My right hon. Friend highlights a report that was published on that issue over the past week or so. My focus is on getting the parties together to reach an agreement within the three weeks. As I said, I think that that is doable with urgency and a sense of good will. That is what we need to focus on.

Today is a rather sombre day in that it marks the Ides of March, but this Friday we will have the opportunity to hail glorious St Patrick. If you will allow me, Mr Speaker, I will wish you and the House the happiest St Patrick’s day in advance.

Like many Members, I cannot remember a more serious time since the Good Friday agreement was signed, and I say on behalf of my Opposition colleagues that normal hostilities are suspended. We will be offering unequivocal support to the Secretary of State, the Minister and the Government. The time for internecine dispute in this place is over; the time for constructive engagement and working together is here and now. In that tone, and with reference to the talks the Secretary of State mentioned earlier, has there been a roundtable plenary involving any or all of the parties?

I thank the hon. Gentleman for his support. I think we share a cross-party approach on the serious issue of ensuring that we get an Executive back in place, delivering for Northern Ireland and following through on commitments and, indeed, the expectations of the public. I hope he will understand that I will not provide a running narrative on the talks, but I can say that I believe progress is being made. Some significant issues still need to be resolved, but we are none the less approaching this with good will.

I entirely accept that there is good will, but I am slightly concerned about the statement by the leader of one of the Northern Irish parties that some meetings have been cancelled. I wish to give the Secretary of State a fair following wind, as do we all. Has he received any representation from the charitable sector within Northern Ireland about problems it is facing due to the budgetary impasse?

The hon. Gentleman makes an important point, and it goes back to the fact that a budget has not been set, which has created uncertainty. We need to see the Executive in place within the three-week timescale, because there could be implications for a range of different issues within Northern Ireland. That is why the community and voluntary sector, the faith community and the business community have been firmly underlining the clear need to get devolved government working, stable and back, and that is where our focus needs to be.

We stand behind the Belfast agreement and the principle of consent that is contained within it. The hon. Gentleman will have heard what the Prime Minister said on that issue yesterday. Of course we recognise that there are significant issues, which is why we have said that we do not want to see a return to the borders of the past and that we recognise the desire for an expansive free trade agreement with the EU. It is important that we continue that dialogue and discourse and that we focus on these serious issues in that way.

My hon. Friend the Member for Ilford South (Mike Gapes) is right to refer to the role of the Irish Government, and I praise the Secretary of State for the good working relationship he has established with Minister Flanagan. I thank him for the statements made by his Minister yesterday at yet another of the many St Patrick’s day celebrations, when he paid tribute not only to the role of our co-guarantor of the Good Friday agreement, the Dublin Government, but to Ambassador Dan Mulhall, who will be leaving us in London for Washington. Does the Secretary of State agree that Ambassador Mulhall has been a perfect example of how we can work together in the interests of all?

I have very much enjoyed and appreciated working with Ambassador Mulhall, whom we wish well in his new and perhaps challenging and exciting role. It is important to underline the strong relationship we have with the Irish Government on a range of issues. We want to see that continuing into the future, and that engagement will be continued with that spirit in mind.

I congratulate the Secretary of State on an impassioned presentation. I think he spoke for all of us in this House and outside; his words were right, powerful, important and proportionate.

Today we may be speaking of the past, but the issues we are discussing have not gone away and there are still problems today. Yesterday’s incident in Ardanlee, which has been referred to, with a bomb exploding in the Culmore area, reminds us that what we do today has relevance. We are not just looking backwards. We are looking at the current situation, and we have to look forward to the implementation of Stormont House to ensure that there are no more incidents like that. The right hon. Member for Lagan Valley (Sir Jeffrey M. Donaldson) was right to enunciate that terrifying litany of horror and place it on the record. We must never, ever begin to approach that scale of terror and horror again. All of us, surely, are united in that. Yesterday, Debbie Watters said that the police officer had a “very lucky escape”. That was the reality of it. Today people are still wearing the uniform and putting their lives on the line, and we have a bounden duty to support them.

That is why the Opposition welcome the DUP’s motion. Its wording is very sensible. How could we argue with the call that all

“processes for investigating and prosecuting legacy cases…are balanced and fair”?

We do not oppose that; we support it. We think it is absolutely right. Far be it from me to criticise the wording of the DUP motion, but I think it was significant when the Secretary of State added the word “proportional”.

