Commons ChamberIt is totally unacceptable that shop theft and violence and abuse towards retail workers have continued to rise, particularly over the last two years of the previous Government, when they went up by 60%. We are asking retail workers to perform a significant act of public service as they enforce restrictions on the sale of items including cigarettes, alcohol and knives. As I have set out, the bespoke offence in the Crime and Policing Bill will help to shine a spotlight on the problem and ensure that we bring perpetrators to book. The Bill will also ensure that the sanction of a criminal behaviour order can be attached to a conviction for assaulting a retail worker, which will help to protect retail workers.
Whether at Asda in Basildon or Waitrose in Billericay, there have been real issues with shop thefts, particularly by organised gangs, which often come from outside the local area. They come in, ransack stores and then drive away. What is the Minister doing to address the issues that go beyond local theft and are actually a nationwide gang issue?
The right hon. Gentleman raises a really important point. We will continue to crack down on the organised gangs that target retailers. As we have set out, we will provide £5 million over the next three years to continue to fund a specialist analysis team within Opal, the national police intelligence unit for serious organised acquisitive crime, to share information and make sure that retailers are part of the conversation. We are doing everything we can to tackle organised gangs.

I rise to speak in support of six of the new clauses that go to the heart of our responsibilities as legislators—safeguarding children, restoring public confidence in the law and defending free expression—although due to the lack of time, I will not be able to go into them all in detail.
New clause 45, standing in my name, seeks to ensure that where an individual under the age of 18 has been cautioned or convicted of a child sex offence, the police must notify any organisation that that child is involved in, where they are with other children, or an organisation that that person is seeking to join. This new clause stems from a real case in my own constituency and would close a dangerous and demonstrably harmful safeguarding loophole, which I have already discussed privately with the Under-Secretary of State for the Home Department, the hon. Member for Birmingham Yardley (Jess Phillips). I hope that the Government will look at this as they take this legislation through the other place.
New clause 46, also standing my name, addresses another gap in legislation: a person’s ability to buy a car without providing any form of verifiable ID, or indeed proving that they can actually drive. This is in memory of Andrew Rowlands, with the support of his family, and it would make it harder for criminals and reckless drivers to use untraceable vehicles with impunity and kill people, as happened in Andrew’s case.
New clause 108, tabled by my hon. Friend the Member for West Suffolk (Nick Timothy), seeks to reaffirm the right to speak freely about religion or belief, including criticism, satire and dissent, by restoring clarity to our public order laws. I know he will be speaking to it later, and I wholly support it. It is closely aligned to new clause 7, which is being put forward by the Opposition Front Bench today. We need to start addressing some of these non-crime hate incidents, which I think are becoming a pernicious attack upon freedom in our society.
More broadly, it was great to hear the hon. Member for Lowestoft (Jess Asato) speak about pornography and some of the amendments she has put forward. I support new clause 103. In fact, I have been doing some work recently with the British Board of Film Classification because there are clearly major issues between what is allowed to be broadcast and age rated within traditional broadcast settings and what is available online. There is a growing body of evidence linking violent and abusive pornography with increased rates of sexual aggression, especially towards women and girls. I fully support the new clause and hope that the Government pay attention to what the hon. Member proposed.
I support new clause 150 relating to cousin marriage. I am glad that the Opposition Front Bench has put it forward, and I spoke at length about the matter earlier in Westminster Hall. This is not a knee-jerk reaction; it represents the next logical step in a serious and ongoing effort to protect the vulnerable and promote social cohesion. I have already introduced a private Member’s Bill in this Session on the marriage element, following the successful challenge banning virginity testing and hymenoplasty in the last Session, because when it comes to protecting women and men from outdated, coercive and harmful practices, this House must not look the other way.
This is not about race or religion; it is about freedom, societal cohesion and health. It is about freedom because consent is meaningless when extended families can pressure young men and women into cousin marriages that they do not want. We must stand up for those without a voice and give them the legal backing to say no. It is about cohesion because multigenerational cousin marriage often fosters huge issues around social segregation, locking individuals into closed systems of authority. When countries like Norway and Denmark have acted decisively, there is no excuse for this country to lag behind others with progressive credentials. It is about health because there is a real risk. The Born in Bradford study, which has been going on for many years, has found the real societal implications, and we still do not know the full side effects of multigenerational first cousin marriages.
We rightly prohibit relationships where power distorts consent—between teachers and pupils, doctors and patients, and within close family settings. The same logic clearly applies here as well. This new clause is rooted in compassion, not condemnation. It speaks to freedom, especially for women, and the courage to legislate where silence simply causes harm.
Each of these amendments addresses a different risk—child safety, public accountability and freedom of expression—but they are united in the common principle that the law should protect the vulnerable, demand responsibility, and preserve the freedoms on which a healthy and confident society depends.

