It is not just our market towns and villages that are being hurt by this Government; our public services are, too. Labour has scrapped the rural services delivery grant. They have imposed a local government finance settlement that delivers a three-year punishment beating to shire districts, while their urban counterparts do better, and they have made cynical changes to funding formulas so that rural areas lose out. These choices will have a real impact on the delivery of public services—from health and social care to schools, vital infrastructure and transport. Scrapping the £2 bus fare has increased the cost of living for rural residents, and increased fuel duty will take even more money from our pockets later this year.
I will make some progress, because I know how popular this debate is.
Labour’s choices will scar our landscapes and nature forever. The Government are reversing our bold commitments to nature with another U-turn on biodiversity net gains. The chief executive officer of the London Wildlife Trust has said of this U-turn:
“It’s a farce, a disgrace. It’s desperate.”
Well, that is Labour party policy for you. That U-turn has particular poignancy because of the industrialisation of our countryside, where pylons, substations, solar estates and wind turbines are set up, though local opinion is against them—all to meet the unachievable net zero targets set by the Secretary of State for Energy Security and Net Zero. My constituents are the victims of that in Lincolnshire, where Labour’s plans will destroy people’s homes, our cherished landscape and nature, as well as prime agricultural land that feeds the nation. We will fight those plans.
Certainly, the animal welfare strategy is very comprehensive. As hon. Members will know, it encompasses farm animals, wild animals and pets, as well as international trade and all those aspects. It also looks at what can be done to enforce the ban on hare coursing, which is particularly brutal. I was happy that the right hon. Member for Louth and Horncastle (Victoria Atkins) supported that element. [Interruption.] But it happens all the time—that is the point. I said, “enforce the ban”; I did not say “banning”. We can have the best laws in the world, but if none of them is enforced we might as well not bother.
Perhaps the hon. Gentleman should be patient and let me finish my sentence. He should be well aware that the Conservative Government’s record on enforcement was dire, because a lot of enforcement activities were decimated by the cuts they enacted in the period of austerity.
That is exactly right. The cuts that were made to enforcement activities and enforcement muscle have caused many huge problems that we are attempting to clear up, such as the 20% rise in waste crime. Many of the benefits we expect and the requirements to keep our rivers free and our wildlife healthy were, in effect, not properly enforced during the austerity years. I am a fair person, so I will give way to the hon. Member for Hinckley and Bosworth (Dr Evans).
If the Minister’s argument is about enforcement, and given that is it already illegal to hunt with dogs, is she not arguing for more resources for our rural communities to enforce what is legal or illegal? Let us take the example of Leicestershire. We instituted our rural crime team in 2019 and have seen that type of crime drop by 23%. My worry is that if the Government have their way, that funding will disappear and therefore rural crime and enforcement will get worse. Will she square that circle for me? Also, is she speaking to the Home Office to make sure that rural communities get the policing they need and the funding for that?
I know a few people at the Home Office; in fact, when I was there before the reshuffle we launched the rural crime taskforce, which is doing great work and will carry on doing so. I agree, and the hon. Gentleman is right, that enforcement needs to be properly funded and not slashed as it was under the Conservative party.
I was talking about improving local transport links and pointing out that we have a multi-year investment, working with local authorities to provide a much better service in our rural areas. We know that those areas are already benefiting from the changes in the Bus Services Act 2025. For example, in York and North Yorkshire, the Labour combined authority is developing a rural bus franchising model to improve connectivity for villages that currently see only one bus per week. That is one bus per week, Madam Deputy Speaker. That is the kind of legacy that we have from the Conservative party in the areas it purports to support.
We know that bus services in rural areas can be a lifeline for many, providing the only means of getting around. That is why, in our multi-year allocations for local authorities, we have revised the formula to include a rurality element for the first time, ensuring that the additional challenges of running services in rural areas are taken into account. The Conservatives slashed local bus routes; we are putting them back, protecting them and promoting them.

My hon. Friend is a great campaigner for his constituency and does great work locally. We do indeed have a good reputation for animal welfare around the world. I was in Brussels recently meeting my counterparts at the European Commission, and they were very interested in what we are doing here in the UK. Obviously they are doing different things in Europe, but it is always interesting to share notes.
I have two questions—one practical and one policy. Let us make no mistake: the Government have been dragged here today to answer an urgent question about their welfare strategy, which they are bringing forward next week but which we cannot scrutinise because Parliament goes into recess today. Why is that the case? On policy, I have written a number of times about animal welfare in the rescue and rehoming sector. I hope that that is included in the strategy. Will the Secretary of State confirm that it is being looked at and whether further regulations are needed?
I am sure that there will be opportunities in the new year to have a discussion about the animal welfare strategy. I will be able to confirm the answer to the hon. Member’s question when the strategy comes out.

