My Lords, I thank the Minister for his competent and helpful introduction. Complex and dense though these regulations may be, I see no reason not to support them.

To what degree do the regulations impinge on Cardiff Airport? It has often been in the news. How many airport consumers were there this year and last year? How many cancellations were there? Can the Minister give any feedback as to consumer satisfaction? Has there been any discontent? What is his general view of the future? Does the consumer in greater south Wales have any difficulty accessing Cardiff Airport? As a percentage, how many airport consumers instead make for Bristol or Heathrow airports? Perhaps the Minister will write if these questions are not to be answered in this debate.

The purchase of Cardiff Airport by the Senedd, the excellent Government in Cardiff, was controversial to some degree. Might the Minister say what the situation is now? I acknowledge the Minister’s service to Wales when he was a Member in the other place. He represented one of the finest coastlines in Europe—Langland, Oxwich and Three Cliffs come to mind, and he might know that these bays are fine for swimming; it is truly an area of natural beauty.

There is no aviation without the aerospace industry, and the Minister knows that both are vital to the economy of Wales—for example, Airbus, at Broughton, in north-east Wales, where direct employment involves some 5,000 employees. There is also, as he will know, a big aviation interest in south Wales. These two industries involve a great reservoir of national skills, and these skills in Wales are priceless. Airbus, at Broughton, is a world-class centre in wing manufacture. What links are there between Airbus UK and His Majesty’s Government? How are the interests of the consumer represented?

The Explanatory Memorandum is helpful. The regulations are, of necessity, complex, as is the Explanatory Memorandum in parts—all the pages require insight. However, it is very good to see the word consumers writ large.

My Lords, I shall speak briefly in this debate. I feel rather lonely as one of the few English Members here; we have north and south Wales’s finest and other Members as well, and on the Whip’s Bench, of course.

I will add briefly to the comments of the noble Lord, Lord Jones. When I was the special adviser in the Department for Exiting the European Union, this issue was a bone of contention in what later became the trade and co-operation agreement. There was a lot of shroud-waving about this because, of all the issues that were litigated and debated in the run-up to the European Union in/out referendum in 2016, the most acute was how people’s holidays would be affected when they were travelling to and from Europe. For those of us who believed in Brexit, it was always the case that we were not going to enact domestic legislation just for the sake of it, but would assimilate good, practical, sensible and pragmatic legislation where appropriate. I think this is an example of that today.

I particularly welcome the fact that this legislation not only is being enacted in domestic law, particularly on the issue of long delays, but seeks to uplift important case law, including the Sturgeon v Condor Flugdienst case. That goes wider than simply a long delay to a flight; it also considers the material impact that that has on travellers. I therefore strongly welcome the instrument.

It is good that this complements other legislation the Government have brought forward, and they should look at it as protecting the travelling public from monopolistic or oligopolistic behaviour. I know it is not quite within the bailiwick of this statutory instrument, but noble Lords will have seen this week examples of alleged drip pricing by Ryanair, which is price gouging of customers, who are often in a very difficult position—they do not have perfect knowledge in perfect competition, which is the basis of the economic free market. They have excess charges applied to luggage, seat selection, travel insurance, and food and drink. The Minister will have the strong support of many noble Lords from across your Lordships’ House if the Government take a robust attitude to legislation and regulation on this, because it is also an important subject.

It is vital to address delays, particularly for disabled folk, older people and families, but we must not see incremental price gouging and oligopolistic behaviour by rapacious airlines. I hope that the Government—of whatever party after the election next year—address this very important issue.

My Lords, I welcome the enthusiasm of the noble Lord, Lord Jackson, for more radical legislation on this. The pandemic and the problems that the aviation industry has had in recent years have revealed the shortcomings of the protections that consumers currently have.

I also welcome this legislation. I am pleased to see the level of interest it has exerted here. The noble Lord, Lord Jones, as part of the Welsh community here today, talked about the problems that Cardiff Airport has faced. As a resident of Cardiff, I welcomed last week’s news that Ryanair will fly two routes out of Cardiff—a new set-up that will do something to replace the loss of the Wizz Air flights.