It is important that we raise these matters on the Floor of the House. There is still a tendency in some parts to believe that what happens in Northern Ireland goes on in the wings, rather than centre stage. There are still some people who think that Northern Ireland is settled, over and finished—that it is a small part of the United Kingdom and a long way geographically, politically and economically from us here in Westminster. I give credit to all right hon. and hon. Members who bring Northern Irish business to the Floor of the House—it must be done. We have an absolute duty to consider these matters at every opportunity. On many occasions, I have heard speeches in the House on this subject that would stand the test of any of the great parliamentary speeches we have ever heard—the issue is that crucial.

Today is an odd day in that the eyes of the political establishment may be on other places, such as Copeland or Stoke. People might even be thinking of 2 March. It is almost irresistible to draw the House’s attention to the extreme irony of today’s Times of London newspaper, which describes the renewable heat incentive as wasting £450 million in Great Britain—

A year, as the hon. Gentleman rightly says.

Far be it from me to further impugn the reputation of Chris Huhne, but the temptation is there, and it cannot be denied that he was the Minister who came up with the idea. I have to say that those of us here have our own share of responsibility for not making more of an issue of it at the time. I think we can begin to understand why it was so attractive in Stormont at that time. I also see from today’s Times that Mr Huhne is now the European chairman of

“a US supplier of wood pellets.”

I leave those words hanging in the air, slowly smouldering in the Drax power station, as tons and tons of Canadian forest are chipped up, pelleted and brought over here.

Does the hon. Gentleman agree that the revelation in today’s Times, outlandish as it might seem, has not led to a crisis of government here and has not led to in-depth investigation teams at the BBC trying to establish guilt before any investigation has taken place? For whatever reason, some broadcasters seem to have double standards when dealing with the waste of public money.

Oh, Madam Deputy Speaker, how tempting it would be to follow the hon. Gentleman down the primrose path towards which he leads the innocent parliamentarian, but I have known him for longer than both he and I have been in this House and am able, on this occasion, to resist his blandishments.

Will the hon. Gentleman note that when the same scheme came to Northern Ireland, 120 words, which was the cap, were taken out of it, and that is the whole reason why Stormont is now falling apart?

I crave the House’s indulgence and apologise for diverting us from an extremely important issue. Given that we are talking about Northern Ireland and 2 March is crucial, and that there is clearly a causal link, it was reasonable to mention the subject. It is equally reasonable to move on.

The Opposition will not oppose the motion. We will obviously support the wording, with which we agree, but let us try to get some facts right. An enormous amount of statistical evidence has been thrown about. Yesterday, the Prime Minister made comments at the Dispatch Box about the various percentages, proportions and numbers. This morning, the Police Service of Northern Ireland said that it is currently investigating 1,118 cases, of which 530 are attributed to republican paramilitaries, 271 to loyalist paramilitaries, 354 to security forces and 33 to unknown perpetrators. That gives a security forces percentage of 32%. However, in many ways that is not the issue. One of the key points is not just that 55 detectives in four teams are working on the matter, but that, if we try to break such things down and say that one side is more responsible than another—we can make such points and, as politicians, we have the duty and the responsibility to do so—we must bear in mind that the past has to be looked at objectively and with utter clarity. We have to investigate every aspect of it.

The hon. Member for Canterbury (Sir Julian Brazier) said that a tiny percentage of murders may have been committed by people in uniform—that was his analysis—horrifying though that sounds. If that is the case, with the higher duty that people who wear the Queen’s uniform have, each one must be investigated. That is key: everybody and everything must be investigated. There can be no concealed errors and no untouched dark corners. We have to look into every part of the past 30 years.

The shadow Minister will accept that one of the only cases in Northern Ireland of a miscarriage of justice, which resulted in people who had been charged with murder being released and exonerated, involved three former Ulster Defence Regiment soldiers—it is known as the Armagh Four or the UDR Four. That case alone removed from the books some 25% of the allegations against the UDR. That, too, should be reflected.

I bow to the hon. Gentleman. He knows far more about the subject than me. He lived through it in a way that I cannot even claim to have approximated. However, that is not necessarily the issue. We are not considering whether removing a group of people from a particular list equals a particular statistical anomaly. That is not what we are on about.

Today, we are talking about, first, a fair and proportionate investigation into every aspect of the troubles and, secondly, how best to progress matters to implement the Stormont House agreement. Thirdly, and perhaps most importantly, we are discussing how to build on a peace process that has as an essential component—

I appreciate that it is not me who is popular, but the words that hon. Members have to say, which need to be heard by the House. Can we please try to concentrate on building on the peace process? That is why the Opposition endorse and support the words in the DUP motion.