I rise to support new clause 122, tabled by my hon. Friend the Member for North Warwickshire and Bedworth (Rachel Taylor).
In 2007, Fiona Pilkington drove herself and her 18-year-old daughter, Francecca Hardwick, to a lay-by near her home. She also took the family’s pet rabbit to soothe her daughter, who had severe learning disabilities. She then set the car on fire, killing them both. An inquest two years later heard how the family had been kept virtual prisoners in their home by youths who threw stones, flour and other objects and kept up a relentless stream of abuse. At the time, the Independent Police Complaints Commission concluded that one of the police’s main failings was in not identifying the abuse as hate crime.
The case prompted wider concern that many police forces were failing to properly identify hate crimes motivated by disability, and thus treating them as low-priority antisocial behaviour—something disability campaigners say too often remains the case. I am proud that last year our Labour manifesto
“committed to championing the rights of disabled people and to the principle of working with them, so that their views and voices will be at the heart of all we do.”
I support my hon. Friend’s new clause 122, which would implement our manifesto commitment to protect LGBT+ and disabled people by making all existing strands of hate crime an aggravated offence. The new clause would finally place the Law Commission’s recommendations on a statutory footing. As the commission has said:
“It is undesirable for the current law to give the impression of a ‘hierarchy’ of victims.”
The Bill will be powerful in delivering the Government’s safer streets mission and plan for change. It will help to tackle the crimes that matter most to communities but that have been ignored for too long, after 14 years of the Tory dereliction of duty on law and order.

I absolutely do not expect it to do that. Baroness Casey is seeking to do an audit of the problem profiles around the country, looking at exactly where the data does or does not exist and where there are failings. It was intended to be a rapid audit. The framework for good local inquiries is being worked on by a series of experts, including Tom Crowther and Alexis Jay. Details of the fund that local authorities can apply to will also be published by the end of May.
I am sure the Minister shares my concern that, to date, no one has been convicted of covering up these horrendous crimes, including sexual abuse and gang rape. What is the plan to ensure that people are held to account, because it is quite clear, as the Minister said in her earlier remarks, that the cover-ups perpetuated the crimes, not just historically but potentially continuing to this very day?

Commons ChamberThe hon. Lady will know that child grooming falls under the portfolio of the Safeguarding Minister who, during the Conservatives’ time in office, had dozens of meetings on that topic. I had multiple meetings on Operation Soteria, which is designed to combat rape and serious sexual assault.
I think that you, Madam Deputy Speaker, are keen to move on to Back-Bench speeches, since there is so much interest in this Bill.
There are a lot of really good things in this Bill that my right hon. Friend has not mentioned, particularly around tackling violence against women and girls, with the legislation on stalking. Some of that work was carried out cross-party over the past few years, such as on increasing the age of consent for marriage from 16 to 18, and tackling forced marriage issues, hymenoplasty and virginity testing, which I helped put through in the last Parliament. Does my right hon. Friend agree that we should try to convince the Government to introduce legislation around first cousin marriage—a very serious issue—and include in this legislation some of the sexual offences that relate to that?
I support my hon. Friend’s proposals around first cousin marriage. The health implications are deeply alarming. We could take that forward in the Bill and put it to a vote of the House.
Lastly, will the Policing Minister provide an update on the use of technology to combat crime, particularly the use of retrospective and live facial recognition, which enables the police to catch criminals who would otherwise not be caught? She knows that I support that strongly, and I would gladly support her if she wants to continue that work.

Commons ChamberI completely understand my hon. Friend’s point about the fear felt, and the chilling effect that I am certain there will be in a number of communities. He has asked me for practical measures; I gently ask him to be a little patient, because I will have more to say about these matters very soon.
Government and Opposition Members have asked the Minister several times whether the Chinese ambassador has been summoned to be held to account for these actions. This House deserves an answer from the Minister. A lot of these people face kidnap plots. What investigations are being undertaken into those?