This legislation deals with a significant problem in aviation. I noticed that the Explanatory Memorandum says that, in 2019, 1.5% of UK flights were delayed by more than three hours; that is 31,000 flights. By 2022, that had gone up to 40,000 flights, which was equivalent to 2.6% of flights. In the first nine months of last year, nearly 19,000 passenger complaints were registered. Those are complaints by passengers who have been unable to get satisfaction or any resolution to their problems from the airline. It is very much the case that some airlines are far worse than others at dealing with these problems. This set of problems needs to be dealt with, and I welcome the Government turning their attention to them.

Today, the world is watching political speeches of historic significance, and I hope my Adjournment debate does not disappoint.

I thank the House for once again allowing the issue of Southern rail to be debated in the Chamber. While many of my constituents—in fact, many people in the south-east region—were pleased to hear that next week’s strikes by the ASLEF union have been halted and that a normal Southern rail service should start again on Tuesday, the fear of a “normal” Southern experience is filling some people with trepidation.

The normal service in the Southern region for the last 18 months to two years has been extremely poor. At times, performance has gone down to a level where fewer than 40% of trains have turned up on time, and the average is around 66%. That compares with over 90% for other operators, so we in the Southern region certainly suffer more than most. It is not just late trains and cancellations. Trains are often short-formed, going from 12 carriages down to 10 or eight. There is also poor customer service, and we have even had our trolley service removed from our trains, to add insult to injury.

Many constituents have been to see me, whether that is individuals who have shared their experience of getting to work late, getting home late and being at risk of losing their jobs, or businesses, and I recently attended the local chamber of commerce breakfast meeting in Seaford, where businesses told me that trade was down because no one could get to them to use their services. In my four towns of Lewes, Seaford, Polegate and Newhaven, the experience is exactly the same.

My constituency has suffered more than most. We are a Southern-only constituency, and we do not have Thameslink or Gatwick Express. We are a very rural constituency, so there are few other forms of transport available. Not all our little villages have a GP, a post office or a school, so people use the trains to get to the main towns or the neighbouring villages to use the services there. When there is no train, people are literally cut off from the rest of the world.

When people come to see me, I say that there are three reasons why the rail service has not been great in our Southern region. The first, of course, is the dispute. As I said at the beginning, that is hopefully on the way to being resolved. We are glad about that, and we praise all those involved in getting people back round the table.

The second issue is Network Rail. Over 50% of delays on the Southern rail network have been down to rail infrastructure issues. We have an old line in the constituency and across Surrey and London. It has lacked investment for 10 to 20 years, leading to recurring signal problems, point failures and track failures. I was pleased that one of the first tasks the Secretary of State undertook when he came into post was to outline some of the initial investment in the track.

My hon. Friend is making a typically powerful case, as a diligent constituency MP. Does she agree that, while passengers understand that there will be service outages, what frustrates them is the lack of information? What we need is proper co-ordination between the train operating companies and Network Rail in real time so that people can make alternative arrangements.

I absolutely agree with my hon. Friend. It is as if he is psychic, because that was going to be my very next point. As well as the investment, the Secretary of State has asked the Rail Delivery Group to bring together Network Rail and the rail operator so that when there are problems on the tracks, passengers have a better experience through better customer service and information about alternative routes. We have all felt frustrated on a Monday morning when engineering works have overrun and trains have been cancelled because of poor communication between Network Rail and the rail operator. Those two points, however, do not take away from Southern rail’s poor performance. As we move from the dispute to a normal rail service, my constituency wants a good rail service.

I have to confess that I have never heard anyone in this country, north or south of the border, refer to an A road in the United Kingdom as a Euro-route. If they cease to be Euro-routes after we leave the European Union, I suspect that we will be able to count the number of people who miss that on the fingers of one hand.

I declare an interest as a daily commuter on the east coast main line, which is a very well run strategic route. Service outages, infrequent as they are, can be very disruptive. May I ask the Minister to prevail on train operating companies and Network Rail to improve communications with passengers in real time, to ensure that passengers are made aware of these problems and can make alternative arrangements as necessary?