The hon. Gentleman is right that there needs to be fairness. However, does he understand that there is a widespread and growing feeling in the House that the investigations in Northern Ireland are not fair and that they are disproportionate? My right hon. Friend the Secretary of State said that we have a free press in this country, but the law firm of Campbell and Caher is sending out letters to newspapers in this country saying that if they report anything that it perceives as criticism of the impartiality of the authorities in Northern Ireland, legal proceedings will ensue. Therefore, what I am saying in the House is not reported in newspapers in my constituency because of fear of prosecution. Does the hon. Gentleman agree that if fairness is to be seen to be done in Northern Ireland, criticism of the conduct of the investigations must be tolerated?

The hon. Gentleman has already ventilated those points. He has made them again and, as ever, his voice will be not denied but heard. However, we are here today not to kick the legal profession, although that is also tempting, but, hopefully, to move on. On the issue of the individual who has been named, that was then. Today we are talking about something far more important: moving forward.

Does my hon. Friend agree that the most pressing issue is not only the need for temperate language, but that, on the far side of the election, we will have political institutions up and running and there will be parallel negotiations to reach a conclusion on this matter? The one thing that victims want is closure. Too many people are in pain in Northern Ireland. Young people want to move on to deal with health, education and the economy, because those are the pressing issues that face us daily.

Not for the first time, the hon. Lady speaks an enormous amount of good sense. Her comments should be our watchword for the rest of the debate.

There cannot be progress to the future without completely settling the issues of the past. There has to be closure, investigation and the disinfectant of sunlight, to coin a phrase. We have to move on, certain in the knowledge that we have done everything to investigate the past.

There are many hon. Members from whom I want to hear. I close by saying that the Opposition have great respect for those who serve and have served in our armed forces, and who take pride in the work that they have done. On the very few occasions when there might be a possibility of action outside the law, those claims must be investigated fully. It is crucial to say that those who wear the uniform would want such cases to be investigated. No one wants an exemption for members of the armed forces.

A great deal of sense has been spoken today, and doubtless there will be more. Let us try to get through 2 March. I greatly hope that the new Assembly will be up and running and that the Stormont House agreement will be implemented. I hope that we will have debates about the great and glorious future of Northern Ireland in which we will talk about a prosperous economy and people who have pride in that extraordinary part of the world. I hope that we will look not backwards but forward to a glorious, sunlit future. Every single person in Northern Ireland deserves the right to peace and prosperity. They have earned it, and I hope that the House will give them a fair wind and our support.

I am very pleased, as always, to follow the hon. Member for Canterbury (Sir Julian Brazier), and I thank him for all that he has done in his service to his country both here and in operations. I also pay tribute to everyone who has spoken thus far. My right hon. Friend the Member for Lagan Valley (Sir Jeffrey M. Donaldson) powerfully set out the case, which is reflected in the country at large, on the approach to these issues. I thank the shadow junior Minister, the hon. Member for Ealing North (Stephen Pound), for his words, too. In particular, I pay tribute to the Government for the fact that not only is the junior Minister present, along with representatives from the Ministry of Defence, but the Secretary of State for Northern Ireland has contributed to this debate. That is appreciated by Democratic Unionist party Members.

May I also, most importantly, pay tribute to the members of our security forces—those who have served and those who continue to serve? As the Member for Belfast North, I am only too well aware of the enormous sacrifice made over the years by the members of the security forces in protecting life and limb and property in my constituency and across Northern Ireland. The recent example where a police officer was injured—thankfully, not seriously—in my constituency and what happened just the other day in County Londonderry, which has been referred to, show the continuing risks that members of our security forces face in the service of us all, and they deserve our admiration, pride and grateful thanks.

How we deal with legacy issues in Northern Ireland is important for innocent victims and their families first and foremost, but it has a deeper significance. How we respond to current feelings—they have been highlighted at length thus far—in the process will reflect our commitment to fairness and justice right across the United Kingdom, and there is a very real view and perception that those who defended our communities from attack are being investigated disproportionately and with greater zeal than those who brought terror to our land.

The facts bear that out; it is not just a perception. It has been amply demonstrated in the contributions thus far that there is substance to that perception. Many of our armed forces veterans have heard a knock on the door early in the morning and been hauled in by police for interrogation about events that took place many years ago. We have heard examples from Conservative Members of exactly that having happened—houses being invaded and searched, and reputations tarnished. We on the DUP Benches are not prepared to stand back and see those who have bravely served the people of Northern Ireland and the people of this country generally in their darkest hour be hounded and unfairly vilified.

We believe that investigations into historical cases must be balanced and proportionate. It is wrong that our former members of the security forces are subject to a different set of rules from those who sought to do them and us harm. My right hon. Friend the Member for Lagan Valley has set out how the provisions of the Belfast agreement gave special dispensation and special measures for paramilitaries and those who have been imprisoned but did nothing for our security forces. That is wrong.

