezbollah militants from Lebanon into Israel.
Answered by Lord Ahmad of Wimbledon
The British Government is aware of reports of the construction of cross-border tunnels from Lebanon into Israel. The UN Monitoring Mission, UNIFIL, confirmed a violation of UNSCR 1701 to the UN Security Council on 19 December 2018. We urge the newly formed Lebanese Government to take necessary steps to ensure any violations of 1701 are addressed.

Question to the Foreign, Commonwealth & Development Office:
To ask Her Majesty's Government what assessment they have made of the implications for regional stability in the Middle East of an Iranian missile fired in January from Damascus towards northern Israel.
Answered by Lord Ahmad of Wimbledon
We fully support Israel's right to defend itself. We urge Iran to refrain from actions which will only lead to increased instability in the region. It is crucial to avoid any further escalations, which would be in no one's interest.