It is entirely right to say that passenger information during disruption is something that all train operating companies and Network Rail need to improve. Not only do we need a single source of information that is consistent, but it needs to provide the most up-to-date information. It is not acceptable for people who have checked their phones on leaving home and thought that their train was on time to find, by the time they get to the station, that the train has been cancelled. That is not good enough.

As a fellow north-west MP, I am sure the hon. Lady shares my interest in seeing the back of our inefficient and unpleasant Pacers, and she will welcome the fact they will be disappearing by December 2019. I hope she will also welcome the improvement on the Calder Valley line, which will occur in two phases: Calder Valley East in December 2018 and Calder Valley West completing this year—a full upgrade to signalling and speed on the line.

T8. The public consultation on the 2018 Great Northern timetable launches today, but I understand that the platform 5 turn-back facility at Stevenage may not be completed on schedule, jeopardising the promise of additional semi-fast trains to Peterborough. Can the Minister intervene and persuade Hertfordshire local enterprise partnership and Network Rail to sort this problem out as a matter of urgency?

The Department is providing over £7 billion for the devolved local growth fund, which will fund more than 500 local transport projects by the end of this Parliament. It now includes £475 million for transformational local transport schemes that are too large for the devolved allocations. We will be providing further details very soon.

May I make a plea to the Minister? Will he tell me when some of the £75 million funding from the roads investment strategy will be used to reduce the noise pollution that has already been identified by Highways England on the A47 Soke Parkway through Peterborough, adjacent to Apsley Way and Bradwell Road?

The A47 is part of the strategic road network and is therefore not covered by the money that I have just announced. However, in November 2014, the Chancellor announced £300 million for the A47, including the Wansford to Sutton section between the A1 and Peterborough. On the question of noise pollution, the Government have challenged Highways England to mitigate noise at more than 1,000 locations. Measures that could be used include noise reduction surfacing, tree planting and barriers.

I agree with that, without ignoring the points that other colleagues have made. It cannot just be seen in terms of north and south—there are other considerations—but my hon. Friend is absolutely right. He and I, in neighbouring constituencies, probably suffer the weight of the complaints from quite a lot of rail passengers.

There is also the A120 which, I was told 38 years ago, was to be a critical route across to the M11 for traffic coming from the east-coast ports. The section between Braintree and Marks Tey is still not in place, which is an absolute scandal. We then have the other minor scandal of junction 8 on the M11 motorway. My hon. Friend’s predecessor, Bowen Wells, and I appeared bravely at the public inquiry into the motorway services area. After it was decided that the airport access should be from junction 8, it was then decided that we should have the motorway services area access at another quadrant of it. The result was chaos, and yet, Bowen Wells and I were told in the inquiry—of course, we really knew nothing and were not experts—that they had got it absolutely measured. It has been a disaster. There is consideration even now that perhaps the only way of overcoming the inherent difficulties of that junction will be to shift the motorway services area. It is not beyond the realms of possibility that that might have to happen. There are also the demands from my right hon. Friend the Member for Harlow (Robert Halfon) for a junction 7A to ease the pressures from people getting to the airport.

I want to feed these points into the bigger picture of airport provision. Stansted undoubtedly has the spare capacity to soak up a lot of the pressures that are going to arise until the decision on the Davies commission has been made and, perhaps more importantly, implemented. Without a decent railway, however, Stansted will struggle to address that demand. The bigger airlines expect a high standard of connectivity and quality rolling stock to go with it, and as local MPs, our concern has to be, as much as anything else, for our long-suffering commuters, who are having to pay more to travel in not very good conditions. There is problem after problem, and they extend across the region to the Great Eastern line—not least already this week.

Even Davies concedes that the quickest increase in runway capacity can be achieved at Gatwick. It has multiple rail access. That is currently being upgraded, which is fine for them, but it is galling that there still has been no upgrading on the West Anglia line. Stansted has absolutely nothing to compare in rail access with either Gatwick or Heathrow, yet to fulfil the role of that airport in our region, four-tracking of the West Anglia line is the minimum needed now. Four-tracking between Tottenham Hale and Broxbourne is needed, not in 2025 or 2030, but now, just to sustain the existing level of demand, let alone what is in prospect from north to south of the line. Four-tracking is also the vital precursor to the Crossrail 2 project, which would naturally follow on from that.