Operation Banner was the longest military deployment in British history. More than 250,000 men and women served in the armed forces and in the Royal Ulster Constabulary during that time. It is right to emphasise the fact that more than 7,000 awards for bravery were made, and that more than 1,100 security service personnel were murdered in the course of their duties, with countless others bearing mental and physical scars from those days. Without their dedication to making people safe, as the Secretary of State rightly said, and without their sacrifice, terrorism would not have been defeated and the roots of peace could not have taken hold to get us to where we are today. Flawed and difficult as it is, we are in a much better place as a result of the work and sacrifices of our security forces. They defended us, and we must defend them. We must never forget that paramilitary terrorists, republican and loyalist, were responsible for some 90% of the deaths during the so-called troubles.

The way in which we address the legacy must reflect what actually happened. No one on these Benches is saying that people are above the law. The actions of the security forces must be held to the highest levels of professionalism and must of course be properly investigated. In saying that, we must also remember the difficult context in which people in the security forces and the police were operating at the time. They were operating in a climate of fear and terror created by terrorists who went out of their way to target and murder not only innocent civilians but detectives and others who were involved in investigating crime. Moreover, policing practices across the United Kingdom were far removed from those used today. To suggest that misconduct was rife is a deliberate distortion. It is a narrative of the troubles that is not justified by the facts, and we in this House must reject such revisionism. The hon. Member for South West Wiltshire (Dr Murrison) said earlier that there was a danger of the past being rewritten and the propaganda war being won. Yes, that is a danger, but we must not allow it to happen. We must ensure that the past is not rewritten in the way that the terrorists and their sympathisers would like.

This is an important debate. I will not go over all the statistics given by previous speakers, but we in Northern Ireland owe a great debt of gratitude to those who held the ring for 40 years in the face of a sustained terrorist campaign. It is wrong that as a result of republican attempts to rewrite the history of the troubles those people are now being subjected to a witch-hunt and being made the scapegoats for what happened during those 40 years. I warn the House that if Members think that what we have seen to date has been unfair, one can be absolutely sure that Sinn Féin will ramp up the pressure after the Northern Ireland election to ensure that more soldiers and policemen are dragged into the dock. The classified documents of the police and the Ministry of Defence will be open for scrutiny by smart lawyers in the courts—all of which is an attempt to rewrite history. The election is not about a failed heating scheme, as suggested by the shadow Minister; it is all about Sinn Féin thinking it has an opportunity to rerun the last election, to come out stronger and to put pressure on a Government who will be dead keen to get it back into government. Their price will be the sacrifice of policemen and soldiers in the courts through an unfair system.

Members are right to be concerned about what we have heard today. The system is already unfair because the cases have been disproportionately skewed towards those in the security forces. As has been asked already, why are those in the legal and justice system in Northern Ireland shouting so loudly, and trying to silence the press, about what has happened if they do not believe that if the decisions were looked at closely they would be seen to be disproportionate? From the Attorney General for Northern Ireland to the Director of Public Prosecutions for Northern Ireland and right up to the Chief Constable of the PSNI, we have heard denials that the cases have been disproportionate. Yet the figures are clear: 30% of the cases being investigated at present involve the security forces, but only 10% of the people killed in Northern Ireland during the troubles were killed by security force action. The hon. Member for Canterbury (Sir Julian Brazier) made the point well that all the terrorist cases involved murders. As for the deaths caused by the security forces, few could be claimed to have been unlawful or even to look unlawful.

For the benefit of the House, I want to make it absolutely clear that I was not in any way implying that the Assembly elections on 2 March are solely the result of the RHI issue. They are indicative of a wider feeling of distrust, which in many ways is being addressed by this debate today.

I thank the hon. Gentleman.

The system is unfair in its approach. Let us look at how terrorists have been treated. They have been given letters that excuse them from ever having to be in court. When Gerry Adams was questioned about his covering up of his paedophile brother, he was given the opportunity to nominate which police station he wanted to go to and when he would like to be interviewed. His house was not raided. He was not hauled out of his bed. He was not dragged across the water to be questioned, unlike some soldiers based in Great Britain; it was done at his convenience. However, when it comes to the soldiers, I want to know who gave the instructions for early-morning raids on pensioners’ homes. Instead of police officers from Northern Ireland coming over to question people in their own town or local police station, these people had to be dragged to Northern Ireland and then restrictive bail conditions, which were never put on terrorists, were placed on them, so the system is unfair in its approach. Was that a result of direction by the Director of Public Prosecutions? Was it a decision made by the Chief Constable? Was it a decision by the police in the jurisdiction where the people lived? I have asked the Chief Constable for answers to those questions and have not been able to get them.

