Office for Students: Freedom of Expression
Asked by: Justin Madders (Labour - Ellesmere Port and Neston) Thursday 8th June 2023 Question to the Department for Education: To ask the Secretary of State for Education, where the post of Director of Freedom of Speech in the Office for Students was advertised; who was involved in recruitment decisions for that post; and how many people applied for that post. Answered by Claire Coutinho - Secretary of State for Energy Security and Net Zero The role of Director of Freedom of Speech and Academic Freedom was advertised on the Times Higher Education website. Officials at the department managed the recruitment process. The essential and desirable criteria against which applicants were assessed were included in the job advert, which can be sent to any members interested. The department received 16 applications for the role. An interview panel was chaired by Hannah Sheehan (Director of Higher Education Quality in the department) and joined by Lord Wharton of Yarm (Chair of the Office for Students) and Robert Colvile (Director of the Centre for Policy Studies), who joined as an independent panellist. The Director was appointed by my right hon. Friend, the Secretary of State for Education, in the same way that other board members of the Office for Students are appointed under the Higher Education and Research Act 2017. |

Asked by: Matt Western (Labour - Warwick and Leamington) Friday 10th June 2022 Question to the Department for Education: To ask the Secretary of State for Education, if he will make an assessment of the compatibility of the address given by the Chair of the Office for Students to the Conservative Political Action Conference with the duties under paragraph 3.11 of the Code of Conduct for Board Members of Public Bodies. Answered by Michelle Donelan - Secretary of State for Science, Innovation and Technology Paragraph 3.14 of the Code of Conduct for Board Members of Public bodies, referring to paragraphs 3.11 to 3.13 of the code, states ‘If you are an MP, member of the House of Lords, member of a devolved legislature, directly elected mayor, local councillor or police and crime commissioner, you are exempt from these requirements.’ As a member of the House of Lords, Lord Wharton is therefore exempt from the requirements of 3.11. My right hon. Friend, the Secretary of State for Education was not given notice of Lord Wharton’s attendance or speech at the recent Conservative Political Action Conference and will not be making an assessment of the compatibility of the address given by Lord Wharton. |