The Anglian region needs to be plugged in better to Greater London, not just to Liverpool Street, but to Stratford and to places that Crossrail 2 will reach. I say to the Government that, if only to buy time on their airport strategy, they need to sort out the West Anglia line.

If I may, I will continue. If the Government want to underpin the growth potential of the Anglian region, they need to sort out the West Anglia line. If they want the increasing population in our constituencies to travel conveniently to work, they need to sort out that line. It is in no one’s interest to let improvement work slip into what Network Rail calls control period 6 or even control period 7. There has been a 30-year struggle to get this improvement, and if nothing is done soon, the potential of the Anglian region will be severely handicapped.

I congratulate my right hon. Friend the Member for Saffron Walden (Sir Alan Haselhurst) on securing this important debate. I want to speak only briefly, to reiterate the important comments that my right hon. Friend made towards the end of his remarks, that we should view the decisions we take about Stansted airport within a wider economic context, and take a wider strategic overview of the economy in the east of England. He, more than anyone, will know that the airport at Stansted is the largest single-site employer in the east of England, with 11,500 people and more than 200 individual companies working there. He will also know that the Airport Operators Association concluded in its report in November 2014 that as a whole the airline industry in the United Kingdom contributed £52 billion to our country’s gross domestic product, was responsible for employing 960,000 people, and directly contributed £8.68 billion of tax.

My right hon. Friend put the national and local debate about Stansted airport into its correct historical perspective, and it seems to me that all the issues to do with airport expansion essentially revolve around the position of an airport within the economy. The environmental issues are noise, ground access, congestion and pollution, and those things come to the fore when we consider Heathrow versus Gatwick and the so-called Boris island. The decisions of the Davies commission, and the expediting of a final solution to the issue next year or at the end of this year are, obviously, eagerly awaited. It is an issue that has dragged on for at least 10—probably nearer 15—years. It is accepted now that Heathrow is at capacity and Gatwick is not far off it, and across the whole of the wider south-east, including the eastern region, we will be at capacity by 2030.

I want to concentrate on the economic issues. You will know, Mr Pritchard, that the area loosely described as the London-Cambridge economic corridor—I make an oblique reference to Cambridgeshire’s second city, Cambridge, as opposed to Peterborough—is not just about London and Cambridge. It was the Labour Government who identified a London-Cambridge-Peterborough growth corridor, an integral part of which, for sustainable economic growth and employment, was Stansted airport. That is important. On a serious note, the success of Cambridge in particular means the success of Cambridgeshire and the wider eastern region, so we need that level of connectivity, not just on the railways but as a matter of worldwide airport connectivity and a local—if I can use that word—airport that can serve Cambridge and the wider economic area including Suffolk, north Essex and east and north Hertfordshire, as well as London, which is a world city.

I totally accept the point about the Cambridgeshire corridor. Does my hon. Friend agree that surface access to airports is very important—particularly the upgrading of road routes such as the A120, and similar routes to give access to Stansted and the Cambridgeshire area? That is important for the potential expansion in airports and airport use.

Absolutely. One of my bugbears, which I brought up in Transport questions not that long ago, and which I have been raising for years, is the fact that we tend to be slightly London-centric and think about the Stansted Express and the connectivity between east London and Stansted. The right hon. Member for East Ham (Stephen Timms) touched on that issue in talking about London City airport. However, we should remember that there is also a need for enhanced connectivity between the midlands and the north of England, via a key subregional transport hub such as Peterborough, bringing jobs, opportunities and tourists and other people to Stansted from the north and the midlands. It is just as important in the context of the wider infrastructure picture, which is that the east of England suffers from relatively poor road and rail infrastructure. We might think of the Liverpool Street to Norwich line and road access to places such as Suffolk—particularly Waveney, Lowestoft, Great Yarmouth and the very large county of Norfolk.

I have for years pressed for a little strategic thinking about the CrossCountry service from the midlands to Stansted. My constituents want to be kind to the environment. They do not want to get into a car at the crack of dawn to drive down the A14, on to the M11, to reach Stansted. They would much prefer to get a CrossCountry train that began its journey in Birmingham, and to get to Stansted in good time for their flight—perhaps with time for an early breakfast and some shopping there. They could support the local economy of Uttlesford and Essex. However, they cannot do that because the train does not run at the appropriate time. That is something pretty straightforward and simple that goes to the heart of the issue of connectivity.