Finally, the system is unfair due to the inadequacy and imbalance of information. I do not accept the Secretary of State’s explanation that there will be plenty of information about the terrorists because we will have all the police files. Many of those files have disappeared, and many cases were never even investigated, but there will be detailed records of what the Army did. The only solution is to have a statute of limitations. Terrorists have had special conditions attached to them since the Good Friday agreement, and fairness should be attached to those who served in the security forces. People should not be dragged before the courts for things that happened 40 years ago, of which they have little recollection and for which even state records are difficult to turn up. I hope that this issue will not be forgotten and that we will sustain pressure on the Government to ensure fairness for those who served our country so well.

Just briefly. I appreciate the Minister giving way. On the point about our attitude and the optimism that we need, we all recognise that people have genuine concerns about the process, yet we must not talk down the Northern Ireland economy. We are trying to attract inward investment and to create some energy, enthusiasm and optimism for the opportunities of Brexit, which are what we must focus on.

I join those who have paid tribute to your chairing of the debate, Mr Pritchard. I also join those who have paid tribute to the right hon. Member for Lagan Valley (Sir Jeffrey M. Donaldson). I have known him for many years. He is a man who always speaks with utter—sometimes painful—honesty, but with the deepest sincerity. Anyone who has any doubt at all about the rawness of these issues should listen to the right hon. Gentleman’s speech, because that rawness still smarts today. We, as parliamentarians, and as co-guarantors of the Good Friday agreement in this country, have an absolute bounden duty to seek to achieve that which we all want: a peaceful, settled and secure Northern Ireland.

I also associate myself with the comments of the hon. Member for Fermanagh and South Tyrone (Tom Elliott). I joined him in what I have to say was a slightly unlikely occasion for me: the 12 July parades in Maguiresbridge. I talked to people for whom the border conflict is not a footnote in history but a bloodstained page in their own family lives and their own family bibles—people who actually lived through that horror.

I do not look at this from one particular perspective or another, and I certainly do not look at it with blinkered eyes. However, as the hon. Member for South West Wiltshire (Dr Murrison) quite rightly said, we expect higher standards from our armed forces. I see no comparison between terrorism and military action, but there have been occasions in the past when people in our armed forces have not acted in the best traditions of our armed forces. I do not think that any of us should pretend that there have not been occasions when matters have occurred that need to be investigated.

I do not believe that every single person in any single organisation can be completely exonerated. That might seem offensive to some people, and I apologise, but on behalf of the many who have served in the armed forces, there is no time or respect for people who act outside the law. Yes, it was a horrendous time, but there is still no excuse for anyone breaching their code of honour—and it is a code of honour that one subscribes to when one wears the Queen’s uniform.

However, the Stormont House agreement and the subsequent Fresh Start were about much more than that particular aspect. Hon. Members should not forget that it was welfare reform that ran the whole business into the sand. It is hard to think that it was agreed only in December 2014. At that time the issues were overwhelmingly ones of welfare reform, and also about the size of the Assembly. There were a huge number of other issues, including the winding up of the historical enquiries team and the introduction of another two or three bodies.

At that time, flags and parades was extremely important, as was the past. I pay credit to the right hon. Member for Belfast North (Mr Dodds) and all of those involved in winding down the Twaddell Avenue circumstances, which showed that, on occasion, we can actually achieve things. What seemed insoluble a few years ago has been solved, and I pay undiluted credit to all the people involved, at least two of whom are sitting in this room today. However, implementation of the Stormont House agreement is the subject we are talking about today; we are not talking solely about the Police Service of Northern Ireland.

Does the hon. Gentleman agree that the world looked at the peace process in Northern Ireland with huge admiration? It did many people sitting in this room enormous credit that they were able to swallow that agreement for the greater good. However, the world is also looking at the United Kingdom in a whole range of ways at the moment, and one of them is how we treat our veterans. This comes down to a matter of great interest for Britain’s perception in the world. Does the hon. Gentleman agree that that is something the Government would be well advised to consider?

I do not think that anyone would possibly cavil at the thought of respect for our military, our veterans and the military covenant. Equally, however, I do not think that anyone would say that without exception there has never been an incident in which a person wearing the Queen’s uniform acted outside that code of honour and those rules. That might be uncomfortable to say, but I think that we do our armed forces and our veterans a disservice if we say that they can do no wrong. After all, they are human beings.

