Commons ChamberThe hon. Gentleman makes a very important point. We already have our plastics pact, which has been agreed by WRAP—the Waste and Resources Action Programme—a charity that we support. That commitment was made by leading companies across the United Kingdom to ensure that they use less virgin material, and that more of the plastic they use is recycled or recyclable. We are also thinking hard about reform of the producer responsibility note scheme, and we will be saying more about that later.
When looking at international comparisons of best practice for deposit return schemes, which countries is the Secretary of State looking at most closely?
No country has a perfect model, but we have looked at examples in Scandinavia. One of the things that those countries have been so successful in achieving is a phenomenal level of return—and, indeed, high levels of recycling. We need to think carefully about the nature of drinking and the pattern of consumption in the United Kingdom to see what exactly would work and go with the grain of consumption habits here.
Across the Anglican communion, this is a difficult subject; I acknowledge that. Not all people either in this country or across the wider communion are of one view. The Church is working very hard to try to obtain better understanding. A conversation ensued across the Church of England to try to help people of different points of view to come to a greater understanding of the other person’s point of view, and the Bishop of Newcastle is tasked with running a group relating to sexuality in the Church. Blessings, where they occur, are often at the discretion of the diocese, and the Church is nothing if not a devolved institution.
Mr Speaker, in case you are looking for a new hobby that will build on your already excellent level of fitness and mental alertness, you need look no further than bell ringing. Churches are always looking for new volunteers to whom they can show the ropes.

There may be bats in the belfry; I do not know. The hon. Gentleman is chuntering from a sedentary position. Whether he does so with the advantage of knowledge of the matter is a divisible proposition.
In contrast with bell ringers in churches in most other countries in the world, in this country, bell ringers can change the order in which the bells are rung, thus allowing for great creativity and the creation of wonderful different sounds. It is a startling fact that 95% of all the churches in the world where that is possible are located in England. Is not now the time to celebrate this wonderful part of English heritage and unique contribution to church music?
My hon. Friend has done a good job of presenting the significance of bell ringing in our culture and its wider impact across the world. That significance is recognised by the Church of England, and the Central Council of Church Bell Ringers has promoted a campaign called “Ringing Remembers”, the purpose of which is to recruit 1,400 new bell ringers in honour of the 1,400 who lost their lives in world war one. The endeavour will be to ring the bells of churches throughout the land on the centenary of the Armistice this year.

That this House has considered a global ban on cosmetic animal testing.
It is a pleasure to serve under your chairmanship, Mr Hollobone. In his first keynote speech back in July 2017, the Secretary of State for Environment, Food and Rural Affairs made global standards on policies for farm animal welfare and air quality a priority. In responding to the row about the Government’s non-inclusion of animal sentience in the European Union (Withdrawal) Bill, he vowed to ensure that Brexit works not just for citizens, but for the animals we love and cherish. This initiative to end the cruel, unnecessary and outdated use of animals in cosmetics testing is the perfect opportunity for the Government to set global standards and ensure that our laws work for animals and the UK’s animal lovers.
The public overwhelmingly want cosmetics testing on animals to end worldwide. More than 5.5 million people to date have signed a petition, jointly with the Body Shop and Cruelty Free International, for a global end to cosmetics testing on animals, which can be achieved by adopting an international agreement reflecting the combined will of United Nations member states to map a harmonised framework that would end the use of animal tests for cosmetic products and continue the development and international validation of non-animal methods.
What has Parliament done already? The fact that 116 Members across Parliament have already signed early-day motion 437 shows that there is cross-party support for that proposal. The EDM calls on the Government to lead on such an initiative by tabling, actively pursuing and supporting a resolution at the UN General Assembly for an ad hoc committee, as the UK-based Cruelty Free International has called for.
Cosmetics testing on animals has been banned in the UK since 1998. We have led the way on this issue. The UK was in fact the first country to take that step, and we motivated the EU ban on testing and sales. It is time to make that commitment global. If the use of animals in cosmetics testing is wrong in the UK and the EU, it is wrong everywhere around the world.