The east Anglian region has for a long time been the poor relation with respect to airport connectivity. Does my hon. Friend agree that we can up our game? In the Chamber today there are Members representing constituencies with Stansted, London City, Luton and Cambridge airports—and there is also Norwich. We need a strategy for connecting to those airports and making the best use of the facilities and resources that we already have.

My hon. Friend makes an important and astute point that speaks to a lack of joined-up thinking on transport infrastructure. We get it right on the smaller, strategic projects. One only has to think of the guided bus that links St Ives in Mid Cambridgeshire to Cambridge. I used that bus to go into Cambridge over Christmas. It is a fantastic facility and, as I understand it, it is now scrubbing its face financially. My hon. Friend the Member for North East Cambridgeshire (Stephen Barclay) is campaigning for a better link between Wisbech and Cambridge, and I thank the Minister because we are having an upgrade of the east coast main line. Some £43 million has been spent on Peterborough railway station, for which we are inordinately grateful. However, do we actually join up all those individual projects across a big area? I suspect that we do not. Airport capacity and connectivity is another issue that we need to look at.

I want to talk briefly about air passenger duty. The elephant in the room is the massive generational decision that will be taken about airport capacity, which will centre on evidence for or against Heathrow. It seems that successive Governments have missed a trick by not availing themselves of the opportunity to use air passenger duty as a way of driving, or at least influencing, demand for the creation of new long-haul services at places such as Stansted, Luton and so on. The Minister will say that that lies within the bailiwick of the Treasury and I accept that, but the debate about air passenger duty needs to continue and we need to look at it again.

To conclude, my right hon. Friend the Member for Saffron Walden made an excellent case for the importance of Stansted. My contention is that we need to look at the expansion of Stansted as our regional airport. We need to move away from a London-centric, overly prescriptive focus on what is good for Greater London, which I admit is a world city of 8 million people. This needs to be about rebalancing the economy, and that does not just mean the north-west, Yorkshire and Humberside and the east midlands. It also means creating jobs, new opportunities and transport infrastructure in the east of England. Stansted can be at the heart of that but it must be in a co-ordinated, long-term, sustainable and comprehensive infrastructure plan.

It is a great pleasure to serve under your chairmanship, Mr Pritchard. I congratulate my right hon. Friend the Member for Saffron Walden (Sir Alan Haselhurst) on securing this debate. I enjoyed his recap of the history of Stansted; I do not think I grimaced even once. He talked eloquently about the importance of airports not only for the Anglian region but for maintaining the UK’s air connectivity and for jobs and economic regeneration across the country. I therefore welcome the opportunity to respond to the debate on behalf of the Government.

I hope my right hon. Friend will be encouraged that we all have the same interests at heart. I acknowledge his specific points about the continued and future importance of Stansted airport. Indeed, I have visited some of the facilities with him to see them at first hand. I made a point of travelling there by train, so that I could experience that journey myself. When I visit airports, I try to travel in the same way as members of the public in order to experience the whole journey that they would cope with in some cases or enjoy in others.

As my right hon. Friend mentioned, Stansted is one of the largest employers in his constituency, employing 11,500 people on site across 200-plus companies. It provides significant economic benefits not only locally but to the wider Anglian region by supporting the globally competitive high-tech and biomedical industries, not least in the constituency of the hon. Member for Cambridge (Daniel Zeichner), who speaks for the Opposition.

This is a timely debate, given the Government’s recent announcement on airport expansion in the south-east. The Airports Commission set out a convincing case for new runway capacity in the south-east by 2030, which the Government have accepted. We also accepted the commission’s final shortlist of three schemes. It is vital that we get the decision right so that it will benefit future generations, which is why we will consider further the environmental impacts and continue to develop the best possible package of measures to mitigate the impact on local people and the environment.

