Payment protection insurance mis-selling appears to have spawned another abuse: people are being subjected to unsolicited texts, e-mails and phone calls. In addition, spurious claims then have to be defended by businesses, such as those in my constituency, which is putting them at risk. Is it not time we had a debate on the behaviour of claims management companies?

My memory is that the issue was raised in the Backbench Business Committee’s discussions, but I cannot be sure at the moment. My right hon. Friend the Deputy Leader of the House and I might talk with the Chair of the Committee. I think that it might have scheduled the debate and that it has already taken place, but I just do not remember entirely. However, there are certainly important opportunities for us to debate that.

I am grateful to my hon. Friend for that question. He will recall that the Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for North East Bedfordshire (Alistair Burt), described in a Westminster Hall debate in July how we are approaching the issues relating to the militarisation of diamond finance. We are continuing to work with the non-governmental organisation Global Witness and other partners to consider the evidence prior to discussions with EU partners and, where appropriate, we will seek to retain or add names to the EU targeted measures list if there is a compelling legal justification to do so. I shall ask my hon. Friend the Under-Secretary further to update my hon. Friend.

I am increasingly being contacted by constituents who are concerned about the impact the bedroom tax will have on their living standards when it comes into effect. That is further compounded by the shortage of one-bedroom accommodation for them to move to. May we have a statement from the appropriate Minister on how the Government intend to increase the supply of one-bedroom accommodation in the rented sector when the bedroom tax comes into effect?

I find it astonishing that the hon. Gentleman makes that point three days after he and his party voted against the Growth and Infrastructure Bill, which, among many other things, will enable more social and affordable housing to be built. For example, we will enable sites that are non-viable because of section 106 agreements to enter into new agreements so that that housing can be built. That is what we need to do, among other things, to create new and additional social housing.

My hon. Friend raises an important issue that also affects the constituencies of other hon. Members. The Association of Chief Police Officers lead on burglary is due to meet banks to establish the extent of the problem caused by the closure of secure storage and to offer crime prevention advice, including, where appropriate, the use of home safes. Moreover—I know that my hon. Friend will fully endorse this—this is further evidence of how police and crime commissioners, following their election, will be able to address such issues so that police forces can respond to them as part of their operational priorities.

Yesterday, the Prime Minister refused to answer a question from my hon. Friend the Member for Rhondda (Chris Bryant) and for several weeks, the Chief Whip has struggled to answer questions about exactly what he said in Downing street. Is it time for a ministerial statement on ministerial answers?

I think I am right in saying that one of the successful bidders in the ballot for private Members’ Bills made park homes their chosen subject. I very much hope that that Bill makes progress, because we all have constituents who have difficulties with some owners of park home sites, and I very much hope also that if the Bill is not currently configured in a way that meets the needs of the hon. Gentleman, there will be a sensible discussion as it proceeds through the House, and that any necessary amendments might be made.

The Office of Rail Regulation’s proposal to introduce a specific tax on the movement of coal and iron ore was referred to by the hon. Member for Cleethorpes (Martin Vickers). Will the Leader of the House arrange for the Secretary of State for Transport to make a statement on the measure’s likely impact, if it goes ahead, on the UK economy and on UK energy prices?

I repeat what I said a few moments ago, and as a former Secretary of State for Transport I am very keen that, wherever possible, we move freight from road to rail. I would be very concerned if unnecessary barriers were put in the way of that transfer. I will raise the matter with my right hon. Friend the Secretary of State for Transport and ask that any letter she sends to my hon. Friend the Member for Cleethorpes (Martin Vickers) be sent to the hon. Gentleman as well.

I understand my hon. Friend’s concern about the future of the Alexandra hospital in her constituency. In the first instance, this would be a matter for the local NHS, as any reconfiguration should be driven by local commissioners. She will know that my right hon. Friend the Secretary of State for Health has set out safeguards—conditions that must be fulfilled before any reconfiguration can go ahead. It must be supported by local GP commissioners; demonstrate strengthened public and patient engagement; show clarity on the clinical evidence base; and be consistent with current and prospective patient choice. In the first instance, I suggest that my hon. Friend engage with the local NHS and share her concerns with it.

The decision to close the Leeds children’s heart unit appears to disregard patient choice, and fails the four criteria for the reconfiguration of services set out by the Secretary of State for Health. Will the Leader of the House arrange for a statement by the Secretary of State on whether he will refer the decision to the independent reconfiguration panel?