Commons ChamberWe have made a number of changes and are working very hard to deal with the current problems with countryside stewardship, and progress has been made. I would simply say that we are not blaming the European Union. It is true that it has changed the rules so that all agreements must be processed simultaneously, whereas they used to be processed across the year, which has caused major administrative problems both for the Government and for farmers.
Only 49% of the food consumed in the UK is produced in the UK, while our annual trade deficit on food and drink is now £23 billion a year and rising. What is the Secretary of State doing to address these challenges to our national security and economic sustainability?
The UK’s current food production-to-supply ratio is actually 76% for indigenous-type foods and 60% for all foods. That is not low by historical standards and has been relatively stable in recent years. However, we want to have a vibrant, successful, profitable food and farming industry, and our recent consultation sets out some thoughts to deliver that.

The National Audit Office’s investigation published in March 2018 sets out factually the sequence of events leading up to the Department for Transport’s announcement in July 2017, cancelling the three electrification projects in response to concerns raised about the decision-making process. As such, the majority of the report is focused on the period up to, and including, July 2017 when the Department announced its decision. The investigation also considered the Department’s assessment of the subsequent impact of its decision on promised benefits. The facts in the report were agreed by the Department and reflect evidence that was provided to the NAO.
I congratulate the National Audit Office on its report, but why did the investigation not seek to evaluate either the value for money of the projects or the decision to cancel?

Commons ChamberWe have been clear that we will maintain the total spending that we have on agriculture and the farmed environment until 2022. We have also been clear—our paper sets this out—that there will be a transitional period as we move from an incoherent system of area payments, which we have now, to one that is focused on the delivery of public goods. We recognise that there will need to be a gradual transition from the old system to the new.
The EU’s common agricultural policy has been a disaster for the British dairy industry, because it has been designed in the interests of French farmers, not British farmers. How can we put that right after Brexit?
My hon. Friend makes a very important point. The common agricultural policy has all sorts of inconsistencies. Having a one-size-fits-all agricultural policy for the whole European Union makes no sense at all, and as we leave the European Union and take back control of these matters, we will have the freedom to design an agricultural policy that works for our own farmers.
I regularly take part in trade delegations with the UK Government, and a couple of years ago I attended the Anuga food conference in Cologne, where there was a producer and exporter of UK game meat. I am happy to meet the hon. Gentleman and consider his proposals in this area.
Since the last DEFRA questions, the Department has continued to work on plans for our departure from the European Union and we have published our Command Paper on future agricultural policy. We have laid legislation to introduce mandatory CCTV in slaughterhouses, taking forward our agenda to enhance animal welfare. Parliament has also recently debated and passed legislation to strengthen laws on combating litter.
Remainers and leavers agree that one of the very worst aspects of our EU membership is the common fisheries policy. Can the Minister confirm that we are leaving it on 29 March next year, that the British fishing industry can be relaunched as a result, and that he will not trade away our newly re-won sovereignty over fishing in the interests of a wider trade deal?
We have always been clear that when we leave the European Union, we leave the common fisheries policy and become an independent coastal state under international law. There are, of course, always annual negotiations—even for countries outside the EU—to agree an approach on the management of shared stocks, and we envisage that such meetings will continue. I can confirm that the UK Government’s view is that there is a trade discussion to take place. We want a free trade agreement and a fisheries discussion to take place, and we want to take back control of our waters.
The National Audit Office takes environmental commitments very seriously. Since 2011 it has operated an environmental management scheme certified by the International Standards Organisation, which includes setting challenging targets to reduce or eliminate waste in a number of areas. The NAO has already taken several steps to minimise the use of single-use plastics. For example, it does not use single-use plastic bottles or water cups, and encourages the use of reusable coffee cups in its staff café by offering a discount on the cost of hot drinks.
Will my hon. Friend encourage the NAO to be an exemplar for all public bodies by eliminating the use of single-use plastics?
My hon. Friend is an exemplar of an assiduous Member of Parliament, and I will certainly encourage the NAO to be an exemplar as well. Let me say in passing that the NAO’s catering team has made a deal with one of its main suppliers to collect and reuse packaging from catering deliveries. Cardboard and single-use plastics have been replaced by reusable plastic crates. Isn’t that marvellous?