Mr Pritchard, I was remiss earlier in not saying what a delight it is to serve under your chairmanship. Does my hon. Friend agree that, in terms of sustainability, it is also important to concede that even during the 10 years that we have been in the House, aircraft have become cleaner and quieter? There have been big technological changes in the development of aviation fuel, for instance. The aircraft industry and airlines are much more sustainable than they have ever been.

My hon. Friend is absolutely right that aircraft have become much quieter. Each generation of new aircraft is quieter than the previous one. Of course, the problem with aviation tends to be the very long life of aircraft. Cars might have a 10, 12 or 15-year turnaround, but many 25-year-old aircraft are still flying. Turnaround happens more slowly in the aviation sector, but it is good news that both Boeing and Airbus have thick order books and that companies such as easyJet, which is based in Luton, are buying new aircraft. We heard that, at London City airport, new Embraer aircraft are providing quieter and cleaner journeys.

Of course, air quality around airports is not just about aircraft. In some cases, it is mainly about other sources of pollution, particularly NOx from traffic. I need not remind Members of the problems that we experienced last year with vehicles that did not come up to the emissions standards that might have been expected from the lab tests. That is one factor that we must consider to see how we can improve air quality in areas, particularly London, where air pollution has not decreased as much as we would have expected based on the replacement of old vehicles with new vehicles that perform to Euro 6 standards.

Crucially, the timetable set out by the Airports Commission for delivering additional capacity to the south-east by 2030 will not alter. My right hon. Friend the Member for Saffron Walden will, I am sure, appreciate the importance of airports for businesses and residents in the Anglian region. This debate has shown that it is not just larger airports such as Stansted and Luton that are important to the Anglian region; some of our small airports also play a key role in supporting the economic growth of the regions that they serve. The Government have always made it clear that regional airports make a vital contribution to the growth of regional and local economies as a way to provide convenience and travel choice for air passengers.

I thank the right hon. Gentleman for making that point. I will be very careful about what I say in the light of the planning inquiry that is scheduled to take place in March. As he mentioned, the Secretaries of State for Transport and for Communities and Local Government will make the final determination on the application, so it would not be appropriate for me to comment. I very much enjoy using that particular airport. Indeed, I timed myself passing through security the last time I used the airport. It took just four minutes, which is just what members of the business community want. They want to arrive very late at the airport but still get on the flight, although I am not sure that the airport management would suggest that as a strategy.

Within the UK, airlines operate in a competitive and commercial environment, and we consider that they are best placed to determine which routes they operate and from which airports. We know that the commercial aviation market brings many benefits to air passengers. However, the Government also recognise that aviation plays an important role in connecting regions, so there may be occasions when aid is necessary to develop air services to airports where local economic conditions prove unattractive to airlines. However, we are conscious of the risk of competition being distorted by Government intervention in the commercial market. That is why we have been careful in balancing the commercial imperative with the need to provide support for new air routes from our smaller airports.

The Chancellor announced in November that 11 new air routes from smaller UK airports would be supported, with about £7 million of start-up aid over the next three financial years. Those routes—two of which are from Norwich airport and one from Southend airport—will begin operating from this spring, and they will provide domestic links between England, Scotland and Northern Ireland, as well as international connectivity to France, Germany, the Netherlands and Ireland.

The Minister is being generous in giving way. Will he undertake to continue to monitor the fiscal impact of air passenger duty, including on the growth of regional airports and on potential new long-haul routes? APD is an important issue, although it does not lie within his remit.

I will certainly give encouragement—not that they should need it—to the bus companies to make sure that facilities for disabled people are available and that their staff know the right way of making those facilities available to them. That is incumbent on all bus companies. As for a future bus Bill, the hon. Gentleman will have to wait until it is published.

T5. My constituents leaving for their holidays from Stansted airport would like to be kind to the environment and give the A14 and the M11 a miss, and use CrossCountry trains, but they often cannot do so because the trains run too late for their flights from Stansted airport. Will the rail Minister have a word with the rail regulator to restate the importance of rail and airport connectivity?

My hon. Friend is right. Stansted airport, along with local MPs, lobbied hard to get that early morning service from Liverpool Street, which stopped people having to sleep at the airport to catch early flights. I will happily discuss this with him and we can have a conversation with CrossCountry.