Commons ChamberI will try to be brief. I thank the hon. Member for Wrexham (Andrew Ranger) for bringing forward this important Bill. Pubs are incredibly important places for more than just enjoying a drink: they are at the heart of local communities up and down the country and bring people together in a truly unique way, which is ever more important in this modern world. The sector is also an integral part of our cultural heritage and a significant contributor to our economy, with almost 1 million people working in it.
Like the hon. Gentleman, I started my working life in licensed premises. From traditional pubs in Basildon and Billericay, such as the Chequers on Billericay High Street, to the more modern Beehive in Basildon, the bar at the Laindon Community Centre and the taproom at the Billericay Brewery, local pubs across our communities come in all shapes and sizes. Hard-working landlords, owners and staff make these local institutions what they are.
Our pubs have faced a tough time. During the last Parliament, I won the parliamentarian of the year award from the all-party parliamentary beer group for my work to push forward on the draught beer duty relief. This Bill is another small but important step to help our pubs. It is limited and sensible, and simplifying the process to allow pubs to open for key moments that bind our country together, whether it is a national celebration, a sporting event or a royal wedding, is a sensible step forward.
There are obviously bigger factors to decide whether pubs in this country stay open—this is not the day to go into VAT, national insurance and so on—but, through this Bill, the hon. Member for Wrexham presents the House with a real opportunity to make a meaningful difference and support our pubs in an immediate and practical way for the future. The Licensing Hours Extensions Bill is a targeted measure to allow pubs to remain open during those moments that can really instil national pride in our country and bring us together in our public houses. Let us support it and work towards a thriving and resilient pub sector.

The hon. Member is absolutely right; we need to look at why women do not have confidence in reporting to police. Some of that will be because of the numbers that we have seen go through to prosecution, and because of their worries that it will get worse for them before it gets better and about the protection they may or may not receive.
However, I am really proud to be part of a Government that has declared violence against women and girls to be a national emergency. I am proud of the work we have already done, committing to halve it, with the introduction of the domestic abuse protection orders to give great greater protection to women, Raneem’s law to transform how police handle domestic violence calls, workplace harassment laws, new protections for victims of stalking, and making spiking a specific criminal offence. No doubt that is down to the amazing women we have leading on this issue in Government, not least my hon. Friend the Minister, the Under-Secretary of State for Justice, my hon. Friend the Member for Pontypridd (Alex Davies-Jones), and my right hon. Friend the Home Secretary, and their absolute commitment and tireless work on this issue.
I congratulate the hon. Lady on securing this debate. What she is saying is absolutely right. Does she agree that changes in law made in this place can help lead to broader cultural change in society? We need to be at the forefront of these changes. Sometimes it can be quite difficult, but we must pick up that challenge, particularly when it comes to tackling violence against women and girls.

I thank the hon. Member for his intervention; I absolutely agree. When we see Members from across the House raising this issue in Northern Ireland questions, Westminster Hall and in the various debates we have, we know that it will have an impact on not only what the Government do but how men and women perceive this issue in our communities.
I want to talk about those perceptions, particularly the perceptions of young men. We often hear the platitude that for women it has always been this way, but is that actually true? A 2024 Crown Prosecution Service survey of 18 to 24-year-old men shows that it is not. Half of 18 to 24-year-olds think that it is not rape if the victim does not resist or fight back. Over half think that being in a relationship or marriage means that consent to sex can be assumed. Two thirds believe that if a person says online that they want to meet up and have sex, they are entitled to the sex when they meet, no matter whether the individual changes their mind. More than half think that if a man has been drinking or taking drugs, he is not responsible for the rapes he commits.

Commons ChamberI am grateful to my hon. Friend for raising that important issue. As she knows, there will be post-legislative scrutiny of the legislation passed by the previous Government. As the previous Government agreed, it will be considered in due course.
Recent footage of Metropolitan police officers saying that the description of Hezbollah as a terror group was a matter of “opinion” is alarming. The officers in question were deployed to a march in central London where support for Hezbollah was openly displayed, yet many offenders were only identified by photos on social media after the event. Will the Minister ensure that all officers are fully briefed on the proscribed status of Hezbollah, Hamas and other terrorist organisations, so that offenders are arrested on the spot, and not allowed to spew antisemitic hate on our streets?
We are all clear that Hezbollah are a proscribed organisation. The police take great care when they police protests; there is a great deal of briefing for officers beforehand. However, the way that those protests are policed is operationally independent. I have been to see and talk to officers who are on the frontline at those protests, and I know that it is a difficult job. We should all say a big “thank you” for the work that they do. There have been many protests over the last 12 months that the police have dealt with, and many officers have had rest days cancelled to ensure adequate policing on our streets.
As part of the spending review, we want to consider police funding in the round, including how police funding is allocated to forces. The sector, including the Association of Police and Crime Commissioners and the National Police Chiefs’ Council, is engaged in the process.
The Government are committed to bringing down legal migration. We will do so by making sure that British workers are upskilled in key sectors, with new requirements for employers to address skills shortages, and by introducing new training and workforce plans so that overseas recruitment does not remain the default for filling skills shortages in the UK.