Commons ChamberWill the Minister confirm that record amounts are being invested in our water supply system? It is far more than was ever invested when the industry was state-owned, and our water supply is actually among the best and cleanest in the world. Having said that, in this case—given that the weather was well predicted—the water supply companies have been caught on the hop, and automatic compensation ought to be paid. Does she agree that Ofwat, the water industry regulator, really needs to set a new leakage target? If, on a normal day, we are losing a fifth of the water in the system, most of my constituents in Kettering would say that that is far too much.
It is important that we also recognise those companies and parts of the country that have had no interruption of supply to customers. I thank companies such as Anglian Water, Essex and Suffolk, Wessex—I could go on. Yorkshire Water, for example, has seen an increase in demand and is proactively trying to identify where the leaks are before they become a problem for its customers. I want to zone in on the companies that are failing to help their customers and, meanwhile, I want to learn from the companies that are doing their best to protect customers.

If the objection is to sea transportation, it strikes me as slightly ironic that one possible consequence for animals from Northern Ireland would be that, instead of crossing of a few miles across the border to the south, they would end up being put on boats to go across either the north channel or the Irish sea. Again, I fear the law of unintended consequences is at work here.
What is important? What should we be looking for as we seek to regulate this whole area better? I say to the Minister that in looking at this issue, which will constantly be under scrutiny, and rightly so, there is plenty of evidence and research. It is that evidence and research—not sentiment—that should ultimately govern the decisions that we make.

The good news is that we had already invested £89 million in helping authorities to convert their buses, and another £40 million was added. When I visited the councillors involved in Manchester some time ago, they indicated that they are likely to use the powers under the Bus Services Act 2017 to ensure that they can do more on scheduling and requiring buses to be Euro 6 compliant in future. That is why we have been funding local councils right around the country to make that transition.
How much will air pollution be cut by the ban on the sale of petrol and diesel vehicles by 2040?
The expectation from the targets that we have legislated for is that the impacts of air pollution will be halved by 2030. One reason for saying that we will end the sale of conventional petrol and diesel cars by 2040 is to give a strong message to the manufacturers. We have seen a response already in that a number of manufacturers are saying that they will stop the production of such cars by the end of this decade. That is good news for people not only in the United Kingdom, but across Europe and the wider world.

Commons ChamberI absolutely will, but while I have no wish to undermine Asda, which is an admirable retailer, I find that when buying meat, the best thing to do is to go to one’s local butcher, buy locally and invest in the local economy.
Will the Secretary of State join me in congratulating Water UK on its initiative to encourage more places on our high streets to allow people to refill their water bottles, rather than buying water in disposable plastic containers?
My hon. Friend makes an excellent point. Water UK’s initiative is wholly welcome. The idea of a nationwide network of refill stations is absolutely right. The decline of public water fountains marked a deeply regrettable trend, so I am glad that they are making a comeback.
I have been asked to reply on behalf of the Chairman of the Public Accounts Commission. The NAO work programme, determined by the Comptroller and Auditor General, is regularly revised to ensure it reflects current issues. Brexit is a major task for Departments, and some Departments are more affected than others. The NAO is keeping in close touch with Departments as they take forward the implementation task.
After we leave the EU, we are likely to be still engaged in a number of EU-wide programmes. Will the Public Accounts Commission satisfy itself that the NAO has the requisite powers to continue to investigate Government involvement in those schemes?