It is a matter of public record that Labour spent next to nothing on transport infrastructure in the greater Peterborough area during 13 years in power, yet over the past four years we have had £43 million for a remodelled railway station, new rolling stock, better and faster trains on the east coast main line and road improvements on the A1139 and Paston Parkway, and this morning we heard the announcement of upgrades to the east and west of Peterborough. My constituents will be puzzled by Labour’s response, which is “Where did it all go wrong?” Does my right hon. Friend agree?

I certainly agree that my hon. Friend’s constituency has seen substantial transport infrastructure investment, which is right and necessary. We need to continue doing that, because there is a lot more work to be done. I am pleased that he has welcomed today’s announcement. I very much hope that the Opposition, despite the muddled response from their spokesman, will endorse this plan. If they do not, they need to say which of the schemes they would stop.

I congratulate my hon. and learned Friend the Member for Sleaford and North Hykeham (Stephen Phillips) on securing this debate on the safety of young drivers. I am always glad to have the opportunity to discuss an important subject such as improving the safety of our young drivers. I was extremely sorry to hear of the tragic death last year of his constituent, Emily Challen, and I am saddened by the continuing toll of fatal accidents on our roads. Every one of them is a tragedy.

There are very few of us who have not been touched by such a tragedy. In my locality, there was a recent road collision involving an 18-year-old friend of my son. His car crashed into a tree and, sadly, he was killed. That shocked the whole year group at Malton school. We cannot be complacent about our road safety record, and we must continue to seek improvements and identify the changes that can make our roads safer for all. This is why it is vital that the Government strike the right balance, so that young drivers remain safe on our roads, but, at the same time, their freedom is not restricted. We feel that it is important that all views are considered and the right decisions are made. We will issue a paper when we have considered the matter further.

Britain’s roads are among the safest in the world. We are proud of that record, but we know that there is more we can do to make our roads safer. The latest figures for 2012 show another drop in the number of people killed on our roads. In fact, it was the lowest figure since national records began in 1926. It is a testament to the hard work and dedication of road safety professionals that we are able to make consistent progress year on year. However, I suspect that, like me, all hon. Members feel a mixture of emotions whenever such statistics are published, because every single one of them is preventable.

Does the Minister agree that it is imperative, not least for their own self-interest, that insurance companies are involved in the process of guiding behaviour, given that most young drivers will be driving legally and that fixing insurance premiums to guide behaviour is an important part of changing behaviour in the long run?

Indeed; in fact, many young people cannot drive because they cannot afford the insurance. However, I will come to some exciting developments in the field of telematics, which insurance companies are engaged with.

It is knowing that deaths are preventable that gives us such a strong incentive to carry on trying to improve what we do. For me, as road safety Minister, that means providing support to road safety professionals such as the police, the fire service and many other road safety organisations. That support may come through funding, policy or raising awareness of important issues.

As we have heard, young people are involved in about a fifth of all road crashes, but only about 5% of all the miles driven in Britain each year are driven by them. That worries us, and we know it worries parents and young people too. We know that young men cause more crashes than young women and that more collisions occur at night, when young people have their friends in the car or are on roads in the countryside. We also know that drivers of all ages are most at risk of causing a collision in the first six months after they take their practical test.

We are also conscious that this unfortunate safety record gives our young people some of the highest insurance premiums. As budgets in many households are tight, we want to do what we can to bring those insurance costs down. Estimates provided by the insurance industry suggest that drivers could expect discounts on a telematics policy of between 25% to 33%, with the highest being 50%, and that some young drivers have saved over £1,000 by using such policies. Such policies are cheaper because the claims history of the drivers using them is so much better. It is also worth mentioning that some studies suggest that parental viewing of feedback from telematics devices can improve young people’s driving further.

For those who are not conversant with the concept of telematics, I would liken it to having the electronic equivalent of a glass of water on the dashboard. Every time the water spills because of severe braking or cornering, the policy cost is loaded up. Indeed, there are currently 296,000 live telematics policies from a number of companies in this country. Only recently I met the insurance industry to discuss how we might consider commissioning research into how telematics can change the behaviour and attitudes of learner drivers. Like many things in life, the more someone practises, the better they become. We know that more practice before taking a practical test improves hazard perception and understanding of risk, and results in a lower collision rate.