I cannot promise an early statement from my right hon. Friend the Secretary of State for Health. He was at the Dispatch Box yesterday, dealing with NHS issues. I understand the concern of Yorkshire Members about the decision—of course I do—and I wonder whether it might be an appropriate subject for a debate between now and the summer recess, either on the Floor of the House on the Adjournment or in Westminster Hall.

If I remember rightly, my right hon. Friend the Secretary of State for Transport has announced the electrification of the Great Western line to Cardiff. I am sure that that has been well received in Wales. There will be an opportunity the next time we have Transport questions to press the Government on their plans to invest further in the railways in Wales. Alternatively, my hon. Friend could seek a debate on the matter in Westminster Hall or on the Adjournment of the House.

May we have a statement on the performance of the Child Support Agency, and in particular on the effectiveness of its support for the children of absent parents who are self-employed?

There will be an opportunity to put question to the Secretary of State for Work and Pensions on Monday week. We all know from our advice bureau that the CSA is raised with us as a regular issue. If there is a particular instance that concerns the hon. Gentleman, I suggest that he writes to the Secretary of State to see whether he can usefully intervene and put matters right.

That is way above my pay grade. We have two years in which to come to a decision on this very important matter concerning the UK representative on the Commission. I hope that between now and 2014 my hon. Friend will have an opportunity to ask questions of the Foreign Secretary at Foreign Office questions, where he may get a more authoritative response as to the procedure and consultation process before a replacement for Baroness Ashton is announced.

I understand that the Prime Minister is being uncharacteristically coy about whether he has ever stayed in a static caravan. I hope the Leader of the House will be less coy in answering. Will he ensure that an impact assessment is published on the effect of the caravan tax on sub-regional economies, such as that of Humberside?

We had a fairly extensive debate on the subject yesterday. I am not sure whether the hon. Gentleman was able to catch the eye of the Deputy Speaker. It is open to him to table a parliamentary question in order to get the answer to the question that he asked—what is the impact on a particular region of the imposition of the tax?

I am grateful to my hon. Friend. Some 34,000 young people have taken advantage of the scheme since it was launched in January, and more than half of them have come off benefits. At a fraction of the cost of the previous scheme, it is finding work for young people. I reiterate my response to an earlier question: we all have a responsibility to promote the scheme widely in our constituencies over the coming weekend.

Sadly, the death rates for mesothelioma in north Lincolnshire are above the national average. Will the Government make a statement on their progress in delivering the commitment to set up a fund of last resort to act as a safety net for workers who can no longer trace the employers who exposed them to asbestos?

I understand the problems of those who suffer from mesothelioma. I will raise the matter with my right hon. and learned Friend the Secretary of State for Justice and ask what progress is being made on establishing the fund to which the hon. Gentleman referred.

The hon. Gentleman is quite right that Ofwat recently announced that water and waste water bills could go up by 0.5% ahead of inflation. That decision is broadly in line with the decision taken back in 2009 and is necessary partly to secure investment in infrastructure and drive up the standards of water in this country. He will also know that the Government are taking action to ensure that tariffs are available to those on low incomes so that they are insulated, to some extent, against the increases.

On Wednesday 20 July, I received a written answer from the Department for Education on the use of e-mails. It was very clear:

“Never use non-DfE email services…to carry out Departmental business.”—[Official Report, 20 July 2011; Vol. 531, c. 1017W.]

It then became equally clear that officials were using Hotmail accounts to advise people in relation to academy status. I raised this issue at business questions on 8 September, when the Leader of the House helpfully said I would get a reply from the Secretary of State. In that reply, the Secretary of State made it very clear that this was one rogue official, and I accepted that response, but we have now heard, as recently as the Select Committee on Education’s session this week, that there is still a lack of clarity about how the Secretary of State himself is using private e-mail accounts. May we have a statement by the Secretary of State in the House to clear up this issue?

It seems there is a theme running through some of the questions from Opposition Members. I refer the hon. Gentleman to my answers to the questions asked by his hon. Friends. I have registered the concerns of Opposition Members and I will take this up with my right hon. Friend the Secretary of State for Education; I will ask him to respond to and address all the relevant issues that have been raised in this question session and to send a copy to all the Members who have raised them.

A report by the Fawcett Society shows that women are affected worst by Government cuts. Notwithstanding the earlier comments by the Leader of the House, may we have a clear statement from the Government about what they are going to do to ease that pressure on women’s lives?