Commons ChamberI think the hon. Gentleman knows me well enough to know that when a report from Lord Curry arrives in my inbox, I read it. I did so, with great interest. I do not agree with the hon. Gentleman that we are not food secure—the food security report produced at the end of last year explained this very carefully—but I am always willing and happy to discuss these issues with him and Lord Curry.
The fruit and vegetables aid scheme is an EU legacy scheme, and it closes in England on 1 January 2026. It is available only via producer organisations —that was an EU requirement—and only 20% of growers are benefiting from it; 80% get no benefit. All growers will continue to benefit from the farming innovation programme’s £63 million of grants, and the five-year extension to the seasonal workers visa scheme that we have announced.
In my constituency, I have Busby, the biggest strawberry and raspberry farm in Leicestershire. It uses the fruit and vegetables aid scheme, which is due to run out at the end of 2025, in order to invest and innovate. The Government have been in power for one year; they wrote to me in May, saying they had
“plans to simplify and rationalise agriculture grants”,
but we have six months to go before the scheme ends, and Busby still does not know what its future funding will look like. What is replacing the scheme, so that Busby can carry on growing the finest strawberries and raspberries in Leicestershire?
The hon. Gentleman is absolutely right to praise our fruit-growing sector. It has been known for a long time that this scheme is coming to an end, and I am afraid the truth is that it did not provide very good value for money. We will replace it as part of our new food strategy, and announcements on that will be coming down the line. However, I am slightly surprised to hear that he is so keen to preserve an EU-based scheme. Who knew that there were Opposition Members still hankering to be in the EU?

Commons ChamberThe hon. Lady raises an important point. SFI is only one part of the set of Department’s schemes to work with farmers on nature restoration. The Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Coventry East (Mary Creagh), has told me that £300 million is available for peat restoration, so other schemes are available.
No notice and the scheme immediately closed. The Minister says it is full. When did he know that? Why did he not tell the farmers that it was going to happen?
I think there is still a misunderstanding about how these schemes work. If there is a first come, first served scheme and people have known for weeks and weeks—months—that it would be full at some point, there comes a time when we have to make a decision. If the Department is working within its budgets properly, it can hardly say a week or two before that suddenly it will close, because there will be a spike in applications. It is like a run on a bank. Basically, when the scheme is finished, it is finished.

Commons ChamberMy hon. Friend should be reassured, and so should the whole House, that in most affected parts of the country, warnings were given with adequate time for people to prepare. I encourage people to sign up on the website of the Department for Environment, Food and Rural Affairs or of the Environment Agency for warnings and alerts if they live in an area that could be affected by flooding. I am aware of the particular concern that my hon. Friend mentions about the Met Office; I will indeed be speaking to colleagues in DSIT as they review the circumstances and look at how the situation can be improved for future such events.
I draw the Secretary of State’s attention to what happens after the acute phase of flooding, particularly in rural areas like mine. I have small areas and villages that are affected and then struggle to get things sorted out. For example, Witherley in my constituency is small enough to be affected heavily by flooding that goes up through its roads, but it then struggles to have the capacity to get all the agencies to sort it out because of the funding. When he looks at the funding model, will he consider the issue of size?
Also, trying to pull agencies together in one place has taken me more than a year. We are meeting on 13 December to plan, but it has taken 10 years of work to get them all together. Will the Secretary of State look at a way of ensuring that the process is clear, so that it is spelled out to all the agencies, including fire agencies and water companies, what they are accountable for? Everyone, and most importantly the public who are affected, needs to know who is accountable for what.
I commend the hon. Gentleman for his work in trying to bring the agencies together in his locality, which is precisely what we are trying to do at a national level with the floods resilience taskforce. In fact, it would be helpful for the taskforce to look into how co-ordination is happening on the ground in localities such as his, especially given how long he has been pushing for this to happen in a more effective way—so far, sadly, without success. I would very much like to see the national taskforce supporting him in that work so that he can deliver for his local residents.

Another point we need to consider is the impact on food security if farmers decide to hand back their farms or have their farms broken up, as my right hon. Friend suggests. Does she have any thoughts or has she seen any evidence about the possible impact on food security? I have not seen any such evidence, which is a concern in itself.
It most certainly is a concern, and I thank my hon. Friend for raising that. He represents a very rural constituency and knows only too well the concerns his constituents are facing. It is a good point, which I will develop later in my speech.

Commons ChamberMy hon. Friend and near neighbour is right to pay tribute to our food producers. One thing we know for sure is that we are going to need food into the future, and farmers are essential to the future of this nation and our economy. That is why we will treat them with the utmost respect and seriousness and have a serious debate about how we transform farming. Again, while this has not been picked up much in the debate so far, the effect of this Budget is to speed up still further that transition to an environmentally friendly, nature-friendly way of farming, alongside producing the food that our country needs. That is a really important transition—I pay tribute to the current Opposition, who started that process in government, but I have been unwavering in my support for it for a number of years and I am determined to see it through to a proper conclusion. My hon. Friend is also right that we will work with everyone involved to get good, sensible outcomes, because that is what this Government are about.
The National Farmers Union tweeted:
“In 2023 Prime Minister Keir Starmer looked farmers in the eye and said he knew what losing a farm meant. Farmers believed him. After today’s budget they don’t believe him any more.”
What is the Prime Minister going to do practically to resolve that?
When we came to power a few months ago, the thing I was asked most strongly to do was to provide stability for the future. Through a series of interventions over the past few months, I have tried to indicate that that is exactly what we will do, whether through the environmental land management schemes or any other issues. The Government faced a huge challenge at this Budget—we all know that. Decisions had to be made. However, I am absolutely convinced that farmers and all those other people who live in rural areas want and need exactly the same decent health services, housing and transport as others do. They will be able to carry on farming, as they have done, but the difference is that that will be in a stable economic system, which means they will not suffer in the way they have over the last decade.