The driving test has been steadily refined since it was introduced in the 1930s. We have recently made changes to the theory test, so that it is harder to learn the answers by rote, and we have introduced an element of independent driving—driving without instruction or direction—during the test to help to prepare for the real-life driving environment. The Government recognise that there are many voices calling for a graduated driving licence to be considered or introduced in Britain. We recognise that there is a significant body of evidence to suggest that a GDL regime would have a beneficial effect on British road safety. However, against that we need to weigh carefully the implications for the freedom of our young people, as any such change to the law would result in some difficult cases—for instance, where a young person is stranded, unable to drive home legally—or would limit the ability of young people to offer each other lifts and thereby reduce transport costs.

Caution also needs to be exercised before making quick comparisons between Britain and other countries with GDL regimes. British roads are among the safest in the world and Britain’s road safety record is considerably better than all the countries that have already introduced GDLs, with the exception of Sweden, whose record is similar to ours.

We are in the process of undertaking some face-to-face research with parents and young people to get a better understanding of the issues from their perspective. As I hope the House can appreciate, this is a difficult topic, as I have mentioned, and it is important that we get this right. Once we are confident that we have struck the right balance between driver safety and restricting the freedom of our young people, we will come forward with our proposals. In the meantime, there are other things we can look to improve.

We want to improve the quality and accessibility of resources to support road safety. There is a range of resources to support the process involved in gaining a licence, but relatively little information targeted at parents, at those who accompany learner drivers or even at young people themselves on the risks faced by inexperienced drivers after they pass their driving test. There are also initiatives like Bikeability, which operates in the cycling sector, that could be used at an early age to instil road safety behaviours.

There are technologies that could potentially reduce the crash and casualty risk among novice drivers, and we want to provide incentives for their take-up. Because young and inexperienced drivers’ decisions about the vehicles that they buy are influenced by their overall budgets and by the cost of insurance, new vehicles, which are safer but more expensive, are less likely to be driven by the drivers who are most at risk and who would benefit most from the technology. I expect that that will change over time as today’s new cars become tomorrow’s cheap bangers.

We recognise that if we tighten the processes of learning to drive and licensing, an unintended consequence may be that more young people choose to ride motorbikes or mopeds. We also know that powered two-wheelers are involved in a significant number of crashes, many more than cars. We therefore think it important to consider ways of improving the process of compulsory basic training so that that, too, is as safe as we can make it.

We are worried about the safety of our young people. It is simply not right that a young woman in Britain today is most likely to be killed while being driven by her boyfriend. The safety record of our young and inexperienced drivers has long been a topic of discussion among the road safety and insurance communities. I hope that the examples that I have given illustrate our determination to work with my hon. and learned Friend the Member for Sleaford and North Hykeham to improve road safety throughout our country. In the months ahead, our objective will be to ensure that we contribute to the reduction in the number of accidents and fatalities on our roads.

I agree with my hon. Friend and I think that extending the line would lead to exactly the same result.

I hope that the right hon. Member for Chesham and Amersham (Mrs Gillan) is sure, like me, that northern local government leaders have the best interests of all their residents at heart. I am puzzled that opponents of the scheme seem to think that a high-speed, modern railway system that is fit for the 21st century and that would increase economic activity throughout the whole of the United Kingdom would not benefit the country as a whole, but only those cities directly served by it. Surely it is clear that a line that would improve north-south links—I include Scotland in that—would at the same time improve and grow the economy of the whole of the United Kingdom, including my constituency of Eastleigh.

Is the hon. Gentleman aware of the evidence the Public Accounts Committee reviewed when we looked at High Speed 1, particularly on the received wisdom of its effect on regional economic regeneration? It showed that, notwithstanding that some places in Kent did improve, particularly Ashford, there were substantial pockets of poverty in places such as Dover, Folkestone and Thanet, which were not specifically affected by the regeneration effects of High Speed 1.

I am sure that building a railway line will not solve every economic problem in every part of the county. I happen to know that the improved economy of Kent also improved the economy of Sussex and its effect also reached all the way to Hampshire.