Commons ChamberI am tempted to quote from the American poet, whose name I temporarily forget, who made the point that “I contain multitudes”. The truth is that we want to go further than existing EU law to protect animal welfare. A better legislative vehicle is available, and we will make an announcement about that next week.
Cats Protection has highlighted the fact that when the UK signed up to the EU pet travel scheme, we had to abandon the previous requirements that cats coming into the UK needed compulsory treatment against tapeworm and ticks. When we leave the EU, may we reinstate these regulations?
I have two things to say. The first is that the poet whose name I temporarily forgot is, of course, Walt Whitman. The second is that the short answer to my hon. Friend’s question is yes.
There is no direct financial subsidy on alcohol sales in the House of Commons. Alcohol is sold in House of Commons bars and some catering venues, and at banqueting and events, achieving a gross profit margin of some 69%. The profit of some £1 million a year helps to offset the total cost of catering.
I am pleased to hear that there is no subsidy of alcohol sales on the parliamentary estate. There have been some recent, well-reported incidents of bad behaviour in bars on the estate. What steps are the Commission taking to prevent such incidents?

We come to an important hour-long debate on the UK bee population.
I beg to move,
That this House has considered the UK bee population.
Thank you for calling me, Mr Hollobone. It is a pleasure to serve under your chairmanship. I know that the House and indeed the country is engaged on the great issue of Brexit, an issue on which of course everyone has a great deal to say. I called for this debate because, now more than ever, we need to have a public conversation about the kind of country we want to build for the future. What does the Britain of 20 years hence look like? Does it have stronger environmental protections or weaker ones? We need to lift our eyes beyond the latest parliamentary skirmish and say a little about that.
Before I turn to the specific issue of bees, I want to say a little about the wider environmental narrative. There are many on the Government Benches who make a direct link between conservatism and conservation. I believe, as I know many of my colleagues do, that generational justice must be about more than simply leaving a strong economic legacy to our children. It must be about a strong environmental legacy, too: a birthright that is richer, more diverse and more sustainable. As the Secretary of State for Environment, Food and Rural Affairs said, we have “not a freehold” on our planet but “a full repairing lease”.
Although there are many aspects to that responsibility, from improving air quality to cutting the use of plastic and limiting greenhouse gas emissions, a key priority must be to improve the diversity and sustainability of native animals, from the largest mammal to the smallest invertebrate. We have seen great progress on that score, with the important announcement on ivory sales that was part of a package of measures that led a leading charity to declare in October
“a fortnight of incredible news for animal welfare in the UK”.
To turn to bees, well, what a difference a week makes. When I originally applied for the debate, it was in a bid to urge the Government to listen to the latest scientific evidence, put the welfare of bees first and ban neonicotinoids. Then, lo and behold, the Government have done precisely that. On 9 November, just a few days ago, the Secretary of State indicated that he supports further restrictions on the use of neonicotinoids due to their effects on bees and other pollinators. That was a bold and clear decision. In doing so—if I may be impish for a moment—he has shown that rigorous scientific evidence will underpin the Government’s approach to the environment. While some might have had enough of experts in 2016, I am delighted that, in 2017, they are back with a vengeance.
Why do bees matter? First, they are exceptional animals in their own right. Although there are over 250 species of bee, including 25 species of bumblebee, they have some remarkable characteristics in common. For example, a bee can navigate in an astonishingly sophisticated way by a combination of using the angle of the sun, counting landmarks and exploiting electrical fields. Remarkably, they can exchange information with other bees about the precise location of the perfect flower. Some evidence suggests they do so using movements known as a “waggle dance.”
Beyond their own intrinsic value, bees play a vital role in the broader environment. That role was summarised beautifully by the poet Kahlil Gibran:
“To the bee, a flower is the fountain of life.
And to the flower, the bee is a messenger of love.”
I agree with that. It is also vital that we have happy farmers, because farmers are crucial custodians of the countryside. It seems perfectly possible to have a thriving farming community and a thriving community of bees and pollinators too.
In the vanguard of the fight to support bees and pollinators are our nation’s beekeepers; I am pleased to say that their numbers are growing. In 2013, according to the National Bee Unit’s database, there were over 29,000 beekeepers in England, managing around 126,000 colonies. That is nearly double compared with 2008. I pay tribute to the Gloucestershire Beekeepers Association in Uckington near Cheltenham, which does such excellent work.