The hon. Gentleman makes a good point. My problem with it is that one side in the conflict constantly referred to it as a war—it still does—so on one side there are people acting as they would in a war, where they can do terrible things, whereas the security forces are bound by very strict rules. I think that is the unfairness of it.

What we call something is less important than what actually happens. When someone is dying, when someone has been shot in the back, when someone has been bombed, when someone has been a victim on either side, whether it is called a war or murder is less important to their relatives back home who receive the message of the death of a loved one. I entirely understand that some people will seek to justify it on one side or the other, but we are talking here about the implementation of the Stormont House agreement and Fresh Start.

The hon. Member for Edinburgh North and Leith (Deidre Brock), who speaks for the Scottish National party, is absolutely right. One reason why the Fresh Start agreement was successful was that at that time the PSNI accepted and admitted that there was still dissident republican activity on the streets of Northern Ireland. That was one reason why the Democratic Unionist party went back into the Executive. I think that we should be concentrating on those issues. We have to look at the murders that are taking place today. We have to move forward. Yes, the past is a mighty weight on our shoulders and it cannot be denied, but we cannot allow it to crush us. We have to move forward.

I repeat the Minister’s comments about what a pleasure it is to serve under your chairmanship, Mr Howarth.

Some of what the Minister said should be taken as covering the entire purpose of why we are here today, and of “Fresh Start”. It is of course regulation 2 that says we are seeking to support

“long term peace and stability”.

Everything we do in connection with this legislation—in fact, all Northern Irish legislation—has to be seen through the prism of the preservation and enhancement of peace, and the embedding of the peace process.

I welcome the Minister to his post; he comes with a very good reputation. I met him in Belfast last week. I asked whether it was his first visit, but apparently it was his 15th. He has made a good impression already. I pay tribute to his predecessor, the hon. Member for Wyre and Preston North (Mr Wallace), and of course to the right hon. Member for Chipping Barnet (Mrs Villiers), for all the work they did on “Fresh Start”. It was only in September 2015 that Taoiseach Enda Kenny and the then Prime Minister, David Cameron, sat down with the right hon. Lady to agree the terms for this legislation. We have done a lot of work since then, which is very much to their credit. I do not think I am breaking any secrets when I say that it was a pretty arduous and torturous process, involving some long nights and a great many weeks away from home.

I have a few questions, but I shall not demur from the thrust of the Minister’s statement in any way. Before I start, I should say that the Opposition will support the regulations. I just referred to the hard work of predecessors; the hon. Member for Belfast East should also be credited for the extraordinary work that he did. I hope that you will allow me to pay credit to him on behalf of the Committee, Mr Howarth.

The Minister mentioned that, under regulation 3, the commission’s accounts and auditor’s reports will be published. Will he give us some idea of when that will take place? Will it be an annual process or a one-off? Will the reports be laid before the House? What will be the format?

I am slightly concerned about clause 1(3) of the Northern Ireland (Stormont Agreement and Implementation Plan) Act 2016, which is one of those marvellous clauses beloved by parliamentarians but loathed by the Treasury. It mentions the provision of

“such moneys, premises…and staff as the Secretary of State considers appropriate”—

in other words, as the Secretary of State sees fit. You and I have been around for a while, Mr Howarth, and tend to see the expression “as they see fit” and rub our hands together. Is this really a blank cheque? Will the House be updated on the expenditure? Will there be an additional request to the House for further funding? When will we know about the funding process, and particularly the cost of staffing and premises? I appreciate that premises are not normally discussed in detail in public Committee sittings, but I am concerned about the overall cost, rather than the location.

I am also concerned about the appointment of the commission. The hon. Member for Gedling (Vernon Coaker) and I called for the commission many years ago; it is a crucial part of the architecture of the peace process. I am interested to know what the Secretary of State’s system of appointment will be. Will the Secretary of State, the Deputy First Minister or the First Minister nominate the chair? Will the chair of the commission be elected from among the commissioners? What total number has been agreed on? Will the usual cross-community provisions apply? What would the Minister’s ideal composition of the commission be? As in all such matters, the sensitivities involved cannot be ignored. Those are minor points. I am not cavilling or carping, but I think it would help the Committee to receive an answer on those minor points of clarification.

I again thank all those who were involved in “Fresh Start”, which was not an easy achievement. Her Majesty’s Opposition will acquiesce to this statutory instrument.

My warmth towards you is similar, Mr Howarth, but you are right: I was talking directly about the hon. Member for Ealing North.

The hon. Gentleman’s comments about my predecessors are welcome, and I will make sure that both of them know about his kind words. I recognise that my involvement in delivering this SI comes towards the end of the process, but Members from both sides of the House and from both sides of the water have done a huge amount of work to ensure that we got to this point.

