Further to that point of order, Mr Speaker. The motion on the Order Paper was just for a general debate. Perhaps matters could be shortened if the Government were now to table a substantive motion that could be debated next week. We could then reach a decision on this, because we were not going to be able to reach a decision today anyway.

Further to that point of order, Mr Speaker. I rise to support the Chair of the Procedure Committee, the hon. Member for Broxbourne (Mr Walker). Our Committee did this work at an accelerated pace and published a report some time ago, as he said. There is no reason whatsoever for this delay. As I said to the Leader of the House in business questions last week, we need to get on with this. I agree very much with the hon. Member for Christchurch (Sir Christopher Chope) that it would be a good idea to move to a vote on the recommendation of the Procedure Committee, which has diligently done its job under its excellent Chair.

Further to that point of order, Mr Speaker. Many Members have mentioned the bumps and the time pressure. There will also be expectant fathers, so to speak, who are feeling the time pressure.

I am aware that many hon. and right hon. Members frequently raise the problem of Travellers. My hon. Friend will be aware that we recently had a debate on this very problematic area. The Government are looking at whether there is in fact a weakness in the regulation or whether more could be done to enforce what are already very strong rules around Travellers.

I was disappointed with what the Leader of the House said about the nodding through problem yesterday, because it did not marry with my understanding of the facts of the situation in terms of how I was supporting my hon. Friend the Member for Bradford West (Naz Shah). I am, however, pleased that the right hon. Lady announced a debate on proxy voting on 5 July. Will it include consideration of the Procedure Committee’s report on this issue? If not, why not? While considering the Procedure Committee’s work, she might look back at the report on private Members’ Bills, which, had it been accepted, would have prevented the fracas around upskirting on Friday.

I say again that it is vital that we enable new parents to spend the critical early periods of time with their new baby. I am absolutely supportive of that. In response to the hon. Gentleman’s specific question, yes the debate is deliberately timed. As he will recall, I asked the Procedure Committee last November to look into proxy voting. I was delighted with the Committee’s work in producing a report. My Government response to it is due on 15 July. I wanted to have that general debate, so that the constitutional implications of proxy voting, as opposed to other forms of formalised pairing, for example, and who should operate proxy voting if it were to be introduced and so on, can be properly aired in this place before I give a considered response to the work of the Procedure Committee, for which I am very grateful.

As an Arsenal fan, I must say to the right hon. Gentleman that I hugely look forward to Harry Kane deploying his brilliance for England, much more than I ever look forward to him deploying his brilliance for Tottenham. He is a great player and a great representative of our country.

My hon. Friend the Member for Great Grimsby (Melanie Onn) and I have been campaigning for the visa cap on doctors that is affecting recruitment to North Lincolnshire and Goole NHS Foundation Trust to be lifted so that patients needing treatment can get it sooner rather than later. There is speculation that this change is about to happen. Will the Leader of the House confirm that the Government will come to this House shortly and announce that it is taking place?

The hon. Gentleman raises a very important point. We all want the excellent work of many immigrant medical professionals who come to this country and contribute so much to our NHS to be able to continue. I can assure him that this House will receive that announcement as soon as there is something to announce.

I am genuinely sorry to hear about the hon. Gentleman’s constituent. As I have said before in this place, my husband is the vice-chairman of a homeless centre in Northampton that is doing a huge amount to turn around the lives of people who have been or are now homeless. It is absolutely vital that we focus on what more can be done. The hon. Gentleman will be aware that the Government are committed to halving homelessness by 2022 and to eliminating it altogether by 2027. Millions of pounds are being invested both in community projects and in other projects such as No Second Night Out to ensure that we do everything we can to get people off the streets, but also, importantly, to help people who are at risk of becoming homeless.

Last week, I met an incredible group of local women who are supported by Breast Cancer Care. They told me that receiving a diagnosis of secondary breast cancer was devastating, but what added to their devastation, difficulty and struggle was having to fill in a personal independence payment application for the Department for Work and Pensions. May we have a statement from the Secretary of State for Work and Pensions on the impact of filling in unnecessary PIP applications for women with secondary breast cancer?

I know many hon. Members will have constituents, and indeed family members, who are in the same situation. I think we all know of women and men who have suffered from breast cancer. He is right: a diagnosis of secondary breast cancer is devastating for anyone. We know that there were problems with the original work capability assessments, which is why the Government have scrapped unnecessary repeat assessments for people with the most severe health conditions. If the hon. Gentleman has a specific issue in relation to a particular constituent, I urge him to write to Ministers directly on that point.