I am proud too of the Government’s role in this field. It is good news that the Government have spent between £1.5 million and £2 million on protecting honey bees in each of the last five years. That has included tackling disease outbreaks and monitoring for exotic pests such as the Asian hornet. An enormous amount of good work is being done via the national pollinator strategy, launched in 2014, which is a 10-year plan to
“improve the state of our bees and other pollinating insects”.
That includes working with farmers and the public to expand availability of food and habitat resources and so on.
In the time available, I will turn to the neonicotinoid debate, which has been a difficult one. In December 2013 the EU restricted the use of three neonicotinoids on a number of crops attractive to bees, including oilseed rape, following concerns that queen bees exposed to the pesticide were 26% less likely to be able to start a new colony. However, at that stage the science was rudimentary at best and the UK did not follow suit. Since then, the evidence base has grown dramatically. A pan-European study in June 2017, which covered a crop area equivalent to 3,000 football pitches in the UK, Germany and Hungary, found that increasing levels of neonicotinoid residues in the nests of wild bee species were linked with lower reproductive success, and that exposure to treated crops reduced the overwintering success of honey bee colonies.
When, earlier this year, the European Commission proposed further restricting the use of those pesticides to plants that spend their entire life cycle in permanent greenhouses, the expert advisory committee backed its decision. As I have already indicated, it is important to take account of the impact on farmers. I was pleased to note that, in the first year without access to these seed treatments, UK oilseed rape yield increased by 6.9%, according to Friends of the Earth.
As we prepare to leave the EU, I believe that now is not the time to roll back measures to protect our bees. Instead, we should enhance them. As I have already indicated, there is already a strong platform to build on, but we must go further. The national pollinator strategy, which currently supports pollinators through the mandatory and incentivised common agricultural policy measures, can be made to operate more widely still. Farmers and growers across pastoral, mixed and arable farmland are ideally placed to improve the quantity and quality of flower-rich habitats. Let us use our new freedoms to make full use of that potential. Agri-environment schemes such as buffer strips, hay meadows and wild flowers can and should make a huge difference.
As we look to the future, we must create a country that cherishes and promotes biodiversity. We must recognise that quality of life is measured not purely in pounds, shillings and pence but in the quality of our environment and the richness of the plants and animals we encounter on a walk down the Honeybourne railway line in my constituency or high up on the Cotswold escarpment. Let us continue to do everything we can to reverse the decline of our pollinators. If we carry on with that vital work, we can ensure that the broad, sunlit uplands that we all want future generations to inherit will echo to the sound of the bumblebee.
The debate runs until 5.30 pm. I have to call the Front-Benchers at 5.07 pm, and the recommended speech limits are five minutes for the Scottish National party spokesman, five minutes for the Opposition spokesman and 10 minutes for the Minister. Then we will hear from Mr Chalk for three minutes summing up at the end. That means we have 22 minutes and four speakers; if I impose a time limit of five and a half minutes, you should all get in.
My hon. Friend makes a key point. I would perhaps use the APPG’s position change to advocate that the NFU comes with us.
Friends of the Earth was most annoyed, quite frankly, that the APPG was not tending absolutely to the view that neonicotinoids are bad and should be banned conclusively. Our view was that we should wait for field-based research to conclusively show that that is the case. I believe that such field-based research has now come through with these two studies, and therefore it behoves the NFU to take the same approach. As has been pointed out, the farming industry is worth £100 billion. Farmers should embrace the need to protect pollinators, because they effectively are the start of production. It is time the NFU came with us.
It is also right that we continue to follow science and see if there is any scientific evolution with regard to neonics to fix the bad impacts that currently exist. We should never close the door to that, but it behoves the NFU to get behind the latest viewpoint and move forward. That would delight Friends of the Earth.
I should also say, in the 20 seconds remaining, that I am the champion for one of the solitary bees that is alive and well in Gatwick. I am not sure that that will further the cause of my hon. Friend the Member for Richmond Park in terms of which airport should be expanded, but I am sure that bee will continue to survive in Gatwick.
I welcome the Government’s change of approach, and the APPG is very much with the Government’s change of direction.