The annual reporting will include the audit element. I will be honest: I am not sure whether the reports will be placed in the Library or laid before the House, but I will make sure that we have confirmation on that. As for sensitivities around the appointments, there is a detailed process for making them, and I am happy to explain that in writing. For our part, the Secretary of State has looked at an extensive list of approved commissioners; I would not presume to know what the Irish Government are doing at this moment, but it is important that the shadow Minister understands the process, because he will engage with these people in future. I hope that gives him some clarification.

As far as money is concerned, despite the warmth between us, I am a Conservative, and I assure the hon. Gentleman that the £3 million is not a blank cheque. It will be there, but people will challenge what is spent and how it is spent. I look forward as much as he does to scrutinising the audit figures.

I know that there are opportunities to get on to the committee that the hon. Gentleman mentioned, and I will support him if he wants to do that. I know it is a big issue, and I say this as ex-services personnel myself: I want to make sure that this works, and that every partner—not just councils but health authorities and housing authorities—works together. But this is devolved, and it is up to the Executive to make it work. However, as someone with a history in this area, I will assist him in every way I can to ensure that that is delivered.

The shadow of the past hangs heavily over the questions that have been asked and there are many unquiet graves still on the island of Ireland. Bearing in mind that it is now 42 years since the atrocity of the Dublin-Monaghan bombings and in view of the vote in the Dáil Éireann, what contact and communication is the Minister having with the Irish Government on this question?

I agree that that act 42 years ago was appalling, and offer my sympathies to the families of those who were lost. There is a continuing dialogue with the Irish Government and their Foreign Minister. At the outset, may I commend the hon. Gentleman for his work? He and I have obviously had a number of discussions on issues of crime and security over many, many years. I welcome the publication of the Northern Ireland Executive’s action plan on tackling paramilitary activity, criminality and organised crime. This represents another significant milestone in terms of the commitment set out in the “Fresh Start” agreement. It provides a positive basis on which we can now move forward, and I look forward to the more detailed action plan, which will be published shortly.

May I warmly associate myself with the comments made by so many other people? I note that this is now my sixth opposite number facing me—it is almost as if I am being used as a training aid for young, thrusting Tories.

Last week, when my hon. Friend the Member for Blaydon (Mr Anderson) and I met Chief Constable George Hamilton, he expressed his grave concern about the implications for the European arrest warrant post-Brexit and the desire not to go back to the old extradition methods. What assurance can the Secretary of State give us that the European arrest warrant can survive post-Brexit?

I am always grateful to continue the interplay between myself and the hon. Gentleman in so many different ways. He makes a serious and important point about the European arrest warrant—something I was very conscious of in my previous role at the Home Office. I see this as a core part of the negotiations that the Home Secretary and others will be taking forward, recognising the huge benefit to the UK—and to Northern Ireland—of having those extradition arrangements under the European arrest warrant.

Mr Speaker and fellow Europeans, I have no doubt that the Secretary of State will join me and the House in welcoming the latest official trade figures, which show an increase in manufacturing exports. The value of goods exported in the last period was up by £6.6 billion—a 9% increase—from 2015. Interestingly, they also show that the majority of exports—52%—went to the EU, while the largest value increases were to the United States of America and South Korea. Does this not prove the case for remaining? Do we not have the best of both worlds? Do we not have an ideal opportunity to trade with the world’s biggest trading bloc and the major economies of the rest of the world? I am sure she will agree with that.

I agree with the Prime Minister’s statement that trade will continue after the referendum, whatever the result. He was clear that we would continue to trade with the EU if the British people choose on 23 June to leave the EU.

Like everyone present today, I congratulate the hon. Member for Upper Bann (David Simpson) on securing this timely and significant debate. It is entirely appropriate for the Labour party to associate itself with congratulations to Arlene Foster, who is soon to be First Minister, and the DUP for what I was going to call its crushing victory, but then I remembered that the hon. Gentleman referred to Northern Ireland as the centre of crushing equipment, and I did not want to make any read-across there.

I particularly thank the hon. Gentleman for educating the House, and not for the first time. In a long and not particularly distinguished parliamentary career, I have never, ever heard of the international world plumbing championships in Brazil. They were news to me. I am delighted that Katesbridge’s finest is now the world plumbing champion. I am not sure whether that links up to the Olympics and we will see relay rodding or synchronised soldering, or anything of that nature, but there is remarkable potential there and we should know more about it. That links to what the hon. Member for South Down (Ms Ritchie) said about tourism: I think “Northern Ireland—home of the world plumbing champion” has a ring to it.