May we have a debate in Government time on the impact of cuts to community pharmacies on their ability to carry out their pivotal role at the heart of the health service?

The hon. Gentleman is right to raise the incredibly valuable role of community pharmacies. He may want to raise that in an Adjournment debate so he can discuss with Ministers precisely what steps he thinks they should take to protect that incredibly valuable role.

I am delighted that the hon. Gentleman is delighted with the progress of his private Member’s Bill. He has raised the important issue of acquired brain injuries before, and ABI can be devastating not only for the victim but for their family and friends. He is right to keeping pressing for a change, and I am very sympathetic. If he wants to bring forward specific proposals, I am sure that Ministers would be keen to hear them.

North Lincolnshire Council is removing its core funding grant for Citizens Advice North Lincolnshire at short notice, thus jeopardising the excellent work that it does locally. May we have a debate on the value of Citizens Advice and the importance of local councils supporting their citizens advice bureaux?

I join the hon. Gentleman in congratulating citizens advice bureaux on their amazing work. In my constituency, they provide advice on how to switch energy supplier or how to claim to benefits. They really do go above and beyond, and I know that many people heavily rely on them. As it is a specific constituency issue, I encourage the hon. Gentleman to raise the matter at departmental questions or to seek an Adjournment debate.

As ever, my hon. Friend raises a very significant issue for his constituency. He is a great champion for Moray. I absolutely agree that Walkers Shortbread is delicious. It is a vital UK brand and a fabulous Scottish brand. Many of its tins are marked with “I love Scotland”, while others, very often for export, are marked with the Union Jack. It is a fabulous export and a delicious snack. It should be eaten in moderation—we do not want to encourage the overeating of shortbread or any other sugary product—but nevertheless we love Walkers. It is a great UK and Scottish product.

The Leader of the House was quite right to say, in her answers to my hon. Friend the Member for Redcar (Anna Turley) and the shadow Leader of the House, that the threat by the US Administration to put huge tariffs on steel is a moving issue, but the very fact that it is a moving issue underlines the need for a statement in this House on what the Government are doing. When will we have a statement on that, and when will the official Opposition be again granted an Opposition day debate?

I think that I have said as much as I can about the Prime Minister’s determination to protect UK interests. She has made her views very clear to President Trump. As I have already mentioned, my right hon. Friend the Secretary of State for International Trade has raised the matter with US Commerce Secretary Wilbur Ross, and overnight, the White House has indicated that there may be exemptions from tariffs for allies of the United States. It is very important that we continue to work to look after global trade. As we leave the EU, the United Kingdom wishes to be a world leader in promoting free trade around the globe, so that is what we will be doing. In terms of Opposition days, as I mentioned to the shadow Leader of the House, they will be brought forward in the usual way.

The hon. Gentleman often raises issues relating to the Home Office, and he is absolutely right to do so. As he knows, there are Members’ helplines to enable concerns raised by Members of Parliament to be fast-tracked, but if he has specific issues, I encourage him to write to Home Office Ministers or, if he wants to write to me, I can take this matter up on his behalf.

My constituents are finding it ever more difficult to get access to dentists locally, so may we have a statement from the Government on the access to and provision of dentists in areas such as Scunthorpe, Bottesford and Kirton in Lindsey?

We know that dentistry is absolutely vital, and that tooth decay is an increasing problem because, let us be honest, too much sugar is being eaten. The hon. Gentleman is absolutely right to raise this matter. So far as the specific provision in his constituency is concerned, I recommend that he seeks an Adjournment debate on the subject.

My hon. Friend is working with the friends of the museum to save this valuable community asset, and I understand that the world’s oldest football is one of its exhibits. My hon. Friend will no doubt be aware that the Budget allocated a further £2 billion to the settlement for Scotland and that the Scottish Government can take the decision to save this asset should they choose.

With no proper consultation, North Lincolnshire Council is reducing the number of unpaid councillors on Kirton in Lindsey Town Council and Bottesford Town Council, meaning those councils will have fewer voluntary councillors than smaller neighbouring parish councils. Can we have a debate on the relationship between district councils and town councils?

The hon. Gentleman raises an important issue about local democracy. We would all like to see much greater decision making at local level, with good people coming forward to take up those posts. An Adjournment debate would be a good candidate to raise these specific issues with a Minister.

May we have a statement about the impact of the removal of employment and support allowance mortgage interest support on people such as my constituent Jonathan Parsons, registered blind, who had paid into the system all his working life?