The comment about Fortnum & Mason resonated slightly with me, but perhaps in a different direction. I happen to think that Quails of Banbridge is vastly superior to Fortnum & Mason. In my opinion, Fortnum & Mason is merely the Quails of London—not the other way round. When I next find myself in the company of the hon. Member for Upper Bann, I trust he will introduce me to his friends in Quails and that the appropriate discount will be made available.

The hon. Gentleman rightly introduced the debate by saying that although there is some good news, there must be realism. That is absolutely the point. We had bad news with Bombardier, and then some good news with Bombardier in connection with the CS100 jets. We have had some bad news in certain aspects but we have the continued triumph of Wrightbus and, in the field of skilled, high-quality engineering—ejector seats and various other areas—there is good news.

That good news has not, though, exactly reached the Assembly’s own research and information service, which described Northern Ireland as being

“viewed as having a low growth, low productivity, and low wage economy,”

with the additional problem of high levels of economic inactivity. There appears to be a disconnect between the optimism of the hon. Member for Strangford (Jim Shannon)—an optimism that I share—and many people’s perception. There is good news: we constantly refer to the proportion of public sector employment in Northern Ireland, and it is now down to around 27%. That has dropped considerably in the past few years. I do not lay that entirely at the feet of the Minister, but I am sure he will claim some responsibility.

The overarching point I want to make, which we heard made many times, is that made by the hon. Member for Foyle (Mark Durkan): we cannot fool ourselves into a culture of contentment. All is not rosy. I have great admiration for the hon. Member for Strangford and I would love to have him speaking on behalf of my party. We would employ him in party election broadcasts every single day because his optimism, sunny spirits and marvellous skills at converting people are greatly prized—I have seen him in action in Ards—but it is not all good news.

The shadow that hangs over everything is, I am afraid, Brexit. I appreciate that today has been yet another skirmish in the battle of Brexit—we have inevitably moved in that direction—but we have to accept the fact that Northern Ireland’s economic performance is underpinned by EU funding. We have perhaps had too many stats in this debate, but between 2007 and 2013, EU money accounted for around 8.4% of Northern Ireland’s annual GDP. If we look at the Assembly Executive’s economic objectives, they have factored in £2 billion of EU funding since 2014 in the 2014-20 economic forecasts. If that money disappears, there is no guarantee whatever—I look to the Minister, but with little optimism in this particular case—that Westminster will plug that funding gap.

I pray in aid Dr Leslie Budd. I think some Members here were present when he gave evidence to the Committee for Enterprise, Trade and Investment. He identified some major problems for the Northern Ireland economy in the case of what I personally consider would be a foolish gesture—namely, if we turned our backs on our European friends, trading partners and those with which we have so much in common. Those problems would include reduced cross-border trade, an impact on foreign direct investment and the loss of EU funding for development programmes.

The danger is that the slightly faltering but ultimately strengthening Northern Ireland economy could suffer a terrible blow in the event of Brexit. All of us who know and love Northern Ireland respect its incredible quality of invention and innovation. The number of patents that have come from Northern Ireland over the past 100 to 150 years is staggering. I am sure the hon. Member for Kirkcaldy and Cowdenbeath (Roger Mullin) could come up with a similar list from Scotland, but I challenge him to meet the degree of entrepreneurial spirit and achievement that we have seen in Northern Ireland.

Northern Ireland is a great country with immense potential. Let us not threaten it by thinking that turning our backs on Europe and taking a leap into the dark represents a step forward. It does not; it represents a step back. The hon. Member for Upper Bann has, as ever, done the House an excellent service. He has a distinguished reputation in business, being one of the few people who have come to this House with a background in creating business and paying wages, and he speaks with authority. On this occasion, I respect him but I disagree with him, and that is the position of my party.

The first thing we should recognise is that Northern Ireland business does not agree with the hon. Gentleman and believes that it should remain in the European Union. If people voted to leave the European Union, from 24 June Northern Ireland businesses would unfortunately have to deal with instability for the next two years, which would damage their market.

It will not have escaped your gimlet-eyed gaze, Mr Speaker, that those of us on Opposition Front Bench are united on the subject, but for months we have had uncertainty about what will happen to the border between Northern Ireland and the Republic in the tragic event of Brexit. Two Sundays ago Lord Lawson popped up on the “The Andrew Marr Show” to say we would have a border. Leaving aside the irony of that coming from a French resident whose policy was to shadow the Deutschmark, may we have some clarity on what will happen to the border? Are there any revelations that the Minister would care to share with us?
